The Project aims to consolidate Yemen’s capacities to collect and analyze education data, with a whole-of-Yemen approach, with the aim of having a national education census for the Whole of Yemen for the school year 2024-2025. The Project will also contribute to building an evidence-based decision-making process for education planning and governance by 2030, which will be grounded in the Yemen Education Sector Plan 2024-2030 under development with the support of UNESCO. **PURPOSE OF THE ASSIGNMENT** ----------------------------- Within this framework, the UNESCO regional Bureau for Education in the Arab States (Beirut) is hiring a consultant will support the management, implementation, and monitoring of the Project’s activities. **TASKS AND EXPECTED OUTPUT** ----------------------------- The consultant is expected to perform the following specific tasks, in close coordination with UNESCO Office in Beirut: 1\. ROADMAP/STRATEGY - Support in the organization of a 9-day training and workshop (location tbc, in the Arab region), aimed at supporting the Project Joint Technical Team (JTT) in Yemen, to develop a roadmap/strategy for establishing a shared EMIS vision between Yemen and development partners, working towards achieving the 2030 sustainable development goals (SDG). The tasks include preparing a concept note and agenda for the workshop, preparing a list of inputs to be prepared by the JTT ahead of the workshop, preparing training tools and materials, deliver the workshop, and prepare the activity report. - Based on the outcomes of the roadmap/strategy training and workshop and the deliverables submitted by the JTT after the workshop, support the Ministry of Education in Yemen (location tbc in the Arab region) in finalizing the roadmap/strategy notably through regularly coordinating with the JTT and relevant stakeholders on the progress, supporting in strategic decisions and through providing feedback on the document. - Support the finalization of the national roadmap(s) and strategy(ies), revise the project document and budget, to ensure ability to respond to the needs raised by the technical office in Aden and Sanaa, while being in line with the Project aims, outputs and available budget. 2\. EMIS PROTOCOLS (POLICY GUIDELINES) - Support in the organization of a 5-day training workshop on EMIS policy guidelines for the purpose of developing EMIS protocols/policies informed by a self-assessment of the needs (location tbc in the Arab region). This includes preparing a list of inputs to be prepared by the JTT ahead of the workshop (notably to support the self-assessment process), deliver the workshop, and prepare the activity report. - Review the EMIS protocols/policies developed by the Ministry of Education and provide technical inputs for their finalization. - Support in the identification and selection of 2 national IT staff in Yemen, who will be in charge of following up on the development of EMIS and support the Ministry of Education in Yemen in ensuring the functionality and update of the system from an IT perspective, as well as the training of local IT teams. This includes developing their TOR and participate, if asked by UNESCO, in the selection process. - Support in the identification and selection of 2 national experts in Yemen, specialized in education data management, who will be in charge of supporting the Ministry of Education in EMIS from a technical/statistical point of view, including by building capacities of local EMIS teams in their fields of expertise. This includes developing their TOR and participate, if asked by UNESCO, in the selection process. - Provide technical support – organize a 3-day training (distance or on site in location tbc in Arab region) with the 2 national experts to ensure they have the right approach and tools to build national capacities on EMIS on side. The tasks include preparing a concept note and agenda for the workshop, preparing training tools and materials, deliver the training, revise the training tools produced by the national experts and prepare the activity report. - Support the JTT in finalizing the preliminary EMIS Software and Hardware needs in Aden and Sana’a. 3\. QUESTIONNAIRE AND EMIS REPORTS’ TEMPLATES - Support in the organization of a 9-day workshop (location tbc in the Arab region) aimed at supporting the Project Joint Technical Team (JTT) in Yemen, to develop an updated EMIS questionnaire, questionnaire user-manual. Should it not be possible to reach consensus on a common questionnaire between Aden and Sana, a core set of data should be agreed by both teams, that would allow for a whole of Yemen census, complemented but other sets of data that would take into account local specificities. In case of disagreements between the country teams, a unified EMIS approach should be reflected in a strategy note. The tasks include preparing a concept note and agenda for the workshop, preparing a list of inputs to be prepared by the JTT ahead of the workshop, deliver the workshop, and prepare the activity report. - Based on the questionnaires developed, support in the organization of 6-day workshop (location tbc in the Arab region) aimed at supporting the Project Joint Technical Team (JTT) in Yemen, to develop EMIS reports templates. The tasks include preparing a concept note and agenda for the workshop, preparing a list of inputs to be prepared by the JTT ahead of the workshop, preparing training tools and materials, deliver the workshop, and prepare the activity report. - Analyse the feedback of the sample of Head Teachers on the questionnaire testing, and propose modifications accordingly, to ensure alignment with the needs of the questionnaire end user. 4\. EMIS SOFTWARE ADAPTATION - Based on the results the activities above, support in the organization of a 5-day workshop (location tbc in the Arab region) aimed at supporting the Project Joint Technical Team (JTT) in Yemen, to develop needs assessment for the adaptation of EMIS software in Aden and Sana’a, including but not limited to the Bill of Quantities, training and capacity development needs of MOE IT staff, maintenance requirements, etc... The tasks include preparing a concept note and agenda for the workshop, preparing a list of inputs to be prepared by the JTT ahead of the workshop, deliver the workshop, preparing training tools and materials, prepare the activity report, revise and finalize the documents (bill of quantities and list of other MOE needs) to be submitted to UNESCO. - Upon agreement of the requirements for the software adaptation in Aden and Sana’a, and based on MOE inputs, finalize a data exchange protocol for nationwide data integration to facilitate country-wide reporting. 5\. EMIS HARDWARE - Coordinate with the JTT, MoE staff and UNESCO IT consultants for the development of the hardware Bill of Quantity, with clear specifications and requirements of the needed hardware in Aden and Sana’a, based on assessment. 6\. CAPACITY REINFORCEMENT OF NATIONAL EMIS TEAMS - Elaborate a capacity reinforcement plan for the JTT and MoE staff, to ensure the level of capacities at field level is raised in all aspects of EMIS. 7\. COORDINATION - Regularly coordinate with UNESCO staff and consultants, the Joint Technical Team, and MoE Staff for the implementation of the activities; - Participate in the Multi-Agency Technical Advisory (MATA) meetings, composed of UN and other partners involved in EMIS to provide technical inputs to the process and ensure it meets the field needs. **CONTRACTUAL PERIOD** ----------------------- The total duration of the current contract is from March 2023 to December 2023. The consultancy will be part-time, and home-based with field missions as needed. **DELIVERABLES – TENTATIVE LIST** --------------------------------- 1\. Submission of Package #1 which shall include the following: - Joint Technical Team (JTT) Terms of Reference; - Needs assessment for EMIS Strategy/Vision and Roadmap; - Finalized EMIS Strategy/Vision and Roadmap; - Revised project document and budget (if required, based on the finalized Strategy/Vision; - and Roadmap; - Strategy/Vision and Roadmap workshop activity report; - Terms of Reference of National IT staff in Yemen; - Terms of Reference of National Education Data Management expert. Tentative deadline for submission: 29 May 2023 2\. Submission Package #2 which shall include the following: - EMIS protocols; - List of needed Software updates and Hardware; - Preliminary list of EMIS Software and Hardware needs; - EMIS policy guidelines workshop activity report. Tentative deadline for submission: 28 August 2023 3\. Submission Package #3 which shall include the following: - Finalized questionnaire(s); - Questionnaire user-manual; - EMIS reports templates; - Questionnaire workshop activity report; - EMIS reports template workshop activity report; - Analysis of Head Teachers feedback on the sample questionnaire. Tentative deadline for submission: 28 September 2023 4\. Submission package #4 which shall include the following: - Needs assessment for EMIS software in Aden and Sana’a; - Data exchange protocol for nationwide data integration; - Bill of Quantities for Aden and Sana’a EMIS Hardware; - Capacity reinforcement plan for JTT and MoE Staff on EMIS. Tentative deadline for submission: 27 November 2023 **TRAVEL** ---------- The consultancy will be homebased, but the incumbent will be expected to undertake 5 missions to attend and act as trainer in the workshops and trainings organized in the framework of the project. To this end, the consultant will be provided with Daily Subsistence Allowance and terminal fares according to UNESCO rules and regulations.
