BACKGROUND

Purpose of Activity/ Assignment:

UNICEF is mandated by the United Nations General Assembly to advocate for the protection of children's rights, to help meet their basic needs and to expand their opportunities to reach their full potential. UNICEF works in some of the world’s toughest places, to reach the world’s most disadvantaged children. Across 190 countries and territories, UNICEF work for every child, everywhere, every day, to build a better world for everyone.

Conflicts pose a significant threat to the safety and wellbeing of children and the number of children directly affected by conflict is massive and increasing. The interplay between conflict, climate change impacts, and the Covid-19 pandemic have worsened the plight of children globally – further stretching WASH systems and services in fragile and conflict-affected contexts (FCCs) and worsening the poverty and inequality that drives fragility and conflict. WASH interventions in fragile and conflict-affected contexts are at risk of inadvertently exacerbating conflict or contributing to wider conflict dynamics if not designed and implemented in a conflict sensitive way. WASH can also be a catalyst for peace. For example, in water scarce environments WASH interventions can reduce fragility and address the root causes of conflict. WASH interventions can provide a platform for social cooperation and partnerships between citizens and government or between divided communities. WASH can also serve as a critical peace dividend if associated with the cessation of violence and as an additional benefit of a peace process or agreement between conflict parties.

UNICEF’s WASH in Emergencies and Fragile Contexts team has developed WASH for Peace Guidance and Tools to equip UNICEF WASH staff and sector partners with the knowledge, resources, and tools to pursue conflict sensitive WASH interventions that build and sustain peace in FCCs. The W4P Guidance and Tools includes six Guides and supporting Toolkits:

The aim of this project is to develop an online platform accessible to internal and external stakeholders to host the WASH for Peace Guidance and Tools, as described in the Scope of Work below.

Scope of Work:

Under the supervision of the Senior Advisor WASH and working in close collaboration with the WASH for Peace Guidance roll out and capacity development consultant, the consultant will be expected to: Produce a new website that provides easy access to the WASH for Peace Guidance and Tools, which should facilitate easy access to the tools both for internal UNICEF audiences and external partners (including governments). To ensure continued engagement of internal and external stakeholders, and ensure currency of all materials, the website should provide a mechanism to easily update and/or add content and facilitate crowd-sourced feedback on tools and documentation. The high-level requirement include:

  1. Inception meeting to discuss and finalize the deliverable, timelines, mock-ups, and wireframes
  2. Create an easy to navigate, interactive and user-friendly experience hosted at unicef.org/wash4peace using Drupal and unicef.org codebase, similar to https://www.unicef.org/supply/. The site will be based on the current guidance document –enclosed below, with additional content provided by the W4P team.
  3. Provide training and handover to UNICEF staff

Deliverables to include:

  1. One-day inception workshop to present findings, mock-ups, and blueprint

Qualifications

Education:

  • Bachelors degree/ Information Systems or relevant field, e.g., UX/DI design, web development, etc

Work experience:

  • Proven experience in working with large multinational corporations and/or agencies, preferably has experience working with UNICEF

Competencies/Knowledge:

  • CMS and Drupal development
  • UX/UI design experience required
  • Strong communication skills (written and oral) in English are required

Requirements:

Completed profile in UNICEF's e-Recruitment system and

  • Upload copy of academic credentials
  • Financial proposal that will include/ reflect:
    • the costs per each deliverable and the total lump-sum for the whole assignment (in US$) to undertake the terms of reference.
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Individuals engaged under a consultancy will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
