You have:
- A master’s degree in public administration, governance, political science, management, or a related field is required.
- 8-10 years of experience in public sector consulting, government reforms, or delivery management.
- Experience in leading stakeholder engagement processes and consultations, particularly in large-scale government reform or networked government projects.
- A strong track record in conducting diagnostic assessments of public sector systems and designing fit-for-purpose solutions is essential.
- Excellent communication and presentation skills, particularly in using English as the primary medium of communication.
- Strong understanding of government processes, decision making frameworks, and delivery mechanisms.
- Familiarity with Rwanda’s NST-2, Vision 2050, and public sector reforms is essential.
- Fluency in English is required; knowledge of Kinyarwanda or French would be an added advantage.
- Ability to navigate political and bureaucratic environments with diplomacy and tact.

Role Summary
Key Responsibilities
The consultant will lead stakeholder engagement through consultations and workshops, producing reports that synthesize feedback for the project’s design phase. They will conduct benchmark analysis, develop case studies based on international best practices, and collaborate on design recommendations focused on improving government structures and performance. Additionally, they will support key ministries in assessing and piloting delivery mechanisms, setting up delivery plans, targets, and performance routines. The consultant will also apply and refine delivery principles through pilot testing and facilitate stakeholder validation of designs, while contributing to scale-up plans and capacity-building for long-term sustainability.
Stakeholder Engagement and Report:
- Collaborate closely with key ministries, agencies and government institutions to identify challenges and opportunities in government coordination and how priorities are aligned across various institutions;
Lead consultations, workshops, and interviews to gather comprehensive feedback for the project's design phase.
Produce comprehensive reports summarizing stakeholder input, focusing on current challenges, system requirements, and strategic design recommendations.
- Synthesize and analyse stakeholder input to inform the design of the Networked Government Architecture.
Benchmark Analysis and Case Study Development:
- Conduct a thorough analysis of international best practices and success stories in networked governance, highlighting relevant case studies from other countries or regions.
- Develop detailed case studies that showcase how similar networked governance models and delivery mechanisms have been successfully implemented elsewhere and analyse their relevance to Rwanda.
- Use these case studies to draw actionable insights and benchmark Rwanda's current structures, identifying opportunities for improvement and adaptation.
Design Recommendations:
- Collaborate with project teams to draft and validate design recommendations based on diagnostics, stakeholder feedback, and insights from benchmark analysis and case studies.
- Focus on key areas such as government structure, performance management systems, and human resources capacities to align with NST-2 priorities.
Supporting Key Ministries in Setting Up Delivery Mechanisms:
- Conduct an assessment of the "as-is" state of delivery systems within key ministries, identifying gaps and areas for improvement.
- Design fit-for-purpose delivery mechanisms tailored to the needs of each ministry, ensuring alignment with Rwanda's national priorities and NST-2 goals.
- Pilot and operationalize these delivery mechanisms, working closely with ministry teams to ensure effective rollout. Including development of comprehensive delivery plans that include clear targets, timelines, and performance indicators; setting up regular delivery routines within ministries, including performance tracking, reporting, and feedback loops to ensure continuous improvement and accountability.
Testing and Application of Delivery Principles:
- Apply core delivery principles to ensure that proposed solutions are practical, adaptable, and focused on measurable results.
- Test and validate solutions through pilot implementations, collecting feedback to refine delivery mechanisms for improved accountability, performance tracking, and continuous improvement.
Stakeholder Validation of Design Solutions:
- Facilitate the validation of designed solutions by engaging key stakeholders to ensure feedback is integrated before pilot deployment.
- Use this feedback to finalize the design and create a roadmap for phased deployment.
Recommendations for Scaling:
- Contribute to the development of scale-up plans for the Networked Government Architecture, including strategies for stakeholder sensitization, resource allocation, and capacity-builmding programs.

- Qualifications: A master’s degree in public administration, governance, political science, management, or a related field is required. The consultant should also have experience working with high-level government officials, donor agencies, and cross-sectoral stakeholders particularly in sub-saharan Africa.
- Skills: Strong understanding of government processes, decision making frameworks, and delivery mechanisms; Excellent communication and presentation skills are essential, particularly in using English as the primary medium of communication. Analytical mindset, with an ability to synthesize complex data into actionable insights;The consultant should be proficient in preparing high-quality reports and presentations using Microsoft Office tools, especially PowerPoint, with a strong emphasis on creating clear, visually engaging documents that effectively convey complex ideas. Strong project management skills are also required, with the ability to synthesize stakeholder input and translate it into actionable recommendations. The role demands strong analytical abilities to benchmark current structures against international best practices and develop practical delivery plans.
