BACKGROUND

Purpose of Activity/Assignment:

UNICEF’s child protection work is grounded in the Convention on the Rights of the Child and other international human rights treaties and instruments, including the Convention on the Rights of Persons with Disabilities. In line with the increased focus on children with disabilities within Child Protection programming in UNICEF’s Child Protection Strategy 2021-2030 and UNICEF’s Disability Inclusion Plan and Strategy (DIPAS) 2023-2030, UNICEF is working to expand and strengthen disability inclusive child protection and seeks to ensure that every girl and boy is protected from violence and exploitation, in both humanitarian and development contexts. The purpose of this consultancy is to support UNICEF’s Child Protection Programme Group in Headquarters to strengthen disability inclusion in various child protection workstreams (as outlined in the scope of work below) in partnerships with other UNICEF teams, including the Disability Inclusion team in HQ, as well as Regional and Country Offices, other UN agencies, NGOs and civil society networks

Scope of Work:

Under the direct supervision of the Child Protection Specialist and in close coordination with various teams as mentioned above, the consultant will work to achieve several key results in the following areas of work:

  • Development, dissemination and implementation of technical resources such as (a) Disability Inclusive Child Protection Competency Framework (DICP Competency Framework); (b) Disability Inclusive Child Protection Systems Strengthening; (c) Disability Inclusive Child Protection guidance briefs on thematic areas (e.g., access to justice, mine action); (d) Strengthening programme monitoring data on inclusion of children with disabilities in child protection services and programmes;
  • Engagement with internal and external partners on Disability Inclusive Child Protection related items, including through task teams and working groups
  • Support to ROs and COs on Disability Inclusive Child Protection including with targeted support to implement various resources, in accordance with their needs and timelines
  • Support to implementation of UNICEF's Disability Inclusion Policy and Strategy (DIPAS)
  • Support to strengthen disability inclusion in child protection within UNICEF's corporate planning, monitoring, and reporting systems

Terms of Reference / Deliverables / Deadlines

  1. Development and dissemination of the Disability Inclusive Child Protection (DICP) Competency Framework for Social Service Workforce
  • Finalized DICP Competency Framework
  • Dissemination plan for the DICP Competency Framework, including list of channels and key audiences (flyer, PowerPoint presentation)
  • Planning, preparation, including advertisement of webinars and organization of at least 3 global webinars (two internal and 1 external.
  • Completion of webinars; Preparation and dissemination of webinar reports together with relevant resources (per webinar).

By 15 August 2023

  1. Development of a Disability Inclusive in Child Protection Systems Strengthening (DI-CPSS) Resource pack.
  • Undertake comprehensive analysis of UNICEF’s Child Protection Systems Strengthening Approach and identify gaps, challenges, and entry points to strengthen disability element across all seven elements of CPSS
  • Develop DI- CPSS resource in line with UNICEF’s 2021 Approach to Child Protection Systems Strengthening; Develop review plan, including list of key reviewers Finalized DI-CPSS resource.

  1. Dissemination of the Disability Inclusive in Child Protection Systems Strengthening (DI-CPSS) – Resource pack
  • Dissemination plan for DI-CPSS resource pack, including list of channels and key audiences

  • Deliver 2 global webinars to continue launch of resource and assess interest for targeted support; Preparation and dissemination of webinar reports together with relevant resources (per webinar)

  1. Support to disability inclusion in CP across thematic priorities by developing technical briefs and intersectoral engagement.
  • Draft, and following reviews by UNICEF, finalize 5 technical briefs on 5 thematic areas outlined in UNICEF’s Child Protection strategy.
  • Provide technical inputs to the technical briefs being developed by the task force on family strengthening and children with disability under the Collaborative for Children’s Care.

By 29 February 2024

  1. Development of a technical guidance on improved programme monitoring and reporting on DICP in line with commitments made in DIPAS
  • Review UNICEF’s annual corporate planning and analyze data from reporting processes through internal programme monitoring systems.
  • Analyze gaps and challenges to quality of qualitative and quantitative data on children with disabilities and prepare draft technical guidance to improve programme monitoring (data on children with disabilities).

By 31 April 2024

  1. Dissemination of the technical guidance on improved programme monitoring and reporting on DICP in line with commitments made in DIPAS.
  • Finalize the guidance following UNICEF review.
  • Finalize the draft and support dissemination within UNICEF through internal webinars.
  • Deliver 1 global webinar to continue launch of resource and assess interest for targeted support; Preparation and dissemination of webinar reports together with relevant resources.

By 31 July 2024

Qualifications

(1) Education

  • Masters level. An advanced university degree in one of the following fields is required: social science, social work, international development, human rights, psychology, sociology, international law, or another relevant social science.

(2) Work experience

  • A minimum of five years of professional experience in child protection programme planning and management in the areas of disability inclusion is required.
  • Experience working in a developing country is considered an asset.
  • Relevant experience in programme development in child protection and disability inclusion areas of child protection systems, social service workforce, alternative care, and so on, in a UN system agency or organization is considered an asset. Experience in both development and humanitarian contexts is considered an added advantage.

  • Upload copy of academic credentials
  • Financial proposal that will include:

  • All-inclusive (lump sum) fees for the deliverables noted above.

  • Travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR
  • Any other estimated costs: visa, health insurance, and living costs as applicable.
  • Indicate your availability

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.

  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
