Result of Service Ultimate result of service:

1) Review and incorporate interdependent projects a. By functional team, the consultant incorporates additional projects on Microsoft Project Server, i.e. Facilities Management Unit and other relevant projects that have an impact on the SMP, OSH.

2) PMO Continuous Improvement a. Improvement plan of the PMO operation by measuring its effectiveness, implementing changes to existing services and adding new services. b. Knowledge transfer and monitor the ESCAP staff ability to manage the PMO.

3) Focus groups and working groups meeting coordination and support. Assist senior management in dissembling collect information, developing surveys, analyzing collected inputs and summarizing into talking points and MS PowerPoint presentations.

4) Business Intelligence / Reporting a. Utilize MS Power BI, MS Sharepoint List and other data sources to collect project measured transactions. Create and maintain professional operational visualization dashboard and trend analysis. b. Provide guidance and advisory to in-house developers and other junior Power BI users on data visualization outputs.

5) Data Analytics a. Review and propose analytical solutions to optimize the use of data. b. undertakes analysis and business intelligence projects that provide insights and recommendations.

6) Business Process Automation a. Use process advisor tools to analyze ESCAP’s business processes and generate recommendations for process automation and workflow creations. b. Automation of ESCAP’s manual and repetitive business processes to digital and automated processes using workflow and robotic process automation functions.

7) Any other Business/Deliverables.

Duties and Responsibilities Background:

The United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) located at the United Nations Buildings in Bangkok, Thailand is seeking the expression of interest of a Consultant to continue supporting the Project Management Office (PMO), including developing the PMO guidelines, gaining stakeholder agreement to project plans, developing presentations, developing monitoring tools and project management mechanisms to support the execution of the ESCAP Administration Projects including ; global service delivery projects; digital transformation, data-analytics and data management projects.

ESCAP Administration requires the set-up of a PMO to do thorough planning and analysis prior to project initiation. ESCAP requires project controls that closely monitor, manage risks, identify and provide timely, efficient and effective solutions to issues. The Consultant shall manage the implementation of the PMO and supply the skills necessary for the Project and Program Management including the Management of the project Scope, Schedule, Budget, Quality, Procurement, Risk, Change, Requirements and Monitoring. In particular the Consultant shall provide Risk Mitigation, Project Planning and incorporate process into the PMO to ensure the success of the PMO.

Scope of Work:

The Consultant shall: - Establish and implement written project management processes, methodologies, and tools; - Be responsible for implementing project schedule, budget and monitoring tools; - Apply the appropriate areas of Prince2 methodology and PMI standards as well as documentation and processes required by the ESCAP; - Manage the Microsoft Project Server and/or equivalent platform; - Facilitate gathering and validating the business requirements relating to ESCAP projects; - Provide required processes to monitor project objective, key performance indicators (KPIs) and project benchmark compliance to schedule, cost and quality; - For architecture/engineering projects, makes detailed study of each project, considers methods of achieving assignment, and decides on final design in consultation with ESCAP; - Coordinate with other units and/or stakeholders to collect inputs and assess changes in project scope; - Provide required monitoring reports and dashboards to status completed tasks, plans issues, risks, and risk mitigation to ESCAP management; - Develops analytical solutions in collaboration with ESCAP management; - Experience in creating and maintaining MS Power BI reports/dashboards; - Builds analytical products and ensures user experience and adoption; - Operates Artificial Intelligence and Machine Learning toolkits to enable business process improvement. - Skills in leveraging AI enabled business process automation platforms such as MS Power Automate/ Power Apps to automate the business processes is highly desirable - Provide support to ESCAP staff on Microsoft Project Server and/or Project Management Methodologies.

Qualifications/special skills Licenses & Certificates: N/A Competency: N/A Academic Qualifications: Bachelor’s Degree in information technology, Business Administration or related. Experience: Experience: A minimum of 5 years of professional experience in Project Management - Experience in the establishment of Project Management Office and daily operations - Experience with Microsoft Project Server and tools - Proficiency in Business Automation Platforms such as MS Power Automate/Power Apps or similar platforms - Proficiency with MS office suite, MS Visio - Proficiency with MS PowerBI and business analytics reporting - Proficiency with MS Sharepoint and MS Teams in collaboration and organizing meetings - Knowledge/working experience in office space planning, building infrastructure planning, and/or design and architecture is highly desirable Language: Fluency in English is required. Knowledge of another UN official language is an advantage.
