Background and Justification

UNICEF developed a regional concept “to enhance country level data readiness for improved evidenced based preparedness and response programming” that was endorsed by the Regional Management Team in November 2019.

UNICEF (including six pilot countries, HQ, and ESARO), in collaboration with key government line agencies and other UN agencies, is working with different stakeholders to develop a data platform for risk and preparedness programming called the data readiness for improved preparedness or DRIP initiative. The DRIP initiative will use a wide range of humanitarian data sources and will include governance and management of key datasets including geospatial data from various sources. The development of the concept note went through the process of consultation with pilot countries and is aligned with the Regional Data Framework.

This concept proposes for the Regional Office to provide technical support for a set of six country level pilots (Mozambique, Burundi, South Sudan, Somalia, Zimbabwe, Malawi) to enhance data readiness and increase use of innovative data tools such as remote sensing tools and artificial intelligence in preparedness planning. While emergency preparedness is proposed as the entry point for piloting new approaches, these investments are expected to support the humanitarian – development linkages in UNICEF planning, programming and monitoring mechanisms, including E-tools and risk informed programmed CPD. All attempts will be made to align these countries with those embarking on a Data Landscape Analysis and Action Plan exercise to ensure a robust and more sustainable result.

Scope of Work

Under the supervision of the Regional Advisor Emergency and the HARP Emergency specialist, the consultant will support the overall project management of DRIP including development of the DRIP platform and the integration of user cases with the EPP global platform.

The scope of work of this position is to focus on building on what has been already developed and core data set that are of use for humanitarian preparedness and response around UNICEF sector of interventions and ensure linkages with the Regional Data Landscape as part of the Regional Data Frameworks to ensure humanitarian data requirement are available, to understand how systems in place can support emergency preparedness and response. Improving the platform in at least six countries (Mozambique, Burundi, South Sudan, Somalia, Zimbabwe, Malawi) and supporting data and platform maintenance as well as capacity building.

This assignment is linked to the annual workplan output 240R/A0/10/880/015 “Country Office emergency response is well designed, implemented and demonstrates results” and the specific activity: “Support all COs to meet minimum preparedness standards and to develop national capacities on preparedness and risk management”.

The key activities and deliverables are as follows:

Quarter 1

  • Work with sections in all six country offices and governments to ensure integration of all datasets and use cases into DRIP platform.
  • Work with government ministries to ensure the use cases are prepared jointly with them and UNICEF country offices.
  • Develop use cases catalogue per sector per country endorsed and approved by country offices and REA HARP, building on what has been already developed by DRIP consultant.
  • Draft use cases design for integration within the DRIP platform – blueprint and schema on how the use cases will be integrated within the DRIP platform.
  • Develop Presentation set for the use cases for each CO.
  • Develop Presentation set for the use cases for each HQ.
  • Develop Presentation set for the use cases for each RO HAG.

Quarter 2

  • Develop technical notes and action plan on integrating the DRIP platform within EPP global platform, building on what has been already developed by DRIP consultant and Emergency specialist.
  • Design final use cases for integration within the DRIP platform – blueprint and schema on how the use cases will be integrated within the DRIP platform – approved by COs, HQ and RO HAG.
  • Support countries in collection of all datasets for preparedness – including internal data within UNICEF as well as external data from government and partners (in all 6 countries).

Quarter 3

  • Completete the development of DRIP platform for the six countries – endorsed and approved by countries, RO, HQ. 1 platform that has 6 dashboards 1 per country.

Quarter 4

  • Collect data and develop sustainability plan for each country for DRIP – how will it be updated and maintained?
  • Develop Country SoP on data and ensure maintenance of the platform, conduct capacity training (Gov, UNICEF Staff) for sustainability of DRIP.
  • Develop Country SoP and train targeted staff members.

The consultant is also expected to provide progress reports (including documented time spent) on all of the above every two weeks. The total duration of the contract is 215 days over the period February 2021 – December 2021.

Report on support provided in finding solutions around few key user case questions such as:

  • Where are the geographic locations of the facilities and services systems in place (e.g. health care centres, SAM centres, schools, water supply, sanitation facilities, cfs) at the provincial or district level in underserved areas or areas exposed to shocks and stresses?
  • Where are the most at-risk population of humanitarian crises located?
  • The vulnerability characteristics and location of the people living in areas exposed to these shocks and stresses such as income or other poverty measures, language and ethnicity, housing situation and uprooted people, health and nutrition status, as well as people previously affected by shocks.
  • Access mapping availability – where UNICEF and partners are reaching and not reaching the affected populations.
  • Where are these institutional capacities and coordination mechanisms situated – are these at the village level, district, province, region, national level?
  • Where are the hotspot locations for disease outbreaks like COVID-19, cholera, malaria, etc.?

Payment Schedule

Payments will be made in ten instalments upon satisfactory completion of deliverables as indicated in the table above.

Desired competencies, technical background and experience

  1. Advanced university degree in library, geographic sciences, or ICT or IM/Data science, including information technology and statistics. A first level university degree in a relevant field combined with two additional years of relevant professional experience may be accepted in lieu of an advanced university degree.
  2. Minimum eight years of progressively responsible professional work experience in humanitarian aid/development including several years in developing countries.
  3. Minimum five years of experience in the management of spatial and non-spatial databases, IM, preferably with either the UN and/or NGOs.
  4. Ability to develop systems and tools to present information in multiple formats, including mapping tools such as GIS.
  5. Analytical skills demonstrated in past work sample(s), dealing with diagnostic assessment and design of ICT systems and tools.
  6. Preferred knowledge on the multi-sectorial strategies on cholera in terms of preparedness, response, prevention and risk reduction.
  7. Fluency in English (verbal and written). Knowledge of French and Portuguese is an asset.

Conditions

The consultant is expected to be home based with potential travel to 6 pilot countries depending on COVID-19 travel restrictions in 2021 (4-6 days in each) (Mozambique, Burundi, South Sudan, Somalia, Zimbabwe, Malawi) for which the UNICEF office would cover DSA and travel costs. Travel will be in economy class. If the Consultant is required to quarantine while traveling to the six countries, UNICEF will pay for the quarantine if not organized by the host country. The consultant will be expected to bring his/her own equipment.

As per UNICEF DFAM policy, payment is made against approved deliverables. No advance payment is allowed unless in exceptional circumstances against bank guarantee, subject to a maximum of 30 per cent of the total contract value in cases where advance purchases, for example for supplies or travel, may be necessary.

The candidate selected will be governed by and subject to UNICEF’s General Terms and Conditions for individual contracts.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
