Support the design and delivery of eLearning programs for UNODC.
You have:
- Advanced university degree in education, social sciences, political studies, law related, educational technology, or learning and technology is required.
- A minimum of 1 year of professional experience in the field of delivery and evaluation of programmes, CBT, education, learning technologies, integration of communication technology into education and eLearning.
- Excellent analytical, planning, and organizational skills are required.
- Knowledge and experience of the UN System, preferably of UNODC structure and programmes, is desirable.
- Excellent communication skills are desirable.
- Fluency in English (written and oral) is required, knowledge of another official UN language is an advantage.
Result of Service The incumbent will work under the direct supervision of the GLOU61 Project Coordinator and under the overall guidance of the Chief of the Justice Section (JS/DO) at UNODC HQ in Vienna and other locations as required, and will closely work with the team and other staff involved in implementation of GLOU61.
The Consultant will be required to:
- Coordinate with respective counterparts (i.e. vendors, relevant UNODC Sections/Units at HQ and in the field) the setup of customized online training courses; - Coordinate with respective counterparts the deployment of offline Learning Management Systems (Mobile Training Units - MTUs); - Monitors (hosting, testing, maintaining and, if needed, updating) of project outputs (i.e. eLearning modules, customized courses, MTU) in cooperation with UNODC IT Service; - Coordinate with respective counterparts the delivery (design, development, production) of pending and upcoming eLearning modules; - Draft working papers and reports related to the programme’s status and future development; - Support the desk assistance to recipients and eLearning training centres for correct implementation of capacity-building activities.

Duties and Responsibilities The United Nations office on Drugs and Crime (UNODC) experience shows that capacity building is a key factor in enhancing Member States’ ability to tackle drugs, crime and terrorism in all their aspects. The knowledge gap between countries is often wide and growing due to the unbalanced economic and social growth as well as the lack of international cooperation and coordination. This situation is not only between countries but within them, including some of the most prosperous.
In June 2010, the global project GLOU61 UNODC Global eLearning – making the world safer from drugs, crime and terrorism - was approved. This project, aims at addressing the shortcomings and lessons learned from the past with a focus on sustainability, monitoring and evaluation while continuing as funding allows for the design, development and delivery of standardised learning tools to be reachable by any public official, in any working conditions and location, in order to reduce barriers to accessing knowledge and to promote cooperation.
2. Purpose of the assignment:
The role of the Consultant will be to provide substantive support to the Programme Management Unit in the following outputs:
(i) Assist the implementation of the programme throughout its deliveries; (ii) Elaborate working papers and concept notes in regards to Member States/Field/HQ requests for: production/localisation of new modules/courses, upgrade of CBT in eLearning centres, etc. This task may require the Consultant to travel to project sites; (iii) Organise and monitor the design, development and production of pending and upcoming learning modules in English and conversion in localized languages (localizations); this task will be carried out in collaboration with other project and field staff, national focal points, and with the contracted vendors (Production, Voice Over and translation companies). This task may require the Consultant to travel to project sites; (iv) Setup customized courses within the online Learning Management System; (v) Support the coordination of the deployment of offline Learning Management Systems (Mobile Training Units); (vi) Support users to access and use the eLearning platform administration; provide help-desk assistance; (vii) Monitor, assess, identify solutions and reporting of possible improvements of the project and assist the Programme Coordinator in the elaboration of various strategical papers.
Qualifications/special skills Academic Qualifications: - Advanced university degree in education, social sciences, political studies, law related, educational technology, learning and technology is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience: - A minimum of 1 year of professional experience in the field of delivery and evaluation of programmes, CBT, education, learning technologies, integration of communication technology into education and eLearning, research and analysis, or any related areas, is required. - Excellent analytical, planning, and organizational skills are required. - Knowledge and experience of the UN System, and preferably of UNODC structure and programmes, is desirable. - Excellent communication skills are desirable.
Language: - English and French are the working languages of the United Nations Secretariat. For this position, fluency in English (written and oral), is required. Knowledge of another official United Nations language is an advantage.
