Develop operational strategic measures for protecting affected populations

You have:

  • Have a master's degree in social sciences, international development, international relations, human rights, political science or related field.
  • At least 5 years of relevant professional experience within a humanitarian organization or an agency dealing with civilian protection, human rights or gender-based violence in a humanitarian emergency context.
  • Demonstrated effectiveness in integrating protection into emergency operations, such as food security, nutrition, etc.
  • Proven experience in developing and conducting capacity building initiatives and developing guidelines aimed at integrating protection and accountability to affected people.
  • Experience in coordinating with UN agencies and NGOs.
  • Knowledge of field contexts in Chad is desirable.
  • In-depth knowledge of humanitarian protection, accountability to affected populations, sexual violence and other forms of gender-based violence, as well as general humanitarian policy issues.
  • Strong analytical, writing, and communication skills.
  • Experience in supervision, mentoring and capacity development is required.
  • Strong skills and experience in training and facilitation in the area of protection or programming and integrating human rights.
  • Fluency in French and English (level C), knowledge of Arabic is an asset.

RESPONSIBILITES:

  • Développer et définir des mesures opérationnelles stratégiques pour faire face aux risques de protection affectant les bénéficiaires et les communautés identifiés par les analyses de risques de protection.
  • Assurer l'intégration de la protection et du AAP dans les interventions, suivi des distributions, les évaluations de la réponse d’urgence à l’Est
  • Fournir des conseils, des orientations et un suivi en ce qui concerne les aspects de protection et de redevabilité envers les populations affectées
  • Soutenir l'élaboration d'un calendrier de formation et de renforcement des capacités, incluant des documents d'orientation et matériel de formation pour les équipes du PAM et les partenaires coopérants.
  • Coordonner, au niveau local, avec d'autres agences humanitaires des Nations unies, des ONG, des ONGI partenaires et d'autres interlocuteurs concernés les évaluations des besoins actuels et futurs en matière de protection et de AAP.
  • Respecter les engagements du PAM en matière de protection contre l'exploitation et les abus sexuels (PSEA)

QUALIFICATIONS & EXPERIENCE REQUISES:

Éducation:

Avoir un diplôme universitaire supérieur dans l'une des disciplines suivantes : sciences sociales, développement international, relations internationales, droits de l'homme, sciences politiques ou tout autre domaine connexe.

Expérience:

  • Avoir au moins 5 ans d'expérience professionnelle solide, responsable et pertinente au sein d'une organisation humanitaire ou dans une organisation/agence s'occupant de la protection des civils, des droits de l'homme ou de la violence fondée sur le genre dans un contexte d'urgence humanitaire.

    • Avoir une efficacité démontrée dans l'intégration de la protection dans les opérations d’urgence, telles que sécurité alimentaire, nutrition, etc.
    • Avoir une expérience avérée de l'élaboration et de la conduite d'initiatives de renforcement des capacités et de l'élaboration d'orientations visant à intégrer la protection et la responsabilité envers les populations touchées dans les différents de programme.
    • Avoir une expérience dans la coordination avec les agences des nations unies et les ONGs

    Connaissances et compétences:

  • Avoir la connaissance des contextes de terrain au Tchad est souhaitable.

    • Avoir la connaissance approfondie de la protection humanitaire, de la responsabilité envers les populations touchées, de la violence sexuelle et des autres formes de violence fondée sur le genre, ainsi que des questions générales de politique humanitaire.
    • Avoir des solides compétences en matière d'analyse, de rédaction et de communication.
    • Avoir une expérience en matière de supervision, de mentorat et de renforcement des capacités est requise.
    • Avoir des solides compétences et expérience en matière de formation et d'animation dans le domaine de la protection ou de la programmation et de l'intégration des droits de l'homme.

    Langues:

    Avoir la maitrise du français et anglais (niveau C), connaissance de l’arabe un atout.
