Result of Service Contributed to enhance UNCTAD’s capacity building activities in Legal Aspects of E-commerce by updating the training package (with PowerPoint presentations, Participants' manual and instructor's guide, adapted for distance learning purposes, including prerecorded video and audio presentations) and preparing material for e-learning forums.

Duties and Responsibilities The UNCTAD ICT Policy Section is executing a technical assistance programme on ICT and Law Reform in developing countries. The Programme aims to support developing countries' efforts towards the preparation of an enabling legal and regulatory environment for e-commerce by offering a range of advisory and training services.

The UNCTAD's TRAINFORTRADE Programme strengthens capacities of policymakers on e-commerce in two main areas: a) Practical aspects of e-commerce and b) Digital Identity and Authentication Methods an. Since then, several online courses have been delivered with updated material, contributing with the following Sustainable Development Goals: SDG1, SDG5, SDG8, SDG9 and SDG17 (https://tft. unctad.org/projects/trainfortrade-project-in-south-east-asia/) and a publication on Digital Identity for trade and development has been published.

Under the supervision of the Chief of the Human Resources Development Section/TrainForTrade/KDB/DTL and in collaboration with the ICT Policy Section/STICT/DTL, the contractor will perform the following tasks:

Update and revise the skeleton of the course on “Legal Aspects of E-commerce” (in English), based on the DACUM session and considering recent developments related to key legal issues on electronic commerce (e-commerce) law, new trends in the international regulatory framework governing e-commerce and prepare an on-line training (distance learning) based on the updated course materials (in English);

Conduct research on electronic transactions; Access to internet and data; Trust and e-commerce; Cybersecurity; Consumer Protection; Intellectual Property; Taxation; The current negotiations in the Joint Statement Initiative taking place at the World Trade Organization (WTO) and OECD.

Design, develop and draft the new pedagogical material to be integrated in the comprehensive training package based on the TRAINFORTRADE methodology, covering the current legal issues and international regulatory framework, including the elaboration/updating of: (1) Participant manual, (2) Instructor guide, (3) Tests/Exercises + generic answers, (4) Case studies (5) PowerPoint presentations or equivalent (6) On-line material including interactive game/exercises and videos; prepare for the distance learning platform the discussion points for each module's forum, including encouragement remarks for sharing ideas and best-practices.

Qualifications/special skills An advanced university degree master’s in law is required. At least 10 years of experience in the field of international trade/e-commerce legislation; in digital media & cybersecurity is required. Experience in preparing training material for teaching/training adults in e-commerce is required. Very good skills in drafting reports and/or publications. Publication on e-commerce related matters is an advantage.

Languages Fluency written and oral in English is required.
