Purpose of consultancy

This consultancy will support CMPE in conducting training of national and subnational focal points on the use of the updated malaria vector identification keys; and will develop detailed guidelines for Entomological Surveillance and formulate a data entry form.

Background

In the discussion with the Centre for Malariology, Parasitology and Entomology (CMPE), Lao PDR it was agreed that WHO should strengthen its role in technical support at the national level to: Strengthen program coordination and ensure full implementation of Malaria National Strategic Plan interventions.

In order to fulfill this role, WHO is recruiting an entomologist to support and build the capacity of the national and subnational malaria program entomology units to conduct effective entomological surveillance and vector control activities, in line with strategic plans, priorities and policies. This position will be supervised by the international Technical Officer (Team Leader for Malaria, TB and HIV) and will work closely with the malaria National Officers and malaria SSAs.

The post is established under short-term consultancy which is in line with corresponding donor agreement. Under the agreement, funding was agreed to support activities (including consultancy) and not for staff.

The entomologist consultant will be based in Vientiane and will work with the national level team and conduct field trips to the provinces as required.

Deliverables

Output 1. Support CMPE to conduct training of national and subnational focal points on the use the updated malaria vector identification keys; Deliverable 1.1: Work with CMPE to design a training curriculum and associated training guidance documents for malaria mosquito taxonomy workshop for programmatic entomological focal points at national and subnational level. Deliverable 1.2: Support CMPE to conduct a malaria mosquito taxonomy workshop. Output 2. Build capacity of CMPE to generate routine data on entomological surveillance. Deliverable 2.1: Develop detailed guidelines for Entomological Surveillance and formulate a data entry form.

Qualifications, experience, skills and languages

Educational Qualifications

Essential: University degree in medicine, medical sciences or equivalent. Desirable: Postgraduate degree in entomology or public health from an accredited/recognized institute.

Experience

Essential: Minimum 5 years of relevant work experience in an international public health or research organizations working on vector borne disease is required. Desirable: Previous work experience in a developing country to build capacity for entomology.

Languages and level required

Expert knowledge of English is essential (Read-Write-Speak). Desirable: Intermediate knowledge of Lao language (Read-Write-Speak)

Location

On site: Vientiane, Lao PDR

Travel

Frequent travels and potentially long stays in the provinces is expected.
