Consultant - Digital Forensics Expert

Result of Service The Consultant – Digital Forensics Expert – will support the successful implementation of the AI for Safer Children initiative, providing specific support to project activities vis-a-vis the expansion and growth of the AI for Safer Children Global Hub and its positioning as a platform of utility and relevance for the law enforcement community.

Duties and Responsibilities UNICRI is a United Nations entity established in 1968 to support countries worldwide in preventing crime and facilitating criminal justice. UNICRI is mandated to assist intergovernmental, governmental and non-governmental organizations in formulating and implementing improved policies in the field of crime prevention and criminal justice. UNICRI' s goals are:

• to advance understanding of crime-related problems;
• to foster just and efficient criminal justice systems;
• to support the respect of international instruments and other standards;
• to facilitate international law enforcement cooperation and judicial assistance.

In 2019, UNICRI, through its Centre of Artificial Intelligence (AI) and Robotics, and the Ministry of Interior of the United Arab Emirates launched the joint endeavour known as AI for Safer Children. The initiative strives to support law enforcement agencies to tap into the potential of AI and has designed the AI for Safer Children Global Hub – a unique centralized and secure platform for law enforcement agencies – to support them to do so. The Global Hub contains extensive information on AI tools that could be used to combat child sexual exploitation and abuse and provides guidance on how law enforcement can use it in the course of their work in an ethical and human rights compliant manner.

Under the supervision of the Head of Unit, the incumbent will be performing the following tasks:

• Facilitate sessions on/for law enforcement organized by UNICRI within the framework of the AI for Safer Children initiative, in particular the law enforcement stakeholder meetings.
• Support the preparation of and participate in meetings the AI for Safer Children Advisory Board and regular coordination meetings between UNICRI and the donor, providing insights from a law enforcement perspective.
• Support engagement with representatives of the law enforcement community and other stakeholder, including, but not limited to private sector technology providers of tools for law enforcement, and identify appropriate law enforcement related venues and fora for the promotion of the initiative.
• Provide technical input and guidance to the project team at a general level, in particular in terms of the nature and extent of the child sexual exploitation and abuse.
• Support the maintenance and expansion of the AI for Safer Children Global Hub, providing guidance on the onboarding of new tech providers and tools, as well as contributions in terms of content to the Learning Centre and calendar of upcoming related activities.
• Support with the identification, review and categorization of open-source or paid training and/or educational content that can be hosted on the AI for Safer Children Global Hub.
• Support the design and development of custom-made content and training materials to be hosted on the AI for Safer Children Global Hub.

• Perform other job-related duties as tasked.

  Qualifications/special skills Advanced university degree (Master’s degree or equivalent) fields of law, criminology, public administration, political science, international relations or related fields of criminal justice, crime prevention and/or law enforcement is required. A first-level university degree in combination with 2 additional years of qualifying experience may be accepted in lieu of the Master’s degree. Specialized training diploma obtained from a recognized national police, customs, or other similar institution, including Police or Military Academies, can also be accepted in lieu of the Master’s degree. Minimum of 10 years of relevant professional experience in digital forensics, in particular with respect to crimes against children Relevant experience with the use of new technologies such as AI Experience working with international organizations

  Languages For this position, fluency in oral and written English is required.
