ORGANIZATIONAL CONTEXT & JOB PURPOUSE

Following the results of the acute food security classification exercises (IPC) conducted in September 2022, which revealed a population of 4.7 people in food insecurity, with 19,000 people in famine, WFP declared an L3 emergency in October. WFP's ongoing response is intense, with an increasing number of people in needs.

In the context of Haiti Corporate Scale Up, making the best decisions is extremely important. To enhance decision-making in the Country Office, as part of a recent Organizational Alignment exercise, it was decided to establish a Data Science and Information Management team. This team will enable the CO to utilize data from various units such as Programme, Supply Chain, VAM, etc. and create innovative decision-making tools based on this knowledge. These tools will then be used to assist the different units and will play a crucial role in the improvement of WFP operations in Haiti.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of the Country Director), the incumbent will lead the Data Science & Information Management team and will supervise a team of two specialists. The incumbent will be responsible for the following activities:

  1. Realize an exhaustive assessment of the current challenges met by the Country Office and identify potential data projects allowing the alleviation of these challenges
  2. Lead the Unit’s work and strategy on predictive analytics, data science, and other relevant research and innovation areas.
  3. Supervise 2 data scientists in the unit working on Predictive Analytics and oversee the onboarding of new data scientists into the team.
  4. Collaborate closely with the other data analysts and information managers in the other units (ICT, VAM, etc.)
  5. Design, coordinate and manage research projects on predictive analytics for the different units, assisting them in their decision-making.
  6. Design and oversee a strategy of technical engagement for the Unit’s predictive analytics work: identify relevant fundraising and grant opportunities, relevant actors, and research groups the Unit should engage with, etc. This includes maintaining the ongoing research collaborations with universities, research institutes and other UN agencies.
  7. Participate in working groups within WFP and with external partners on predictive analytics and AI for food security.
  8. Produce internal documentation and sensitization material on predictive analytics and its demystification.
  9. Assist the different units in the integration of innovative developed decision-making tools in their operations

DELIVERABLES AT THE END OF THE CONTRACT

  1. Develop a comprehensive assessment of the current data challenges in the Country Office and a prioritization of the most impactful projects
  2. Lead the implementation and integration of data-based decision-making tools allowing the Country Office to make better decisions regarding the efficiency and costs of the developed programs
  3. Contribute to scientific paper(s) submitted to peer-reviewed journals.
  4. Develop presentations and communication/advocacy materials on the Unit’s predictive analytics work developed and delivered.
  5. Support in implementing studies/research to document WFP's programmatic alternatives in Haiti in collaboration with local units, study centers, or research institutes. These collaborations could be at a national level (e.g University of Quisqueya) and/or at an international level (e.g collaborations with Ivy League universities)
  6. On a regular basis, write advancement reports allowing the Country Office to have a clear view of the on-going projects but also to allow the other Country Offices to identify the lessons learned to share HTCO with the rest of WFP’s community

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Data Science, Statistics, Data analysis or First University Degree with additional years of related work experience and/or trainings/courses in data analysis and/or Data scientist experience.

Experience: At least 5, preferably 7 years of postgraduate progressively responsible professional experience in Data Science in projects related to optimization and decision-making.

Knowledge and Skills: Experience in Data analysis and Programming skills in languages such as C++, Python and/or R.

Languages: Fluency (level C) in both English and French is a requirement for the position
