Background Information

The project “Enhancing Access to Justice through Free Legal Aid” (Project), in terms of and as a result of the territorial unification of centers for the provision of free legal aid, will help to increase the legal educational capacity of the free legal aid (FLA) system with the involvement of paralegals. In particular, the Project will provide methodological and organizational support in the integration of paralegal assistance into the legal education function of the FLA system. The system will be able to build interaction with paralegals as effective agents of influence on the legal consciousness and legal awareness of the population in every community of Ukraine in the conditions of armed conflict. In particular, within the framework of the Project, it is planned to develop methodological recommendations on determining effective criteria for involving paralegals in co-operation with newly created interregional centers for the provision of free legal aid, a training program for paralegals on the functioning of the FLA system and its services with conduction of the relevant training, information materials for the possibility of conducting advocacy by paralegals in communities regarding the functioning of the FLA system, as well as to create conditions for networking of paralegals in interaction with the FLA system.

Please note that this is a vacancy notice to enlarge the roster. Successful candidates are expected to work within several short-term consultancy assignments throughout the Project implementation. The detailed information regarding the dates and the duration of the contracts will be provided at the later stage. The consultants will be required to work from home with the ability to travel to perform tasks, if necessary.

Tasks

• Development of methodological recommendations on determining effective search criteria and involving paralegals in co-operation with newly created interregional centers for the provision of free secondary legal assistance in each community, the interaction of interregional centers for the provision of free legal assistance with paralegals, as well as criteria for the effective activity of paralegals, taking into account the needs of two main stakeholders: 1) the provider of the FLA system – interregional centers for the provision of free legal aid, which will engage paralegals in awareness-raising activities; and 2) vulnerable categories of the population, including those affected by the consequences of the armed conflict.
• Development of a training program and conduction of a training for paralegals to improve their knowledge of the functioning of the FLA system and its services, and to identify the most effective ways for people to solve legal problems with the help of the FLA system.
• Development of informational materials for the possibility of paralegals to conduct advocacy in communities regarding the functioning of the FLA system, effectively direct those entitled for free legal aid to solve their legal problem to the free legal aid access points of the interregional center for the free legal aid provision, which are located throughout all the territory of Ukraine, or choosing an alternative way of settling their issue.
• Development of a networking system of paralegals in co-operation with the FLA system for a long-term period to strengthen the legal awareness-raising function of the FLA system.

Job Requirements

• First-level university degree in law, humanitarian/social sciences, or other related field.
• Minimum three (3) years of relevant professional experience at national and/or international levels in the field of law, management, social projects/initiatives regarding issues related to the development of legal education in territorial communities, in particular the formation of a network of volunteers to strengthen the functioning of the FLA system.
• Experience in developing (participation in the development) of recommendations, legal acts, methodological, informational and educational materials, guides, and other policies related to strengthening the internal capacity of communities in co-operation with the FLA system.
• Experience of participation in the formation/implementation of pilot mechanisms, innovative/strategic solutions, instructions/"road maps"/algorithms, practices created for networking of professional communities/volunteers and the FLA system.
• Experience in developing training programs, conducting training interventions, facilitating for the representatives of professional legal communities/volunteers who cooperate with the FLA system.
• Experience of participation in volunteer projects, initiatives in the field of development of the functioning of the FLA system, in particular on public grounds.
• Thorough knowledge and understanding of issues related to the functioning of the FLA system and the involvement of paralegals.
• Knowledge of Ukrainian legislation in the field of human rights protection and issues related to the functioning of the FLA system.
• Self-discipline and ability to work against deadlines.
• Professional fluency in Ukrainian with excellent communication (both oral and written) skills.
• Computer literacy with practical experience using Microsoft applications.
• Demonstrated gender awareness, sensitivity, and ability to integrate a gender perspective into tasks and activities.
• Ability and willingness to work as a member of a team, with people of different nationalities, different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

Remuneration Package

Remuneration will be paid in accordance with the OSCE Support Programme for Ukraine established consultancy rates. Candidates are encouraged to include in their applications their financial proposals for the foreseen services.

Проєкт «Підвищення доступу до юстиції через безоплатну правову допомогу» (Проєкт), в умовах та за наслідками територіального об’єднання центрів з надання безоплатної правничої допомоги, допоможе збільшити правопросвітницьку спроможність системи надання безоплатної правничої допомоги (БПД) з залученням параюристів. Зокрема, Проєкт надасть методологічну та організаційну підтримку в інтеграції параюридичної допомоги у правопросвітницьку функцію системи надання БПД. Система зможе побудувати взаємодію з параюристами, як ефективними агентами впливу на правову свідомість та правову обізнаність населення в кожній громаді України в умовах збройного конфлікту. Зокрема, в рамках Проєкту планується розробити методичні рекомендації з питань визначення ефективних критеріїв пошуку та залучення параюристів до співпраці з новоствореними міжрегіональними центрами з надання безоплатної правничої допомоги, тренінгову програму для параюристів щодо функціонування системи надання БПД та її сервісів з проведенням відповідного навчання, інформаційні матеріали для можливості проводити параюристами адвокацію у громадах щодо функціонування системи надання БПД, а також створити умови для мережування параюристів у взаємодії з системою надання БПД.

Опис завдання

• Розробка методичних рекомендацій з питань визначення ефективних критеріїв пошуку та залучення параюристів до співпраці з новоствореними міжрегіональними центрами з надання безоплатної вторинної правничої допомоги у кожній громаді, взаємодії міжрегіональних центрів з надання безоплатної правничої допомоги з параюристами, а також критеріїв ефективної діяльності параюристів з урахуванням потреб двох основних зацікавлених сторін: 1) постачальника системи надання БПД – міжрегіональних центрів з надання безоплатної правничої допомоги, які залучатимуть параюристів до просвітницьких заходів; 2) вразливих категорій населення, включно з постраждалими за наслідками збройного конфлікту.
• Розробка тренінгової програми та проведення навчання для параюристів для покращення їх знань щодо функціонування системи надання БПД та її сервісів, та ідентифікації найефективніших шляхів вирішення людьми проблем правового характеру за допомогою системи надання БПД.
• Розробка інформаційних матеріалів для можливості проводити параюристами адвокацію у громадах щодо функціонування системи надання БПД, ефективно спрямовувати суб’єктів права на безоплатну правничу допомогу для вирішення своєї проблеми правового характеру до точок доступу безоплатної правничої допомоги міжрегіонального центру з надання безоплатної правничої допомоги, які розміщені по всій території України, або обрання альтернативного способу врегулювання свого питання.
• Розбудова системи мережування параюристів у взаємодії з системою надання БПД на довгостроковий період для посилення правопросвітницької функції системи надання БПД.

Вимоги до кандидатів

• Вища освіта на рівні бакалавра у галузі права, гуманітарних/соціальних наук чи іншій суміжній галузі.
• Мінімум три (3) роки відповідного професійного досвіду на національному та/або міжнародному рівнях у галузі права, менеджменту, соціальних проєктів/ініціатив щодо питань, пов'язаних із розбудовою правопросвіти в територіальних громадах, зокрема формуванням мережі волонтерів для посилення функціонуванням системи БПД.
• Досвід у сфері розробки (участі у розробці) рекомендацій, нормативно-правових актів, методологічних, інформаційно-просвітницьких матеріалів, посібників, інших політик, пов’язаних з посиленням внутрішньої спроможності громад у співпраці з системою надання БПД.
• Досвід участі у формуванні/впровадженні пілотних механізмів, інноваційних/стратегічних рішень, інструкцій/«дорожніх карт»/алгоритмів, практик, створених для мережування професійних спільнот/волонтерів та системи надання БПД.
• Досвід у сфері розробки тренінгових програм, проведення навчань, фасилітації для представників професійних правничих спільнот/волонтерів, які співпрацюють з системою надання БПД.
• Досвід участі у волонтерських проєктах, ініціативах у сфері розбудови функціонування системи надання БПД, зокрема на громадських засадах.
• Ґрунтовні знання та розуміння питань, пов'язаних з функціонуванням системи БПД та залученням нею параюристів.
• Знання українського законодавства у сфері захисту прав людини та питань, пов’язаних із функціонуванням системи БПД.
• Самодисципліна та вміння працювати у встановлені терміни.
• Професійне володіння українською мовою з відмінними навичками спілкування (як усного, так і письмового).
• Комп'ютерна грамотність, включно з практичним досвідом використання програм Microsoft.
• Обізнаність щодо гендерних питань, а також здатність враховувати гендерну проблематику при виконанні завдань та інтегрувати гендерно-орієнтовані підходи у робочий процес.
• Здатність та готовність працювати в якості члена команди з людьми різної національної, культурної та релігійної приналежності, різної статі та різних політичних поглядів, зберігаючи неупередженість та об’єктивність.
