How can you make a difference?

The Programme & Planning Section, UNICEF East Asia Pacific Regional Office (EAPRO) is seeking an individual consultant to provide strong support to countries with data analysis and setting up of CAPI system-based data collection. This also require data analysis and data processing capacity building activities. The applications received will also be used to create a roster to meet future demands/needs in this area of work.

Work Assignment, Expected Deliverable and Delivery Schedule:

1. Assignment: Technical support and guidance with the development and review of CAPI application for household survey data collection, especially using CSPro software to countries in the region.

Expected deliverable 1: Multiple surveys/countries.

Delivery schedule: Spread over the contract period.

2. Assignment: Technical support and guidance on data quality review, data cleaning, data editing, and development of tabulation plans and data analysis.

Expected deliverable 2: Multiple data analysis as per request

Delivery schedule: Spread over the contract period.

3. Assignment: Prepare brief evidence synthesis report/snapshots/brochures based on the analysis carried out as part of Assignment 2.

Delivery schedule: Spread over the contract period.

4. Assignment: Provide in-country support to assist capacity building around data processing and analysis.

Expected deliverable 4: Support to multiple countries as needed

For the above assignments, the consultant will work in close collaboration with the Regional Statistics Specialist, UNICEF Country Office Focal person, other experts involved in the specific task. During country visits, the consultant will be expected to implement capacity building activities with the implementing partner as required and organised by the UNICEF Country Office.

The consultant will prepare a monthly report on activities undertaken and completed against the deliverables. A separate report needs to be prepared and submitted to the UNICEF supervisor for each in-country mission.

Duration of Contract: 1 April 2023 – 31 March 2024 (50 working days. Depending on the demand of services, the contract duration and number of working days will be amended.)

Education

At least a Master’s Degree or equivalent in Demography, Statistics, Social Sciences, or other related technical field with significant measurement or analysis component is required.

Skills and Experience

• At least 5 years’ experience in analyzing development survey data sets such as MICS, DHS, other household surveys, Population Census, administrative datasets etc.

• Expertise in statistical analysis software’s such as SPSS or STATA or R and CSPro is highly desirable.

• Strong data analysis skills, including proven experience in multivariate analysis of microdata from household surveys and interpretation of findings and results is required.

• Strong technical and analytical writing skills in English is required.

• Excellent communication in written and spoken English.

• Excellent communication and interpersonal skills.

• Ability to work independently in a timely manner.

• Ability to meet deadlines.

• Previous experience of handling of data from countries in East Asia and Pacific is an asset.
