Result of Service

The ultimate result of service is a final desk study for the evaluation of the CAP. The report should include, in addition to the main body of the report, a succinct executive summary with the key findings covering all the evaluation questions included in Annex I of UNEP/OzL.Pro/ExCom/93/12/Rev.1 (available at http://www.multilateralfund.org/default.aspx), as well as lessons learned and recommendations. The findings and recommendations of this desk study are expected to guide the vision of the CAP to address the new challenges related to the implementation of the Kigali Implementation Plans, with particular attention to the strategy to support the needs of Low-Volume Consuming countries in meeting compliance with the Montreal Protocol.

Duties and Responsibilities

Background: The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Multilateral Fund for the Implementation of the Montreal Protocol (MLF) supports projects to reverse the deterioration of the Earth's stratospheric ozone layer and reducing consumption of high global warming hydrofluorocarbons (HFCs). It was established in 1991 as the financial mechanism of the Montreal Protocol to assist developing countries (Article 5 countries in the language of the Protocol) in complying with their obligations under the Montreal Protocol. The Multilateral Fund is managed by an Executive Committee with an equal representation of seven industrialized and seven Article 5 countries that are elected annually by the Meeting of the Parties. The Committee reports every year to the Meeting of the Parties on its operations, and it is assisted by the Fund Secretariat, located in Montreal, Canada and administered by UNEP (www.multilateralfund.org). Objectives of the desk study evaluation: The desk study will assess the impact and effectiveness of the CAP, considering its mandate (See Annex II in UNEP/OzL.Pro/ExCom/93/12/Rev.1) and how it has evolved together with the Montreal Protocol’s amendments and Multilateral Fund funding priorities during the period 2008–2023. The desk study would evaluate the extent to which the CAP aligns its priorities with those of the Fund, and how it uses its resources effectively and efficiently to achieve these goals. The desk study will review progress made since the last evaluation. It is also usual practice in evaluations to follow up on the implementation of previous recommendations made to the evaluation. However, noting that 16 years have passed, only the recommendations that are not considered to be outdated will be examined as part of the current evaluation. The desk study will generate findings and lessons learned which would be relevant for decision makers when selecting priorities and assigning funding for the CAP. It would also be a useful management tool for the CAP itself and its staff, as well as for the Fund Secretariat, as the experience from previous phases related to CFCs and HCFCs could be considered when providing support to Article 5 countries to strengthen compliance with the Kigali Amendment. The evaluation questions are available in Annex I of the terms of reference approved by the Executive Committee (UNEP/OzL.Pro/ExCom/93/12/Rev.1). Prioritization of issues will be agreed under the supervision of the SMEO. Responsibilities: Under the direct supervision and guidance of the Senior Monitoring and Evaluation Officer (SMEO) of the Multilateral Fund, following an established calendar on progress, including specific milestones for deliverables, the Consultant will review and analyze the relevant CAP documentation as submitted to the Executive Committee, as well as internal Secretariat’s documents that may be provided by the CAP management and Secretariat staff upon request, and the decisions of the Executive Committee concerning the Programme. The desk study evaluation report will present the core analysis supported by factual evidence and relevant findings, responding to the Terms of Reference approved by the Executive Committee in document UNEP/OzL.Pro/ExCom/93/12/Rev.1, with particular attention to the scope and methodology as defined in paragraphs 5 to 9 and 17 to 21. The desk study will address the evaluation questions included in Annex I of the document (available at www.multilateralfund.org) and analyse the performance indicators of CAP (as per paragraphs 10 to 13). The tasks involved to prepared the desk study consist, among others, of the following: - Collect, review and analyze both quantitative and qualitative data, as applicable; - Prepare an inception paper including the methodological design and mapping of stakeholders; - Interview with CAP management and MLF Secretariat staff, when needed, as well as with representatives of other bilateral and implementing agencies to which CAP provides services for implementing their projects in Article 5 countries; - Review the existing performance indicators of CAP, and propose a possible update in alignment with the findings and recommendations of the desk study; - Consolidate supportive data, figures, tables and infographics, in annexes of the draft report; - Draft a desk study evaluation report, presenting the core analysis supported by factual evidence and relevant findings; - Integrate the comments received from the stakeholders when sharing the advanced draft, under the supervision of the SMEO, and consolidate the final desk study report.

Qualifications/special skills

Advanced university degree (master’s or equivalent) in economics, environmental and social sciences, sustainable development, evaluation and/or related field is required. A first-level university degree (Bachelor's degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree. A minimum of ten (10) years' demonstrated experience in programmatic evaluation of capacity-building and technical assistance activities in the UN system is required. Familiarity with UNEP and with the Montreal Protocol and its Multilateral Fund-related projects and programmes is desirable. Knowledge of evaluation methods as well as excellent analytical and drafting skills are desirable. Familiarity with gender-sensitive evaluation is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this consultancy, fluency in English is required. Knowledge of another UN language is desirable. NOTE: ''Fluency'' equals a rating of ''fluent'' in all four areas (read, write, speak, understand) and ''Knowledge of'' equals a rating of ''confident'' in two of the four areas.

Additional Information

The final result will be as defined in previous sections: a final draft of the desk study for the evaluation of the CAP. The total remuneration after completion of the assignment will be USD 22,000, paid in three installments as follows, based on interim and final deliverables: • Submission of the first draft annotated outline and inception paper by 30 April 2024; first installment of USD 6,000; • Submission of advanced draft of the final desk study report by 8 July 2024; second installment of USD 9,000; • Submission of final evaluation desk study, incorporating comments received by stakeholders. The consultant will provide all the supportive evaluation evidence, questionnaire responses and data collected and used to prepare the final report, by 6 September 2024. Final installment of USD 7,000 after satisfactory completion of the work as per SMEO’s clearance.
