You have:
- An advanced university degree (Master’s degree or equivalent) in law, international relations, political science, criminology, cybercrime or related areas is required.
- A minimum of 10 years’ experience working on issues related to information and communications law, cybercrime and associated legislation, handling electronic evidence across borders, or related legal issues, is required.
- Fluency in English with excellent drafting and communication skills is required.
- Knowledge of another United Nations official language is an advantage.
- Experience working in/with Southeast Asian countries is desirable.
- Experience gained from consultancy work for other international organizations is desirable.
Result of Service - A compilation of electronic evidence fiches is drafted, reviewed and finalized.
Work Location Home-based
Expected duration 30 (thirty) working days within May - August 2022
Duties and Responsibilities Under the direct supervision of the Programme Officer (Criminal Justice), and under the overall guidance of the UNODC Regional Representative for Southeast Asia and the Pacific, the consultant will work in close collaboration with the UNODC project staff to undertake the following activities:
A) Development of an annotated table of contents for the compilation of electronic evidence fiches.
B) Drafting of the compilation of electronic evidence fiches. This will entail: - Consultations and regular coordination with UNODC staff and national counterparts (including videoconference calls); Collection of information from countries in Southeast Asia and inclusion of country information from other regions; - Harmonization and compilation of all fiches into one coherent file; - Attention to spelling, appropriate and consistent use of terminology (including legal terminology and gender-inclusive language) in line with UN instruments such as the relevant conventions and protocols (guidance will be provided as necessary by UNODC officers); - Ensuring confidentiality of the documents and information shared.
C) Review (taking into account feedback from UNODC) and finalization of the compilation of electronic evidence fiches.
Qualifications/special skills Academic Qualifications: An advanced university degree (Master’s degree or equivalent) in law, international relations, political science, international relations, criminology, cybercrime or related areas is required. A first-level university degree OR equivalent academic education, professional training with certification from a recognized international/national police, customs or other staff training institution, with specialization in criminal justice, crime prevention, criminal investigation, law enforcement, cybercrime and/or other related areas, in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree Experience: A minimum of 10 years’ experience working on issues related to information and communications law, cybercrime and associated legislation, handling electronic evidence across borders, or related legal issues, is required. Work experience at the international level is desirable. Experience gained from consultancy work for other international organizations is desirable. Experience working in/with Southeast Asian countries is desirable. Language: English and French are the working languages of the United Nations Secretariat. For this position, fluency in English, with excellent drafting and communication skills, is required. Knowledge of another United Nations official language is an advantage.
