Role Summary

The Tony Blair Institute (TBI) has renewed its long-standing partnership with the Government of Rwanda with energy and infrastructure an area of focus from 2025 – 2029. are TBI are supporting MININFRA in their mission to deliver low cost, sustainable energy for all Rwandans. Building on previous support with strategy and investment, TBI will be providing support across the power investment value chain: from planning to feasibility, project financing and ultimately delivery. To support this work, TBI are recruiting a National Energy Consultant for up to 100 days between September 2025 and March 2026 and based in Kigali, Rwanda.

Key Responsibilities

The post holder will receive overall guidance from the Senior Manager in the implementation of the set work plan for the Energy Project and with guidance and support from GCS/Energy Team. The overall responsibility of this post-holder will include supporting the implementation of activities according to set workplans through research, data, and analytical work, preparation of knowledge products, coordination with counterpart institutions and stakeholders; preparing periodic updates and reports; and developing and managing relationships with direct counterparts and key actors in the ecosystem. More specifically, the consultant will support the implementation of recommendations to enhance the Governments approach to the planning, feasibility work, procurement and financing of Energy Investment while strengthening building capacity including institutional capacity within the Rwanda Energy Group (REG) and the Ministry of Infrastructure (MININFRA).

Core Responsibilities:

Phase 1 (September – November 2025): Model validation and demand forecast

• Engage REG and collect data and gain insights to support the finalisation of a sector financial model developed by TBI in partnership with REG which will ultimately be transferred to REG and MININFRA.

• Collate relevant information to inform an updated electricity demand forecast for Rwanda including development plans and plans to bring onstream additional large centres of demand such as the new airport and data centres. This will inform the planning and prioritisation of investments moving forward.

• Lead the relationship with the REG technical team to validate the inputs and methodology.

Phase 2 (October 2025 – March 2026): Reform Planning – Delivery lifecycle

• Planning: Work with TBI global expert team to produce a least cost Energy investment plan (a key deliverable). Responsibilities will include:

• Engagement with REG to align on inputs such as the project pipeline, technology and financing costs.

• Support the development of a presentation of the results to REG, MININFRA and RDB leadership and to refine the outputs in line with their feedback.

• Feasibility: Engage EDCL, MININFRA, and RDB to understand the status of ongoing studies and feasibility work and identify any gaps to inform the development of a new funding mechanism. This work would also include advancing priority studies through the development of terms of reference and identifying sources of finance.

• Financing: Work with TBI Rwanda Country team on the development of a detailed financing plan for the required power sector investment and a strategy on the optimal approach for it to be financed.

Key Expected Milestones

Elaboration of a least cost Energy investment plan Development of curricula and program standards for biomanufacturing and other priority sectors. Development of a detailed financing plan for the required power sector investment and a strategy on the optimal approach for it to be financed.

Person Specification

We are searching for an experienced consultant to work closely with government institutions in Rwanda. The consultant will benefit from being part of the TBI Rwanda team, a network of experienced professionals based at the centre of government and in key ministries and institutions supporting the government’s agenda for economic transformation.

Requirements:

• Experience working in Rwanda’s energy sector and strong existing relationships with key stakeholders (5+ years).
• Strong understanding of the energy sector from a commercial or technical perspective.
• Able to produce high quality deliverables in power-point.
• Strong analytical ability, particularly using excel to undertake light touch modelling tasks.
