UNICEF became operational in Greece in early 2016 as an outposted team from the Regional Office of Europe and Central Asia (ECARO) to respond to the significant influx of refugee and migrant children and their families at that time. Following several years of engagement with national stakeholders, UNICEF and the Government of Greece made a decision in January 2020 to formalize the agency’s presence in the country under the form of a Greece Country Office. This office falls under the UNICEF Regional Office for Europe and Central Asia located in Geneva, which supports the work of 21 Country Offices within its geographical scope, reporting in turn to global headquarters in New York. Within the framework of an expanded mandate for all children in Greece, UNICEF and Greece moved towards an even greater collaboration and partnership in order to address the needs of all vulnerable, marginalized and left-behind children in the country. UNICEF Country Office in Greece is seeking to recruit an expert to conduct an evaluability assessment (EA) of the upcoming National Action Plan on Child Rights 2024-2027 that is in development under the coordination of the Ministry of Justice. Aim of the consultancy work is to ensure by generating specific recommendations for the modification of the National Action Plan on Child Rights, that it is evaluable and has the specific requirements to be evaluated in a reliable and credible fashion upon the completion of its implementation.

How can you make a difference?

The overall purpose of the EA is to inform the timing of an evaluation and to improve the prospects for an evaluation producing useful results. Its subsequent objective is to determine, as systematically and objectively as possible, the present state of evaluability of the National Action Plan on Child Rights 2024-2027, improve the evaluability of such activities from the design, monitoring and evaluation and data point of view and suggest further actions on what type of evaluation to take place in the end of its implementation. Therefore, EA is to be conducted with the view of (i) improving the quality and usefulness of the evaluation of the National Action Plan on Child Rights 2024-2027 and (ii) improving the quality and effectiveness of its activities themselves.

  • Initial desk review and planning phase to start the reviews and explore possibilities for data collection
  • Identifying partners/stakeholders
  • Review of ToCs, results frameworks and any other monitoring and reporting tools
  • Producing a detailed Inception Report (IR) describing initial findings based on the preliminary desk review, the EA methodology, and implementation plan including data collection and analysis
  • Review of draft deliverable 1 and finalization

To qualify as an advocate for every child you will have…

  • A first university degree with 8 years of relevant work experience may be accepted in lieu of the advanced university degree;
  • At least six years of experience in programme design and evaluation is must;
  • Previous record of conducting EAs;
  • Previous work experience with UNICEF and familiarity with child protection systems institutional development, policy dialogue, organizational development, monitoring evaluation and learning will be considered as an asset;
  • Experience in institutional development, policy dialogue, reform of the child protection system and organizational development and
  • Excellent communication and writing skills in English and interpersonal skills.

Project-Specific Qualifications:

  • Experience conducting evaluability assessments in the broadly scoped manner described above;
  • Strong familiarity (through evaluative work or otherwise) with UNICEF work in ECAR;
  • Demonstrated experience undertaking evaluative assessments of deinstitutionalization programme.

Candidates are asked to indicate their required all-inclusive fees for the services to be provided. The final rate will be negotiated with the candidate upon recommendation by the selection panel.

Payment will be made on a monthly basis, based on agreed deliverables and a submission of progress reports to UNICEF by the consultant, upon approval by the direct supervisor. Monthly progress reports will be brief, produced in English and summarize key activities, achievements and challenges faced during the reporting period, priorities for the next reporting period, highlighting any support needs from or recommendations for UNICEF.

UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines. All materials developed will remain the copyright of UNICEF and UNICEF will be free to adapt and modify them in the future.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that health insurance required to perform the duties of the contract is valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
