How can you make a difference?

The Education Section, UNICEF East Asia and Pacific Regional Office is seeking an individual consultant to support the Education team of UNICEF East Asia and Pacific Regional Office (EAPRO) to advance disabilities inclusive education programming and policies.

Prior to COVID-19, children with disabilities in the East Asia and Pacific region are one of the groups the most systematically excluded from learning. COVID-19 school closures have led to important learning losses and exacerbated their exclusion from quality education and learning. This consultancy will provide technical assistance and programmatic guidance to EAP Regional and Country Offices to strengthen its disability inclusive education programming.

Work Assignment:

This consultancy will help to advance implementation of the regional roadmap for disability inclusive education, by contributing to four key tasks: 1) provision of technical and programmatic assistance to country offices, 2) provide technical support to EAPRO and regional partners to strengthen capacity development and advocacy efforts in the region; 3) Generating knowledge on innovative approaches to advancing disability inclusive education and 4) supporting other related education programme priorities.

Task 1. Technical and programmatic assistance to country offices on disability inclusive education

  • Consult and work with three priority country offices – Timor Leste, Indonesia, Cambodia – and advise on strategies for developing/advancing disability inclusive education roadmaps and support design and implementation of those road maps;
  • Interview/survey countries on Disability Inclusive Education needs;
  • Provide technical support and guidance to all country offices, as needed and requested;
  • Contextualisation and roll-out of global guidelines and regional roadmap on Inclusive Education

Task 2. Provide technical support to EAPRO and regional partners to strengthen capacity development and advocacy efforts in the region

  • Support launch and rollout of EAPRO digital IE teacher training package at regional and country levels;
  • Help map CO 2022 disability IE activities, based on discussions with COs, annual reports and other sources;
  • Participate and contribute to Disability Inclusive Education Working Group meetings;
  • Support, design, advise and help implementation of Disability Inclusive Education Working Group annual work plan, including the design and rollout of disability inclusive Education data workshop planned for education officials in the region in 2022;
  • Communicate and collaborate with Regional Disability, ECD and ADAP specialists and other sections in UNICEF, as required;

Task 3. Generating knowledge and public goods on innovative approaches to advancing disability inclusive education

  • Review, contribute to and prepare knowledge management products, such as programme guidance, plans, country case studies and studies related to inclusive Education, to be defined;
  • Research, develop and draft three issue briefs on improving learning for children with disabilities (topics to be decided based on country office needs – One potential topic digital opportunities for children with disabilities)
  • Deliver online presentation for each issue brief.

Task 4. Supporting other related education programme priorities.

  • Review, comment and contribute to education documents, fundraising proposals and standard Monitoring processes
  • Contribute to programmatic discussions, knowledge products and meetings on Education
  • Contribute to strengthening disaggregated data collection on Inclusive Education
  • Undertake other related tasks as part of the Education team

    Duration of Contract: 120 days within 1 October 2022 - 31 August 2023, with an average of 11 days per month.

Official Travel: Travel is required. Consultant will travel twice to Bangkok and undertake two country level mission travels (countries TBC).

Work Location: Consultancy can be performed remotely.

To qualify as an advocate for every child you will have…

  • Advanced degree in Education, and/or Social Sciences with relevant work experience.
  • Minimum 10 years relevant professional experience, Experience working in issues relating to education, disability, social inclusion and/or related fields in developing country contexts.
  • Strong experience in research, program management, monitoring and reporting.
  • Excellent interpersonal skills and previous experience communicating with partners at different levels.
  • Demonstrated ability in work planning and report preparation.
  • Demonstrated skills in professional high quality writing in English.
  • Experience working in the East Asia Pacific region highly desirable.
  • Excellent communication skills in English.
  • Experience working with UNICEF an asset.
