  1. Purpose of the Consultancy

The purpose of this consultancy is to assist the Violence, Injuries and Disabilities programme (VIP) in EMRO in supporting Member States in post-injury response as well as sensory functions (eye and ear care).

  1. Background

Injury, both untentional and intentional (violence) is a serious public health issue globally and the Eastern Mediterranean Region. Data from Global Health Estimates 2019 show that almost 10% of deaths in the Eastern Mediterranean Region were due to injury and violence, making it the second region with the highest percentage of injury deaths relative to deaths due to all causes after the African region. The younger and more productive age groups are hardest hit with grave implications for health and development. Injury related deaths can be reduced significantly both through prevention and timely treatment of injuries. While primary prevention is ideal approach, health systems should be prepared to treat and manage injuries if they occur. Post-injury care includes emergency and trauma care services in addition to rehabilitation services and managing any consequent disabilities (physical, visual or auditory). Providing technical support to Member States to strengthen their capacities to deliver these services, is part of the scope of the Violence, Injuries and Disabilities EMRO Programme.

This work is linked to the strategic priority of UHC of the regional Vision 2023 ‘Health for All by All” and GPW13 as well as different SDG targets in particular 3.8.

The overall goal of this consultacy is assist VIP in supporting EMR countries in the above mentioned areas that fall in the scope of the technical programme.

End date: 31/December/2022

  1. Work to be performed

To assist WHO EMRO in supporting national efforts to strengthen disability and rehabilitation; eye and ear care services; and emergency and trauma care based on the following outputs and deliverables.

Output 1: Support regional efforts to operationalize resolution WHA74.8 on the highest attainable standard of health for persons with disabilities

  • Deliverable 1.1: Coordination and support of regional meetings and consultations on disability inclusive health systems including on the Global Report on Disability and Health
  • Deliverable 1.2: Support of the development and finalization of regional (and country) technical and information materials on disability inclusive health systems including for COVID-19 response

Output 2: Support regional efforts to strengthen rehabilitation services in EMR

  • Deliverable 2.1: Ensure proper implementation of global rehabilitation initiatives in EMR countries
  • Deliverable 2.2: Facilitation of the development of regional materials on rehabilitation including Arabic versions of related global documents
  • Deliverable 2.3: Coordination and support of regional meetings and webinars on rehabilitation services
  • Deliverable 2.4: Contribute to WHO projects on financing of rehabilitation within health system financing frameworks, including supporting technical and expert consultations and evidence synthesis

Output 3: Support regional efforts for implementation of national, regional and global initiatives on sensory functions

  • Deliverable 3.1: Finalization of the situation analysis of the ear and eye health and care in EMR for publication
  • Deliverable 3.2: Facilitation and follow-up of planned country activities and activities planned with the related WHOCCs in coordination with the WHO team in EMRO and HQ

Output 4: Support the regional programme in following up and implementation of planned emergency and trauma care activities at the regional and country level

  • Deliverable 4.1: Developing regional advocacy materials on WHO’s work on emergency and trauma care in EMR
  • Deliverable 4.2: Coordinating the development of Arabic versions of WHO tools for strengthening emergency care systems.

Output 5: Support the regional programme’s data, research, and dissemination projects

  • Deliverable 5.1: Coordinating with the Regional Office concerned teams the updating of the regional programme’s web-page
  • Deliverable 5.2: Contributing to the development of an advocacy deocument on WHO’s work on violence and injury prevention as well as disability, rehabilitation and assistive technology in the Region.

  1. Specific requirements

- Qualifications required:

University degree in medicine, public health, health care policy or a related field

- Experience required:

At least two years of experience in public health; and health care management and research.

- Skills / Technical skills and knowledge:

  • Technical knowledge in health policy and health care management of disability and rehabilitation service provision including during COVID-19
  • Good communication and coordination skills.

- Language requirements:

Excellent knowledge of written and spoken English and Arabic

The selected Consultant will be expected to provide a medical certificate of fitness for work.
