**OVERVIEW** ------------ Parent Sector : Field Office Duty Station: Beirut Job Family: Education Type of contract : Non Staff Duration of contract : From 7 to 11 months Recruitment open to : External candidates Application Deadline (Midnight Paris Time) : 26-APR-2023 UNESCO Core Values: Commitment to the Organization, Integrity, Respect for Diversity, Professionalism **BACKGROUND & PROJECT OBJECTIVES** --------------------------------------- The assignment falls in the framework of the project “Yemen Education Management Information System (YEMIS) – Phase 2” (hereinafter referred to as “the Project”). The Project aims to consolidate Yemen’s capacities to collect and analyze education data, with a whole-of-Yemen approach, with the aim of having a national education census for the Whole of Yemen for the school year 2024-2025. The Project will also contribute to building an evidence-based decision-making process for education planning and governance by 2030, which will be grounded in the Yemen Education Sector Plan 2024-2030 under development with the support of UNESCO. Below is a summary of the expected outcomes, and outputs of this project: #### **Outcome: Country ready for National education census for the Whole of Yemen 2024-2025** **Output N°1: Strategy/Vision and Roadmap:** create a shared EMIS vision for Yemen and its partners, looking at 2030, as well as a detailed roadmap to achieve this vision. **Output N°2: EMIS protocols:** develop EMIS standards and guidelines that govern the collection, processing, storage, and dissemination of education data through EMIS. **Output N°3: Questionnaire and EMIS reports templates:** elaborate a questionnaire which builds on the existing EMIS for emergencies and look towards development. EMIS questionnaire and EMIS reports templates are tools to collect and report education data. An EMIS questionnaire is a set of standardized questions used to gather information on various aspects of education, while EMIS reports templates are formats used to present education data collected through an EMIS. **Output N°4: Adapted software:** Adapt the EMIS Software based on the results of Output N°3. **Output N°5: EMIS test (pilot data collection, cleaning, verification):** Conduct an EMIS test on a limited number of schools in the whole of Yemen during the 2023-2024 school year to ensure protocols are effective and software and hardware meet MOE needs. The MOE teams will receive support during the test, including data collection, entry, cleaning, verification, and analysis processes. Data verification processes will be agreed upon, and a methodological note will be attached to each questionnaire with unique identification details. Sample reports will be prepared by MOE, with the support of UNESCO, including lessons learned and areas for improvement. **Output N°6: Hardware:** Provide and install EMIS hardware based on the outcomes of the previous outputs and the needs assessment developed. **Output N°7: Capacity reinforcement of national EMIS teams:** Focus on capacity reinforcement of MOE at central and decentralized levels, which will be carried out through on-site support and training. Capacities will be reinforced in education data management, software development and maintenance, policy guidelines, questionnaire and reports development, and data collection. **PURPOSE OF THE ASSIGNMENT** ----------------------------- The UNESCO regional Bureau for Education in the Arab States (UNESCO-Beirut) is hiring a consultant based in Aden, to provide the Ministry of Education (MOE) personnel with technical support and training in the field of EMIS, as well as education data management, collection, analysis, cleaning, and verification more broadly. **TASKS AND EXPECTED OUTPUT** ----------------------------- The consultant is expected to perform the following specific tasks, in close coordination with UNESCO Office in Beirut: - Assist the MoE in finalizing the EMIS roadmap/strategy; - Under the guidance of UNESCO-Beirut, support MoE in finalizing the EMIS protocols, questionnaire, and user manual, and in providing feedback and technical inputs to the MoE for their finalization; - Provide technical support and input to the MoE in finalizing the EMIS Software and Hardware needs assessment, including the Bill of Quantities, training and capacity development needs, maintenance requirements, etc. - Support the MoE in developing a data exchange protocol for nationwide data integration to facilitate country-wide reporting; - Support the MOE EMIS in rolling out the EMIS process by providing technical advice, notably on how to pilot locally; - Provide support in analyzing the feedback from the pilot sample on the questionnaire testing and suggest modifications to align with the questionnaire end-users' needs; - Effectively prepare the necessary documents, strategies, policies, TOR, BOQ, etc., as part of the project, and timely share them with UNESCO and integrate UNESCO's feedback; - Assist in developing a capacity reinforcement plan for the MoE staff to raise their level of capacities in all aspects of EMIS; - Attend UNESCO's EMIS workshops and training outside Yemen and provide local training sessions to staff based in Yemen according to the plan above; - Provide daily technical advice and support to the MOE in the field of EMIS and data management in Yemen as required; - Support in the technical liaison between UNESCO and MOE EMIS technical teams throughout the assignment's duration; - Regularly coordinate with UNESCO staff and consultants and MoE to implement the activities; - Regularly attend meetings, as required; **CONTRACTUAL PERIOD** ----------------------- The total duration of the assignment is tentatively from May 2023 to March 2024. The consultancy will be full time, based in Yemen, with missions inside Yemen and abroad as needed. **DELIVERABLES** ---------------- - Monthly progress reports with supporting documents showing evidence of tasks performed. - Capacity reinforcement plan for MoE staff. - Final detailed report of the capacity reinforcement activities. **TRAVEL** ---------- The consultancy will be based in Yemen but will be expected to undertake up to 5 missions to attend and participate in the workshops and trainings organized in the framework of the project. To this end, the consultant will be provided with Daily Subsistence Allowance and terminal fares according to UNESCO rules and regulations.
