The Consultant will be asked to undertake frequent missions to Amman or any other locations in Amman, as necessary Duration of contract: 5 months (01 June 2023 - 31 Oct 2023) === **1. BACKGROUND, OBJECTIVES AND JUSTIFICATION** In the framework of the 1972 Convention, the activities proposed aim at supporting the State Party in addressing priority World Heritage Committee recommendations for Jordan's World Heritage properties through the preparation of urgent conservation interventions at Um AlRasas. This activity will also focus on strengthening the national capacities in the technical application of the World Heritage Convention. In previous years, management planning strategies were developed for Um AlRasas, with the last management plan developed by the UNESCO Jordan office in 2016, but none of them were fully implemented, and several critical conservation issues emerged as reported in the last World Heritage Committee decisions (42, 43, and 44 COM). Immediate actions are therefore required to ensure the maintenance of the property's integrity with priority placed on the stabilization of the Byzantine Stylite Tower, the only still free-standing monument of its kind in the Middle East. After being hit and partially destroyed by several historical earthquakes (the last in 1927), the tower has been affected by structural stability issues and has been under close monitoring since 2015. A joint geotechnical, geophysical, and geo-structural analysis undertaken in 2014 by ISPRA and ENEA concludes that the tower is highly vulnerable under a credible earthquake, and as such urgent measures are required to ensure its further stability against seismic events. Long Description ---------------- The overall objective of this assignment is to develop a preliminary design for the stabilisation of the Stylite Tower at Um AlRasas, in line with the **World Heritage Committee Decision** **WHC/21/44.COM/7B.129, which states:** *‘The design of the proposed structural consolidation programme for the Stylite Tower will be developed in conjunction with the UNESCO Amman office, based on the earlier technical studies previously submitted to the World Heritage Centre \[..\] It is recommended that the Committee reiterate the need for the submission of a works proposal to the World Heritage Centre before the works commence’* The key stakeholders will be the Department of Antiquities of Jordan and the UNESCO Jordan office. The key beneficiaries will be the Department of Antiquities and the people of Jordan who will benefit from the enhanced conservation of the World Heritage site. The outcome of this activity will consist in a preliminary design for consolidation interventions, including a proposal for a temporary, reversible structural support, and for a temporary roofing structure to protect the upper part of the tower from biological deterioration and rainwater damage. DUTIES/TASKS AND EXPECTED OUTPUT OF THE ASSIGNMENT:** The consultant will be required to perform the following specific tasks, in close coordination with UNESCO Jordan Office: 1\. Collect all available data related to the Stylite Tower, including but not limited to: \- previous conservation interventions carried out; \- any available documentation (topographic, photogrammetry, laser scanning data, etc.); \- studies, reports, scientific articles. 2\. Should the collected documentation not be available or sufficient, ensure the full documentation of the monument (laser scan, photogrammetry, etc.); 3\. Produce a decay mapping of the monument’s facades, including types of decay, causes, and possible solutions to the deterioration; 4\. Conduct a geological, archaeological, and structural analysis of the monument, including field surveys where and if necessary. The result of the investigation works and the 2014 report produced by ISPRA and ENEA should be guiding the analysis and elaboration of future plans. 5\. Based on the data gathered and the field survey carried out, develop a preliminary design for the consolidation of the Stylite Tower following typology no.4 of the study produced in 2014. The deliverable shall include the delineation of a wider conservation plan detailing all steps necessary to ensure the consolidation of the tower, as well as the design of a temporary roofing structure for the protection of the upper part of the tower; 6\. Design a temporary, reversible structural support for the Stylite Tower to face emergency situations, as well as provide a heritage impact assessment of this support. 7\. Carry out a risk assessment and subsequently produce a risk map and related management plan, as well as a sustainable monitoring strategy for the Stylite Tower. 8\. Based on the outcomes of the risk assessment, conducting mitigation measures on vulnerable parts when needed. **3. TIMETABLE AND DELIVERABLES** The duration of the assignment is around 5 months, tentatively from June 2023 to October 2023. The consultant is expected to submit the following deliverables as part of the assignment: 1\. Submission of an inception report, consisting of the data collection, full documentation (including decay mapping), and geological, archaeological, structural analysis of the monument. 2\. Submission of a risk assessment and risk management plan, preliminary design of a reversible structural support and related heritage impact assessment. 3\. Submission of the final conservation plan detailing the necessary structural consolidation interventions to be carried out, the design of a temporary roofing system, and related BOQ. **4. Coordination** The implementation of the activity will be in close collaboration with DoA (The Department of Antiquities of Jordan). **5. VISIBILITY** 1. The consultant shall ensure appropriate visibility of UNESCO and the Jordanian Department of Antiquities throughout the assignment; 2. Any visibility material should be produced in line with the communications and visibility guidelines provided by UNESCO; 3. UNESCO must approve any visibility item prior to publishing, printing, etc. Long Description ---------------- **6.
