- Proven experience in implementing and coordinating multi-country projects.
- Knowledge of Asia-Pacific education systems and education issues.
- Excellent knowledge of English; knowledge of other UNESCO official languages is an asset.

IQE is responsible for wide range of programme areas, namely (i) Education 2030 regional coordination, (ii) education policy, planning and management, (iii) ICT in Education (iv) basic education from early childhood to the secondary level, (v) inclusive education and gender equality, (vi) quality of education, and (vii) education for health and well-being. In line with UNESCO's global strategy, IQE is emphasizing gender mainstreaming in all programmes. Long Description ---------------- Within diverse IQE programmatic areas, the selected consultant will mainly contribute to the programme area of education policy, planning and management (EPM) both regular and extra- budgetary projects and activities particularly in the provision of technical support and strengthen national capacity in education costing, financing and preparation of national education sector plans in the region. **DUTIES AND RESPONSIBILITIES** ------------------------------- Under the overall authority of the Director of UNESCO Asia-Pacific Regional Bureau for Education, the direct supervision of the Chief of IQE, and the daily guidance of the Team Leader of Education Planning and Management (EPM), the individual specialist shall be responsible for supporting the implementation and monitoring of the biennium programme activities and projects on Education Policy, Planning and Management. This includes providing technical support on education policy, education sector planning, financing of education, capacity development to Member States, as well as contributing to the development and preparation of new projects and partnerships that support development in system strengthening of education system in the region. Specifically, the incumbent will perform the following duties: 1\. Carry out capacity development work to strengthen national capacity for the preparation and development of the new Education Sector Plan in the Member States in the region; 2\. Support the preparation of relevant technical materials and capacity development tools and materials to strengthen national capacity for Education Sector Planning in the Member States in the region; 3\. Support the development of costing and financing education simulation models for the preparation of national education sector plan in the Member States in the region; 4\. Support in regional SDG4 Mid-Term Review process and review of national reports; 5\. Undertake other relevant professional duties as assigned by the Programme Specialist and the Chief of the IQE Section. 6\. Mission to Cambodia is expected.
