Consultant (Evaluation of Enabling Activities for HFC Phase-down)

Result of Service The final result of the service will consist of the desk-study evaluation on Enabling Activities for the phase down of HFCs, in line with the elements defined in the previous section and in the terms of reference UNEP/OzL.Pro/ExCom/90/8/Rev.1. The product will be delivered as follows: 1. By 8 February 2023: The consultant will submit to the SMEO the desk study as a draft evaluation report, covering all the evaluation questions included in the above-mentioned TORs and analysing the findings, together with the supportive data informing the draft report and its annexes; 2. By 15 March 2023: The consultant will submit a revised desk study as a final draft report on the basis of comments provided by the SMEO and other relevant stakeholders, together with all the background material collected for the preparation of the report. The final text should be edited and proof-read.

Duties and Responsibilities Background: UNEP is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The MLF is dedicated to reversing the deterioration of the Earth's stratospheric ozone layer. It was established in 1991 as the financial mechanism of the Montreal Protocol to assist developing countries (Article 5 countries in the language of the Protocol) in complying with their obligations under the Montreal Protocol. The MLF is managed by the Executive Committee which is assisted by the Fund Secretariat, located in Montreal, Canada and administered by UNEP (www.multilateralfund.org). The Senior Monitoring and Evaluation Officer (SMEO) is in charge of providing independent evaluations for the consideration of the Executive Committee in responding to their requests and approved terms of reference (TORs) for specific evaluations.

Mandate: The Monitoring and Evaluation work programme for 2022 adopted at the 88th meeting of the Executive Committee (document UNEP/OzL.Pro/ExCom/88/11/Rev.1) included the preparation of the terms of reference for a desk study for the evaluation of enabling activities for the phase-down of hydrofluorocarbons (HFCs) to make progress in implementing the Montreal Protocol and its Kigali Amendment. The TORs have been adopted by the Executive Committee at its 90th meeting, as per document UNEP/OzL.Pro/ExCom/90/8/Rev.1 (available at www.multilateralfund.org).

A Consultant is required to prepare the above-mentioned desk-study. The final report resulting from the study is expected to provide a timely assessment on the achievements resulting from the implementation of Enabling Activities projects. The findings and lessons learned could feed in the decision-making process of the Executive Committee in approving forthcoming proposals regarding the preparation and implementation of Kigali Implementation Plans (KIPs).

Scope and coverage of the desk-study evaluation: The objective of the desk study, in reviewing the implementation of Enabling Activities for the phase-down of hydrofluorocarbons (HFCs) delivered in parallel with the implementation of technical assistance activities under hydrochlorofluorocarbons (HCFCs) phase out management plans (HPMPs) will assess the achievements of the Enabling Activities projects and how effective they have been in contributing to HFC phase-down and preparedness for KIPs. The desk-study will explore and analyze, inter alia, enabling activities related to data collection for calculation of baselines, customs and reporting mechanisms, certification programmes, training, and capacity building for handling alternatives to HFCs in all relevant sectors. The desk review and analysis will be structured around the components of EAs defined in the Guide for the submission of enabling activities prepared by the Multilateral Fund Secretariat for use by the implementing agencies (MLF/IACM.2020/1/19). The scope of the desk study will cover, among others, a number of areas regarding the implementation of EAs, their impact, relevance and effectiveness, and other key dimensions (i.e., gender). The detailed description is included in the Terms of Reference, paragraph. 7, which will guide the Consultant in building the structure of the desk-study report. The desk study will focus on issues related to the design, implementation, results, and the impact of enabling activities as compared with the purpose for which they were approved. The desk study will also highlight the main lessons learned and propose draft recommendations that should be considered while further undertaking new activities aimed at the implementation of Kigali Implementation Plans and the phase-down of HFCs.

Duties and responsibilities: The Consultant will work under the direct supervision and guidance of the Senior Monitoring and Evaluation Officer (SMEO) of the Multilateral Fund. S/he will review the relevant documentation on enabling activities projects available internally in the Fund Secretariat. S/he would report to the SMEO following an established calendar on progress, including specific milestones for deliverables. The Consultant is requested to: - Undertake a desk study for the evaluation of enabling activities projects for the phase-down of hydrofluorocarbons (HFCs); - Collect, review and analyze both quantitative and qualitative data, as applicable; - Consolidate supportive data, figures, tables and infographics, in annexes of the draft report; - Organize the data analysis based on the sampling criteria as per paragraph 16 in the TORs UNEP/OzL.Pro/ExCom/90/8/Rev.1, describe the rationale for the selected cases and validate the proposal with the SMEO for further progress on analysis; - Draft an evaluation report, presenting the core analysis supported by factual evidence and relevant findings, responding to the evaluation scope and coverage as defined in the TORs UNEP/OzL.Pro/ExCom/90/8/Rev.1, with particular attention to the scope defined in paragraph 7 and taking into account all the information provided in Annex I of the same document (available at www.multilateralfund.org) - Submit to the SMEO a draft evaluation report, including a succinct executive summary with the key findings covering all the scope issues addressed in paragraph 7 of the TORs, suggest SMART recommendations and provide as annexes the consolidated supportive data and the evaluation matrix. - Other duties that may arise during the preparation of the desk-study.

Qualifications/special skills Academic Qualifications: Advanced university degree (Master's degree or equivalent) in evaluation, economics, social and environmental sciences, environmental engineering, sustainable development, or related areas. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience: A minimum of ten (10) years' experience in evaluation or implementation of capacity-building and technical assistance activities in the UN system is required. Familiarity with the Montreal Protocol and its Multilateral Fund-related projects and programmes is desirable. Knowledge of evaluation methods as well as excellent analytical and drafting skills are desirable. Familiarity with gender-sensitive evaluation is desirable.

Language: English and French are the working languages of the United Nations Secretariat. For this assignment, excellent drafting skills in English are required. Knowledge of other UN official languages would be an asset.

Additional Information Total fee is US $15,000 payable in two installments, as follows: - 1st payment of US $5,000 upon submission of a satisfactory first draft report, within the established time frame; - 2nd and final payment of US $10,000 upon submission and approval by the SMEO of the final report.
