Purpose of consultancy: The purpose of this consultancy is to assist the WHO Representative Office for Papua New Guinea (WHO/PNG) in developing an end-of-project report and the program design/proposal for a new five-year partnership with DFAT-Australia. The program design must align with both the new WHO/PNG Country Cooperation Strategy and DFAT’s health & development priorities for Papua New Guinea.

Background

DFAT has a long-standing relationship with WHO and is an active supporter of its mission to promote the health of all people in countries and regional health programs. In the past, DFAT’s global engagement with WHO has been framed by the DFAT-WHO Strategic Partnership Framework which sets out overarching priorities for the partnership at the global level and in the Indo-Pacific region, with a particular focus on the Pacific and Southeast Asia.

In Papua New Guinea, DFAT-Australia has been the top donor supporting the health sector. Such support to the health sector is either provided directly to NDOH or to the PHAs or through NGOs or church-based organizations or through WHO and/or other UN agencies.

The 2018-2022 DFAT-WHO bilateral partnership will be ending this year after a one-year extension. The next program design covering 2024 to 2028 will be developed and submitted before the end of 2023.

Deliverables

Output 1: Design a proposal based on a consultative process by 15th November 2023

Deliverable 1.1: Understand the grant requirements. From the funding organization’s goals to application deadlines

Deliverable 1.2: Develop a compelling narrative by capturing the funder’s interest and demonstrating the significance of the proposed project.

Deliverable 1.3: Demonstrate impact by showing a strong case for how WHO investment will make a difference.

Deliverable 1.4: Provide a detailed budget including all costs associated with the project including supporting materials depending on the grant as required by the funder

Output 2: End of project report by 10th December 2023

Deliverable 2.1: Conduct in-depth research on assigned topics and synthesize complex information to develop reports that meet the requirements of stakeholders

Deliverable 2.2: Collaborate with stakeholders to understand their objectives and develop structured reports to achieve goals

Deliverable 2.3: Write and edit reports, ensuring accuracy, clarity, and coherence of content

Deliverable 2.4: Develop visual aids like charts, graphs, and tables to present data and analysis effectively

Qualifications, experience, skills, and languages

Educational Qualifications:

Essential: Advance university degree in public health or health policy or a related field from an accredited institution or university

Desirable: A course in communication or related field.

Experience: Essential: at least 10 years of writing donor proposals and reports with the ability to synthesize complex information, data analysis, and visualization preferred.

Desirable: Experience working with WHO; familiarity with DFAT-Australia project designs

Skills/Knowledge:

Essential:

· Ability to conduct an in-depth review of reports and documents and analyze complex information to develop reports that meet the requirements of stakeholders/donors

· Write and edit reports, ensuring accuracy, clarity, and coherence of content

· Develop visual aids like charts, graphs, and tables to present data and analysis effectively

Desirable:

· Attention to detail and ability to work under tight deadlines.

Languages and level required (Basic/Intermediate/Expert):

Essential: Expert knowledge of English both spoken and written
