Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

As the UN agency with the mandate to work on gender equality, UN Women is responsible for leading and coordinating United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world and at the country level. UN Women is also expected to provide strong and coherent leadership in support of countries’ priorities and efforts, building effective partnerships with civil society, the nodal government agency, private sector, and other relevant actors.

UN WOMEN plays a central role to deliver on UN Women’s normative support functions and strengthens linkages between normative work and operational activities. It contributes to the entity’s support for the development and strengthening of a comprehensive set of global norms, policies and standards on gender equality and women’s empowerment that is dynamic, responds to new and emerging issues, challenges and opportunities and is applied through action by Governments and other stakeholders at all levels. The Unit also has special responsibility for the coordination of substantive servicing of intergovernmental and expert bodies as mandated in relevant legislative documents. The division focuses on three broad areas of work: (i) engage with and service intergovernmental bodies related to gender equality and women’s empowerment, as well as managing India’s participation in regional and international policy discourse on gender equality; (ii) support and coordinate interagency coordination and its smooth running and follow-up; (iii) plan, organize and support in building partnerships with the private sector and the civil society in the country.

This programme also covers UN Women’s thematic focus on gender responsive governance proposes for gender-responsive laws and budgets, which include voices of diverse women and gender advocates expedites the shared mandate of achieving gender equality, while helping legislators, Indian Civil Service officers, foreign services, and field administrators to gain new knowledge of the value of gender equality and skills to advance it. As part of this programme, UN Women is working to develop a gender matrix formats and interventions framework guide. These modules will be piloted as part of the induction programme of civil services officials and administrative officers for effective translation of gender mainstreaming efforts throughout their work, including translation of theory to practice of gender responsive laws and practices.

Within this context, UN Women seeks the services of a consultant for development of handbook with district profile and gender mainstreaming matrix for a comprehensive booklet/ Toolkit for IAS Officer trainees as part of pre departure manual for district training. This will include effective implementation of the project with LBSNNA team under Intergovernmental Processes, UN System Coordination and Women, Peace and Security team. Under the supervision of the Programme Analyst, will work in close collaboration with the Intergovernmental Processes, UN System Coordination and Women, Peace and Security team as well as the operations team at UN WOMEN.

Duties and Responsibilities

  • Organise regular virtual and in-person meetings between LBSNAA and UN Women India team, as well as workshops and convenings around Gender mainstreaming and leadership-building programmes for trainee civil servants;
  • Documentation of internal meetings, convenings as well as follow-up on decisions made/ Actions taken;
  • Ensuring steady follow-up on interactions (internal and external), and time-sensitive tasks, and providing support to advocacy-related outcome document(s);
  • Support the rollout of the planned programmes and track progress on their implementation;
  • Review/finalize the consultation documents/presentations;
  • Prepare monthly reports, minutes, finance reports, et al.
  • Provide a point of; the ongoing connection between UN Women and LBSNAA to maximise collaboration and impact.

The candidate will also be expected to; develop the following documents in coherence with UN Women India’s communication guidelines: Design a comprehensive booklet/ Toolkit for IAS Officer trainees as part of the pre-departure manual for district training. This package will include the following:

  • State Factsheets- Overview of the 28 States and 8 Union Territories of India comprising of 727 districts (States/UT specific data and graphical representation on social indicators like demography, literacy rate, issues related to women for trainees from various cadres);
  • Gender mainstreaming assessment matrix for new recruits- Self-assessment checklist of indicators to guide the programmatic implementation and monitoring framework on gender mainstreaming;
  • Design a handbook on Women-specific Laws with an emphasized perspective for field administrators;
  • Support the orientation of Trainee civil Servants in (Phase 1) on GMM Checklist, State Fact sheets and handbook on Women specific laws;
  • Any other task assigned by the unit.

Expected Deliverables:

  • Comprehensive State/UT Factsheets ( Soft Copy submitted to UN Women)
  • Gender Mainstreaming assessment matrix ( Soft Copy submitted to UN Women)
  • Handbook on Women – specific laws in India ( Soft Copy submitted to UN Women)
  • Orientation of Trainee Civil Servants (Phase 1)

Required Skills and Experience

Education:

  • Bachelor’s Degree in Statistics, Public Administration, Social Science, Gender Studies Business Management, or related field.

Experience:

  • Minimum 3 to 5 years of progressively responsible experience in research and documentation.
  • Demonstrated experience of handbooks and publications.
  • Experience in working in a computer environment using multiple office software packages.
  • Experience in supporting project coordination and team.

Language Requirements:

  • Fluency in English and Hindi is required.

Evaluation and Selection Criteria

Criteria for shortlisting of CVs will be based on the following assessment:

  • Required Degree and Qualification (5 points)
  • Minimum Experience relevant to the assignment (15 points)
  • Experience in working in a computer environment using multiple office software packages (5 points)

The evaluation process for selection of the candidate will be based on the following assessment:

  • Interviews – 60 Points
  • Writing Samples Evaluation - 40 Points
