Evaluate regional networks of National Ozone Officers effectively

You have:

• Advanced university degree (Master's degree or equivalent) in evaluation, environmental economics, sustainable development and/or engineering and related areas.
• A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
• A minimum of 7 (seven) years' experience in evaluation is required.
• Familiarity with OECD DAC criteria and UNEG Norms and Standards is required.
• Experience of evaluation related to the Montreal Protocol and its Multilateral Fund-related projects and programmes is desirable.
• Fluency in written and oral English is required, including excellent analytical and drafting skills.
• Working knowledge of at least one other UN official languages is desirable.

Result of Service The consultant will: 1. Work on a regular basis with the SMEO who is the evaluation team leader for this evaluation of regional networks; 2. Respond to the official TOR (UNEP/OzL.Pro/ExCom/86/11/Corr.1, Annex V) and the regular guidance from the SMEO during the first semester of 2022; 3. Elaborate a robust stakeholders mapping exercise which will ensure the inclusion of all relevant actors for a meaningful data collection to inform the results of the evaluation; 4. Be accountable for the preparation, dissemination and data collection related to the global survey to regional networks of NOOs and all relevant stakeholders; 5. Prepare draft proposals of survey questions, based on the TORs and the latest developments for possible updates, which will be reviewed and cleared by the SMEO before launching the survey; 6. Review different evaluation methods and tools and propose different options for data collection, which could be using different approaches for different data sets, and propose them to the SMEO; 7. Manage the evaluation survey(s) and liaise with the regional offices and other partners of the Evaluation office, under the guidance and supervision of the SMEO.

Duties and Responsibilities Background The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Multilateral Fund for the Implementation of the Montreal Protocol (MLF) is dedicated to reversing the deterioration of the Earth's stratospheric ozone layer. It was established in 1991 as the financial mechanism of the Montreal Protocol to assist developing countries (Article 5 countries in the language of the Protocol) in complying with their obligations under the Montreal Protocol. The MLF is managed by the Executive Committee which is assisted by the Fund Secretariat, located in Montreal, Canada and administered by UNEP (www.multilateralfund.org).

The work programme for monitoring and evaluation for 2022 adopted at the 88th meeting of the Executive Committee (UNEP/OzL.Pro/ExCom/88/11/Rev.1) includes the undertaking of the second phase of the evaluation of regional networks of National Ozone Officers (NOOs). The terms of reference (TOR) were presented, revised and adopted by the Executive Committee at its 86th meeting. The TORs included in UNEP/OzL.Pro/ExCom/86/11/Rev.1 will guide the work of the consultant, to respond to all the evaluation questions indicated in the above-mentioned document. Additional guidance will be provided by the Senior Monitoring and Evaluation Officer (SMEO) to define the timeframe, methods, scope and deliverables expected from the delivery of stages 1&2 of the second phase of the evaluation.

This call for consultants covers stages 1 & 2 of the evaluation as described in the work programme for 2022, paragraphs 11-12. An update of preliminary results will be presented by the SMEO at the 90th meeting to report on the implementation of stages 1&2. An independent consultant, working under the direct supervision of the SMEO, who will provide guidance during the process and is responsible for the final clearance of the output, is required to work on the different tasks related to stages 1&2. Further details are described in the section under duties and responsibilities.

Mandate At its 88th meeting, the Executive Committee approved the draft monitoring and evaluation work programme for 2022, including three evaluation activities to be undertaken in 2022. Activity 2 “Second phase of the evaluation of regional networks of national ozone officers (NOOs)” will be performed based on the TOR approved at the 86th meeting taking into account the findings and recommendations that resulted from the desk-study (UNEP/OzL.Pro/ExCom/86/11 and corr.1).

Duties and Responsibilities The consultant will work under the direct supervision of the SMEO in performing following tasks: 1. Desk-review to update the information from the desk-study presented at the 86th meeting (UNEP/OzL.Pro/ExCom/86/11); 2. Preparation of inception paper and theory of change underlying the evaluation, including the preparation of the evaluation matrix; 3. Mapping of stakeholders to be included in the surveys; 4. Support the SMEO in networking with stakeholders and assisting in communication and correspondence; 5. Assist in the preparation of global surveys, based on the questions included in the TOR, the inception paper and the evaluation matrix; 6. Attend virtual meetings of the regional networks and prepare draft summary notes of the meetings, extracting key analytical elements relevant to the evaluation; 7. Supporting data collection, survey responses, and liaising with respondents to ensure high rate of response and participation; 8. Undertake quantitative and qualitative analysis based on survey responses and interviews with stakeholders; 9. Consolidate the results of the evaluation research in a progress report as an input for the update to the ExCom in June’s meeting; 10. Consolidate supportive data, figures, tables and infographics, as needed. 11. Other tasks that may arise during the evaluation process.

Language: English and French are the working languages of the United Nations Secretariat. For this contract, fluency in written and oral English is required including excellent analytical and drafting skills. Working knowledge of at least one other UN official languages is desirable.

Additional Information As a result of the consultancy work, the tasks above described will have been delivered – meetings, reports, surveys, analysis, up to the satisfaction of the SMEO, who will review the outputs, provide comments and ensure final quality of the different products.

Total fee is US$ 25,000 USD payable as follows: - 1st payment of US$ 5,000 upon submission and clearance of the draft inception paper, including evaluation matrix, review of methodological options and draft survey proposals; - 2nd payment of US$ 10,000 after the survey to stakeholders has been launched, data collected and preliminary analysis undertaken, as well as attendance to a number of regional meetings; - Final payment of US$ 10,000 upon completion of all tasks.
