Duties and Responsibilities The United Nations Interim Security Force for Abyei (UNISFA) works towards the improvement of its electrical facilities and is looking for a data driven Consultant/Electrical Engineer ideally with Data analysis skills and having knowledge of Smart camp concept. Within delegated authority, the Consultant/Electrical Engineer is responsible for the implementation of projects for Electrical works on general Power Supply Systems including Power Generation Plants, Distribution Systems; Electrical Systems and Installations, Waste Management Yard operations, etc. at assigned project site/location. Duties shall include, but not be limited to the following:

Administration - Use Field Remote Infrastructure Monitoring (FRIM) data as inputs for risk management planning. - Identify root causes for underperformance and propose corrective actions for process improvement to all electrical facilities. - Reviews maintenance records and work orders from Comindware software and develop a mechanism for easy addressing of issues. - Ensure the use of all electrical materials and spare in the most productive manner. - Review analyze Task Order Proposals on electrical works submitted by contractors and report to UNISFA Project Manager regarding the accuracy of technical aspect of the proposal. - Review completed construction drawings, bill of quantities and cost estimates for accuracy and conformity to standards and regulations.

Planning - Plans, schedules and supervises implementation of engineering projects such as electrical installation, waste management yard operations. - Create electrical schematics, installs new electrical networks and systems in the mission. - Assemble documentation packages and produce drawing sets which are then checked by an engineer or an architect. - Prepare specifications for electrical equipment, electrical fittings, fixtures, cables, switch gear, panels, electrical tools, and electrical spares. - Ensure that all electrical installation meet all safety and environmental standards in accordance with national and international codes and regulations.

Implementation/Operation - Developing specifications and instructions for installation of voltage transformers, overhead or underground cables, and related electrical equipment used to conduct electrical energy using FRIM data. - Ensure that the waste management yard operations are managed, and projects implemented in various team sites as desired. - Draft working drawings, wiring diagrams, wiring connection specifications or cross-sections of underground cables, as required for instructions to installation crew. - Assessing requirements for the electrical installation, repairs and maintenance of engineering equipment using FRIM data. Assess and drafts technical or assessment reports. - Determines work requirements, and issues work orders and work assignments to contractors and technicians. - Inspects and reports specifications and technical drawings for construction, installations and upgrade of infrastructure carried out by contractors. - Perform surveys, prepare technical reports, read technical drawings and schematics, wiring diagrams and design electrical installations. - Install and carry out scheduled periodic and emergency maintenance services on submersible and centrifugal pump, water treatment plants, alternators and generator control panels using FRIM data and other mission platforms. - Draw master sketches to scale showing relation of proposed installations to existing facilities and exact specifications and dimensions. - Measure factors that affect installation and arrangement of equipment, such as distances to be spanned by wire and cable. - Supervise all contractor works related to Electrical Installations in the assigned facility/project. - Assessing reports of electrical and energy needs at new constructions sites and at major refurbishment sites or retrofit sites - Assessing reports to ensure that project proposals meet electrical and/or power supply requirements of the Mission. - Develops electrical scope of works, specifications, bill of quantities and designs. - Carry out technical evaluation of bids and proposals of electrical projects and equipment. - Design and install security and street lighting installation including solar power generation and solar streetlights. - Ensure safe and uninterrupted power supply in all areas under his/her responsibilities. - Other duties assigned by the Mission.

Academic Qualifications: A diploma in electrical or mechanical engineering discipline or related field. Specialization in solid waste management is desirable. Experience: A minimum of five (05) years of progressively responsible experience in environmental engineering or related fields is required. Experience in the management of a wide range of residential or commercial waste streams is desirable. Environmental engineering experience in international peacekeeping, post conflict environment, field or military operations is desirable. Experience with methodologies for project planning, execution and evaluation of environmental compliance standards and proven ability in analytical work is desirable. Language: English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required.
