With respect to value for money, immunization is one of the best investments in global health and has a crucial role in achieving 14 of the 17 SDGs. As one of the most far-reaching health interventions, it closely reflects the ethos of the SDGs: “leaving no one behind”. In particular, immunization is critical to SDG3- to ensure healthy lives and promote well-being for all people at all ages. The Evaluation Section, UNICEF East Asia and Pacific Regional Office (EAPRO) is seeking an individual consultant to evaluate its support to immunization interventions taking place in EAPR countries.

The Purpose of the Consultancy:

The purpose of this consultancy is to evaluate the areas of engagement of UNICEF EAP Regional Office and UNICEF Country Offices (CO) in the EAP region vis-à-vis the UNICEF 2018-2030 Roadmap, achievements to date, and provide inputs into the development of strategy of engagement for the Regional Office, and Country Offices in immunization plans and strategies for 2022-2025. The evaluation should also consider experience and resources from COVID-19, and the success of UNICEF in leveraging it’s comparative advantage with respect to immunization initiatives. The immunization evaluation will be a formative evaluation providing a robust assessment of alignment of the areas of work UNICEF COs, alignment and gaps in supporting the needs of the country, and incorporating these into recommendations and development of strategies for the areas to focus in at the country office and regional office levels. The primary audience for this work is the UNICEF East Asia Pacific Regional Office (EAPRO) and the UNICEF Country Offices in the region. The secondary audience includes government and partners in EAP countries and key allies such as GAVI, WHO, along with UNICEF headquarters immunization functions.

Work Assignment:

Under overall guidance from Regional Health Specialist as well as the Regional Adviser – Evaluations in the UNICEF RO, and in close coordination and collaboration with an immunization consultant for this assignment, and in consultation with relevant stakeholders, the consultant will:

  • Undertake a desk review of all relevant global, regional and selected UNICEF country office strategies and policies for immunization using publicly available documents and data. The EAP regional countries whose strategy are to be considered can number three or four and will be determined at inception phase.
  • Develop questions and questionnaires for the evaluation with a view to inform the new strategy formulation; with a focus on identifying what worked well and should be replicated; and what did not work well and should be either modified or dropped.
  • Assess the areas of engagement of UNICEF COs in the region during the period 2018-2021 vis-à-vis the UNICEF 2018-2030 Roadmap, achievements to date, highlighting best practices and lessons learned across the region
  • Evaluate the engagement of the RO and different groups of COs in immunization taking into consideration the bigger context of Primary Health Care, Immunization Agenda 2030, related UNICEF 2018-2030 Roadmap and experience and resources from COVID-19, and describe the comparative advantage of UNICEF as an organization.

- Draft Inception Report is the deliverable.

Development of questions to reflect the assessment of the past 3 years and provide inputs to the questions to elicit strategies for the next 3-5 years, in coordination with an immunization expert, and in consultation with the EMG/ERG* on methodology and questions. Depending on stakeholders to be interviewed, an ethical clearance may be needed before the Inception Report is approved.

The Final and Approved Inception Report for the evaluation is the deliverable.

Data Gathering phase in-line with approved Inception Report -- Survey, key information interviews, focus group discussions with relevant stakeholders in countries, RO, UNICEF HQ and relevant partners.

Draft the narrative summary of the assessment findings and conclusions. Establish draft reports for the two case study countries.

Based on the findings and conclusions, provide inputs into the outline and details of the new strategy for engagement, in coordination with the immunization consultant.

Presentation to the ERG on the findings and strategy, taking into consideration feedback from EMG.

The brief (max ten pages) summary of the evaluation; two case study draft reports; and associated presentation are the deliverables.

Draft the final report of the assessment findings and share with ERG/EMG for feedback.

The final report should include Executive summary and summarized graphics of the strategy for engagement for advocacy use.

The final report should be compliant with all provisions of UNICEF GEROS and UNEG norms and standards

Power-Point presentation on the assessment findings, and strategy for engagement for RO and for each group of COs

The Final and Approved Final Report for the evaluation; Final and Approved report for the two case studies; and associated Power-Point presentation are the deliverables.

End Product(s):

All end products have to be developed in close collaboration with the Immunization Consultant that will be hired by the Health Section. Therefore, it is imperative that the two consultants be able to work together as a team.

  • Inception report
  • Full report on the evaluation that includes a narrative summary of the assessment including best practices and lessons learned.
  • Proposed strategy for engagement for UNICEF Regional Office (EAPRO) and each group of Country Offices
  • Case studies of two countries
  • Power point presentation and summarized info-graphics for the strategy of engagement

Duration of Contract: 15 January 2022- 30 June 2022; 85 working days as detailed in the schedule.

Working Location and Official Travel:

The consultant will work from own premise. Travel to potentially to 2 countries, depending on the COVID quarantine situation; will be considered. The consultancy will not include any travel that would require a quarantine period.

To qualify as an advocate for every child you will have…

  • Advanced university degree in development, monitoring and evaluation or any relevant disciplines
  • At least ten years of experience in evaluating programmes, preferably health programmes
  • Demonstrated experience developing strategic plans based on learnings from the past
  • Experience working with UNICEF and knowledge and production of UNICEF evaluation reports would be an advantage
  • Excellent communication, writing, analytical, inter-personal and facilitation skills.
  • Experience in reviewing and summarizing health program and research documents.
  • Sensitivity to cultural diversity and team works.
  • Proficiency in standard office ICT (information, communication and technology) applications.
  • Experience in terms of handling research and evaluation programmes/projects in multi-country settings will be an advantage.
  • Previous work experience in East Asia and Pacific Region is an advantage.
