BACKGROUND

Purpose of Activity/Assignment:

Towards achieving high immunization coverage while introducing new vaccines through equity-focused vaccination program, the need for effective immunization supply chain remains vital. Efficient supply chains equipped with reliable cold chain equipment are important in helping countries primarily to reaching children with potent lifesaving vaccines to protect them against vaccine preventable diseases and subsequently increase immunization coverage.

While significant cold chain has been delivered to countries over the past many years, there is still a need to determine chain gaps and strengthen critical systems required to achieve the IA2030 and Gavi goals of 90% functionality rates. These systems include functional and completed cold chain inventories, active cold chain performance monitoring, maintenance, decommissioning and safe disposal of obsolete or non-functional equipment and not least availability of technical expertise on cold chain and immunization supply chain.

In order to ensure systematic improvements to the supply chain and improving coverage and reducing inequities, evidence-based decisions making on which areas are to be strengthened is critical.

The main purpose of the consultancy is thus to conduct global surveys, gaps analysis and data analysis activities that can inform UNICEF, WHO and other technical partners on how best to improve the immunization supply chain (iSCM) related to cold chain equipment management (CCEM).

The Health Specialist, Immunization Supply Chain & Logistics will be the contract supervisor for the assignment.

Scope of Work:

Under the supervision of the Health Specialist, Immunization Supply Chain & Logistics, the Data Analyst - iSCM consultant will be responsible for:

  • Developing and conducting global surveys and gaps analysis related to CCEM along with detailed data validation and analysis.
  • Conducting Remote Temperature Monitoring Devices (RTMD) Maturity Model Assessment for Gavi 25 CVM countries and high volume countries along with detailed data validation and analysis.
  • Development of global CCE inventory information database and integration into Thrive360.
  • Roll out of CCI data collection tool across selected regions including Technical Assistance (TA) to countries on operationalizing the tool.

Terms of Reference / Deliverables/Deadlines

  1. Conducting Global Survey on CCEM including detailed data validation and analysis for development of recommendations by region for Technical Assistance (TA) and global guidance development.

  1. Conducting global analysis on country plans for ultra-low temperature cold chain (UCC) repurposing as part of C-19 integration to routine immunization, including simulations of UCC storage capacity that needs to be retained at country level both for ongoing C-19 vaccinations as well as for future pandemic outbreak responses.

Qualifications

(1) Education

Master's Degree in one or more of the following areas: Statistics, Engineering, Health Economics/Statistics or other relevant fields.

(2) Work experience

  • Minimum 8 years of progressively responsible relevant work experience in Power BI and Statistical Analysis with good understanding of iSCM.
  • Experience working in the UN system agency or development organization is an asset. Familiarity with emergency response is an asset
  • Demonstrated expertise/skills in data analyzing for immunization health commodities
  • Demonstrated experience with global health surveys and data validation/analysis
  • Demonstrated experience setting up global CCE inventory database

(3) Competencies

  • Ability to work in the multi-cultural environment.
  • Fluency in English is required. Fluency in another UN language would be considered an asset.

  • Financial proposal that will include:

  • Costs for each deliverable and total all-inclusive (lump sum) fees for the whole assignment.

  • Travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR
  • Any other estimated costs: visa, health insurance, and living costs as applicable.
  • Indicate your availability

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.

  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
