Background and Rationale:

Liberia has made progress towards improving water supply, sanitation, and solid waste management services. However, there are still challenges, particularly in health facilities and schools. Many health facilities and schools lack adequate access to safe water, appropriate sanitation facilities, and proper solid waste management. This assignment aims to carry out a detailed engineering assessment and develop the designs, technical specifications, bills of quantities, and cost estimates for water supply, sanitation, and solid waste management improvements in health facilities and schools in targeted project location of Liberia.

UNICEF Liberia Country Office is seeking an application from credible and qualified civil/architect engineers. This activity is part of output 5.2 of the UNICEF/GoL Rolling Work Plan 2023/24. The successful local consultant will carry out detailed site by site assessment and develop design, bill of quantities, material schedules, drawings, and specifications to improve the WASH situation in targeted institutions of project locations.

1.0 Purpose of the Consultancy:

To conduct an engineering assessment and develop design, and cost estimation for water supply, sanitation and solid waste management improvements in two health facilities and two schools in Margibi county of Liberia.

2.0 Objective/Purpose:

The purpose of this project is to improve water supply, sanitation, and solid waste management services in two health facilities and two schools in Margibi and Montserrado county of Liberia, contributing to improved health and wellbeing of students and patients, and reducing the risk of waterborne diseases.

3.0 Specific Tasks/Scope of Works:

  • Conduct site visits and assessments of health facilities and schools in target areas to identify existing water supply, sanitation, and solid waste management systems and their condition.
  • Develop detailed engineering designs, technical specifications, and bills of quantities for water supply, sanitation, and solid waste management improvements.
  • Develop cost estimates for the proposed improvements, including materials, labor, and equipment costs.
  • Provide recommendations for the most appropriate and sustainable water supply, sanitation, and solid waste management technologies and systems for each facility.

Followings are the list of health care facilities and schools to be assessed:

  1. Zeewhorr clinic, Mamba District, Margibi County
  2. Marshall Health Centre, Marshall District, Margibi County
  3. J. P. Mitchell High School, Boys Town, Marshall District, Margibi County
  4. RS Caulfield High School, Unification Town, Marshall District, Margibi County

4.0 Methodology:

The successful civil/architect engineer will provide all manpower, both skilled and unskilled including qualified experienced engineers, along with all equipment, tools, machines, and materials to execute all works as per drawings, bills of quantities, scope of works, materials, and time schedule. UNICEF will make available WASH Specialist or Officers for onsite supervision and regular site monitoring and reporting. In consultation with UNICEF, MOH and MOE, the successful consultant will develop a detailed work plan for execution of all works to have smooth monitoring and supervision of quality during all aspects of implementation with highlighted critical construction stages where special attention is required.

5.0 Deliverables and Payment Schedule:

The following deliverables are expected from the assignment:

  • Site visit and assessment reports for each health facility and school.
  • Detailed engineering designs, technical specifications, and bills of quantities for water supply, sanitation, and solid waste management improvements in each facility.
  • Cost estimates for the proposed improvements in each facility.
  • A report outlining the most appropriate and sustainable water supply, sanitation, and solid waste management technologies and systems for each facility.

  • Architectural/engineering drawings for construction package for each of the components per project locations, plumbing drawings with section, elevation and details working drawings of each facility.
  • Structural drawings for construction: foundations, structural design, calculations, and details of each facility.
  • Prepare bills of quantities, engineering estimates and technical specifications of each facility.

To qualify as an advocate for every child you will have…

Education:

  • An advanced university degree (Masters) in civil or architectural engineering with experience of 3 years or Bachelor’s degree in Civil/Architectural engineering with 5 years of experience. Must have an ability to produce design drawings using AutoCAD or similar softwares.

Work Experience:

  • A minimum of 3 years of proven work experience in technical assessment and producing design, working drawings, tender documents for bidding purpose. Proven experience of working in a similar context is preferred.
  • Strong analytical and conceptual thinking.
  • Excellent writing skills.
  • Excellent communication and presentation skills with stakeholders and the ability to work under pressure and commitment to work to a tight timeframe.

Language:

  • Excellent working knowledge and communication in English is required.
