How can you make a difference?

The Health Section, UNICEF East Asia Pacific Regional Office (EAPRO) is seeking an individual consultant to support documentation of country best practices and conduct series of consultations to present the country evidence on Primary Health Care, health financing, human resources and community health systems from the regional report.

The primary purpose on this consultancy is to disseminate the findings from the regional PHC report

and country profiles for cross country learning, advocacy and inform country programming and to

advance strengthening health system for PHC, through a series of virtual/ webinar sessions,

establishment of a community of practice and other forums on topics as identified by COs.

Objectives:

1. Facilitate sharing on best practice and strengthening collaboration across countries and partners;

2. Support advocacy and policy dialogue for monitoring and investment in Primary Health Care;

3. Identify and local contextualization of high-impact and scalable solutions;

4. Priority setting of evidence based interventions which can be incorporated in country policies and plans

Work Assignment, Expected deliverable and Delivery schedule:

Based on the overall purpose and objectives indicated above, the consultant will initially develop a plan with the topics for each virtual session/ webinar in consultation with the UNICEF Country Offices. S/he will outline the methodology, prepare the agenda and the materials on the presentation and group work, and will coordinate with the presenters/group facilitators. The findings of the EAP regional PHC landscaping analysis with 16 country profiles will be used for structuring the group work. Each virtual/ webinar series will seek to address specific implementation questions on PHC and will include health systems topics including the capacity building gaps in human resources, monitoring, and financing as well as the adaptation and adoption of best practices at scale.

Due to the important role of Community Health Workers (CHWs) in PHC, assessing the cost effectiveness of these programmes are essential for advocacy, policy making and planning. The consultant will conduct a desk review on regional programmes and contextualize the global toolkit for EAPR. As the completion dates of these deliverables depends on the availability and participation of country offices and their counterparts, the 75 workdays will be over the course of one year but may be completed prior to end of this contract.

1. Assignment: remote/ home-based modality

Expected deliverable 1: Agenda, Presentations/ Group work materials and facilitation of PHC EAP Regional virtual sessions

Delivery schedule: 40 days

2. Assignment: remote/ home-based modality

Expected deliverable 2: EAPRO Health Networking Report on PHC discussions and Community Health report

Delivery schedule: 10 days

3. Assignment: remote/ home-based modality with possible in country visit

Expected deliverable 3: Desk review on cost effectiveness of CHW programs with costing of services to develop toolkit and demonstration in 2 countries (tbc)

Delivery schedule: 25 days

Duration of Contract: 1 November 2023 – 30 November 2024

Duty Travel: To Cambodia or other regional countries only apply if a deliverable demonstratively cannot be produced without travel, and will be funded by CO.

To qualify as an advocate for every child you will have…

• Experience in Primary Health Care studies including community health, health financing and health workforce in region

• Experience working with UNICEF, WHO and other UN agencies

• Country experience in PHC in at least 3 countries in EAP LMIC

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
