Background

The Office of the Auditor-General (OAG) plays a pivotal role in promoting transparency and accountability in the public sector. The OAG is established under section 309 (1) of the Constitution of Zimbabwe. Its mandate as outlined in subsection 2 of section 309 of the Constitution, inter alia, includes to audit the accounts, financial systems and financial management of all departments, institutions and agencies of government, all provincial and metropolitan councils, and all local authorities; and, at the request of the Government, to carry out special audits of the accounts of any statutory body or government-controlled entity,

In September 2017, the European Union and the United Nations launched a global partnership, the Spotlight Initiative (SI) to eliminate all forms of violence against women and girls worldwide. The SI’s main thrust is to*, inter alia*, operationalize the Sustainable Development Goals (SDG) relevant targets in SDG 5-Achieve Gender Equality and Empower All Women and Girls, SDG 3 - Health and Well Being for All at All Levels and All Ages and SDG 16 - Promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable, and inclusive institutions at all levels,

The Government of Zimbabwe is one of the beneficiaries from the Spotlight Initiative and through its Ministries, Departments, and agencies it is implementing the SI programmes focusing on the following key outcomes:

Outcome 1: Legislative and Policy Frameworks,

Outcome 2 Strengthening Institutions,

Outcome 3 Prevention and Social Norms,

Outcome 4 Delivery of Quality, Essential Service,

Outcome 5 Data Availability and Capacities,

Outcome 6 Supporting the Women’s Movement.

Duties and Responsibilities

Description of the Relevant Spotlight Outcome and Activity

Under Outcome 2, strengthening of institutions especially on their prevention and response mechanisms to issues of Sexual Gender Based Violence (SGBV), Harmful Practices (HPs) and Sexual Reproductive Health Rights (SRHR) mandates, will complement Government’s efforts towards the implementation and realisation of the country’s prioritized Sustainable Development Goals (SDGs) – 3,4,5,10 and 11. This, in turn, will contribute towards sustainable delivery of inclusive and gender-responsive economic and social development in Zimbabwe,

The scope of support in Outcome 2 also seeks; -

  • To create an enabling environment, coordinated at the highest level of Government for national, and subnational systems and institutions to plan, budget and fund SGBV, Harmful Practices (HPs) and SRHR programmes,
  • To strengthen the technical skills and competencies of key actors to ensure the accountability of relevant institutions to their SGBV, HPs and SRHR mandates,
  • To improve professionalism within these institutions, and,
  • To develop and implement an integrated SGBV/HPs/SRHR model for local authorities to respond to and prevent SGBV and HPs.

The Office of the Auditor General as an oversight institution is key in creating an enabling environment for accountability to SI Issues. In pursuance of its mandate, the OAG aims to deliver high quality audit services to stakeholders on the management of these public resources through financial, compliance, value for money audits and special audits.

Pursuant to this background - resources have been availed under the Spotlight Initiative Programme in Outcome 2 to engage consultant services to develop Gender responsive audit programmes and guidelines for the Office of the Auditor-General. The Gender responsive audit programmes and guidelines will enable the OAG to conduct pilot audits in SI Ministries and entities such as Ministries of Justice, Legal and Parliamentary Affairs, Ministry of Public Service, Labour and Social Welfare, Ministry of Women Affairs, Community, Small and Medium Enterprises Development, Ministry of Home Affairs and Cultural Heritage, Ministry of Primary and Secondary Education , the Zimbabwe Human Rights Commission, the Gender Commission, the National Peace and Reconciliation Commission, the National Prosecuting Authority, Legal Aid Directorate, Disability Board , National Pharmaceutical Company, Office of President and Cabinet, Public Service Commission among others.

GENERAL OBJECTIVE OF THE TASK

The general objective of the task is to strengthen institutional capacity of the Office of Auditor-General through development of Gender audit programmes and guidelines which shall form part of the policy documents for the OAG to ensure that: -

  • Performance, Compliance and Financial Audits are conducted with gender lenses,
  • There is accountability of public resources allocated for SGBV, HPs and SRHRs,
  • There is enhanced access of simplified audit reports for the targeted Spotlight Ministries and other entities and
  • The OAG plays a role in the independent assessment of the progress made towards the achievement of SDG 5 on Gender Equality and Empowerment of Women, SDG 3 Health and Wellbeing and other SDGs relevant to SGBV, HPs and SRHRs.

    DELIVERABLES

    The successful service provider will be required to complete the following work:

  • Review relevant literature, especially the Report on the Training of the OAG in Gender and Performance Auditing and Draft Policy Brief done in 2019/2020-to be provided to the successful candidate,

  • Develop and present an inception report, detailed work plan and methodology including an elaborate Gantt chart,
  • Develop Gender and SGBV training Manual and Audit guidelines,
  • Present the Training Manual and Audit guidelines to the OAG,
  • Train OAG management and staff on the developed audit programmes and guidelines, and,
  • Provide the Training Report.

  • Specialised technical knowledge, including in conducting external programme evaluations, data collection and analytical skills, mainstreaming the HRBA to programming and gender equality and women’s empowerment considerations, and transition contexts.
  • Excellent communication, interpersonal skills, teamwork and adept at working with people of diverse cultural and social backgrounds,
  • An understanding of and ability to abide by the core values of the United Nations.

Required Skills and Experience

The individual consultant should have relevant experience and expertise and must be a registered member of a relevant recognized professional body:Training in UNDP Gender and Economics Policy Management while not a requirement will be an added advantage.

Education

  • A minimum of master’s in public policy, economics, international relations, public administration, financial accounting, development studies, and any other relevant field of study,
  • Certificate or some training in UNDP/IDEP Gender Responsive Policy Management Initiative (GEPMI) – an advantage,

Experience

  • At least 10 years of relevant experience of which 5 years should be in senior positions in a reputable organization,
  • Knowledge of Zimbabwe economic context and development policies including the National Gender Policy,
  • Knowledge of the relevant International (UN) and regional Normative Standards in gender equality and women empowerment.
  • Proven ability to analyse public sector, budgets, expenditure, audited reports, and follow-up recommendations,
  • Knowledge of Gender responsive policy analysis, Sexual and Gender Based Violence, SDG implementation progress analysis, and public finance management,
  • Excellent Communication and presentation skills,
  • Excellent analytical skills, and ability to understand and make logical and clear conclusions and recommendations from complex situations,
  • Proven ability in the development of training manuals as evidenced by previous work samples if any.

Language

Knowledge of English is a requirement for this consultancy.

PAYMENT MILESTONES AND AUTHORITY

The consultant must send a financial offer based on Daily Fee. The consultant shall quote an all-inclusive Daily Fee for the contract period. The term “all-inclusive” implies that all costs (professional fees, communications, consumables, etc.) that could be incurred by the IC in completing the assignment are already factored into the daily fee submitted in the proposal,

Payments will be made based on the agreed financial proposal (contract is based on daily fee) and released upon submission of a certificate of payment request, indicating deliverables achieved and days worked to be verified and cleared for payment by the supervisor,

The qualified consultant shall receive his/her lump sum service fees upon certification of the completed tasks satisfactorily, as per the following payment schedule:

1st Instalment

Inception Report - 5 Days - 20%,

2nd Instalment

Gender performance Audit Training Manual and a Guidelines development and Facilitatation of Validation Workshop,

Draft Gender Response Performance Auditing Training Manual and Guidelines Validation Report -15 days - 40%,

3rd Instalment

Development of training materials and training of management and staff -15 days,

Completion Report Task - 5 days- 40%,

    Evaluation criteria:

    The Consultant will be evaluated based on qualifications and the years of experience, as outlined in the qualifications/requirements section of the ToR. In addition, the Consultant will also be evaluated on the following methodology:

    Technical Criteria weight: 70%; Financial Criteria weight: 30%;

    The award of the contract shall be made to the Consultant whose offer has been evaluated and determined as: Responsive/compliant/acceptable; and having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the Terms of Reference,
