In the second objective of his new programme, UNICEF Madagascar, the government and his partners will implement risk-informed approaches to build resilience to Climate Change (CC) at all levels and have increased capacity to lead, coordinate disaster preparedness, and provide humanitarian WASH response to meet the needs of affected populations. Given that WASH Madagascar has an important climate change component, and that many donors such as the World Bank and USAID are providing substantial funding for the development of works that will contribute to the establishment of climate change resilient communities, the Consultant will work closely with the Ministry in charge of WASH, projects funded by the World Bank (MIONJO), USAID and others. ... private sector partners, UNS (UNDP, FAO, WFP etc.), other UNICEF sections, NGOs, water and sanitation operators, civil society, clients, etc.

Within the framework of the annual work plan signed by UNICEF and the Ministry of Water, Sanitation and Hygiene, the Consultant will contribute to the development of the drinking water sub-sector strategy, the planning of activities, the preparation of studies on MUS water infrastructures, the drafting of tenders and contracts, the supply of WASH equipment, the supervision of works, the management of deadlines and the budget, and the implementation of sustainable management of water distribution services. He/she will be particularly involved in identifying and implementing mechanisms to ensure the sustainability of drinking water distribution services, in close collaboration with the consultant responsible for this area. This includes the ongoing improvement of the management model for water distribution services, their implementation for each water supply network, their consolidation and the supervision of their technical and financial performance.

The Mionjo Consultant supports UNICEF in the development, preparation, management, implementation, monitoring and evaluation of the WASH programme as part of the country programme with a specific focus on Multiple Use Water Systems (MUS), and Desalination. The 3R Water Specialist provides technical advice and management support throughout the programming processes to facilitate the administration and delivery of WASH related outputs in the country programme. The consultant will work in the Country Office (CO) where WASH is a significant component of the Country Programme (or CCPD). He/she will work in the UNICEF office in Antananarivo under the supervision of a WASH specialist at P3 level or the Chief of WASH Section.

How can you make a difference?

The consultant will contribute to the achievement of the objectives and vision of UNICEF, the Ministry of Water, Sanitation and Hygiene (MEAH) and the MIONJO Programme particularly:

• coordinating the implementation of the various components of the MIONJO programme;
• ensuring that the objectives of the MIONJO project are achieved within the allotted time and as proposed in the agreement between the MIONJO programme, MEAH and UNICEF;
• Liaising with other stakeholders and coordinating activities with other UN agencies (FAO, WFP, UNDP, etc.) and other projects (DEFIS) that could be integrated into the MUS programme;
• Monitoring and checking the technical quality, economic viability and sustainability of the drinking water facilities to be installed;
• compliance with construction standards and rules of the art, and with environmental regulations;
• supervising and monitoring the Monitoring, Consultancy and Quality Control Technicians and regional consultants.

To qualify as an advocate for every child you will have…

• An advanced university degree (Master’s or higher) in Hydraulics, Hydrogeology, Civil Engineering or equivalent
• Have additional relevant training in Results-Based Project Management
• Ten (10) years of professional experience in programmes related to the WASH sector in developing countries;
• Ten (10) years or more experience in managing projects funded by major donors such as the World Bank;
• Relevant experience in designing types of market-based contract models for the provision of 3Rs services is desirable;
• Experience of working with UNICEF and/or other UN or bilateral agencies is desirable;
• Excellent oral and written skills in French;
• Good oral and written English;
• Able to travel frequently in the area of intervention in difficult conditions.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
