Result of Service A Provide expert support and technical advice to the development or revision of the SADC TIPNET and Member states methodological approaches and standards collection of data. This includes working with SADC and Member States to develop plans and implement the same for improvement of the SADC TIP NET system including the addition of SOM data to the system;

B Develop or revise statistical concepts, definition, standards and classifications used in UNODC and Southern Africa on Trafficking in Persons and Smuggling of Migrants for research and decision-making. Including a review and updating of SADC TIP data collection system forms in consultation with SADC and Member States C Support the research and analysis of TIP data at regional, national and global level and to provide monthly trends of TIP and SOM in each of the SADC Member States D Provide active support to all SADC Member States in the collection of TIP and SOM data and in inputting the same to the data collection system (SADC TIP NET). The result will be a significant increase of TIP data from each member state on the SADC TIP NET

E Undertake trainings (at least three) in SADC Member States on TIP data collection(deliverable to be classified and payable per country/event executed) F Support the preparation and execution of a Regional TIP data collection meetings including preparation of the agenda and leading sessions G Submit an output oriented final report.

Duties and Responsibilities 1. Background of the assignment

The United Nations Office on Drugs and Crime (UNODC) Regional Office for Southern Africa (ROSAF) implements a Regional Programme aimed at combating Trafficking in Persons and Smuggling of Migrants. This project is run under collaboration with the Southern Africa Development Community (SADC) Secretariat. Under an EU funded Southern Africa Migration Management (SAMM) project which is a model of a ONE-UN approach collaborative effort between 4 UN development and humanitarian agencies: the ILO, the IOM, UNODC and UNHCR, whose overall objective is to improve migration management in the Southern Africa and Indian Ocean region. The United Nations Office on Drugs and Crime (UNODC) supports Member States in domesticating the Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children, and the Protocol against the Smuggling of Migrants by Land, Sea and Air, both protocols supplementing the United Nations Convention against Transnational Organized Crime.

In particular, UNODC ROSAF seeks to enhance collaborative methods and improve capacity to combat human trafficking in Southern Africa by establishing a harmonized TIP data collection and reporting system. UNODC has rolled out the SADC Regional TIP Data Collection System in 15 out of 16 SADC Member States, and through the current project, intends to strengthen the collection and analysis of human trafficking data. This will include, reviewing the data collection questionnaires, data collection methodologies, crime classifications as well as convening multi-disciplinary trainings on human trafficking data collection to entrench a conceptual understanding of the elements constituting the crime of trafficking in person in addition to training on use of the data collection tool.

2. Purpose of the assignment

The purpose of the assignment is to support undertake an extensive assessment of the SADC Trafficking in Persons Data Collection System, contribute to the review and revision of the correct data collection forms; propose key trafficking in persons classifications to include in the revised data questionnaire; propose methodologies for collection of human trafficking data and convene multi-disciplinary trainings for front line officers on human trafficking data collection to entrench a conceptual understanding of the elements constituting the crime of trafficking in person in addition to training on use of the data collection tool. The consultant will also actively gather TIP and SOM data in all Member States.

3. Specific tasks to be performed by the consultant

Under the overall supervision of the Regional Representative and within the framework of the UNODC Regional Programme for Southern Africa, the consultant will perform the following tasks:

- Undertake a review and provide an in-depth analysis of the gaps, challenges and opportunities of the SADC Regional Data Collection System; - Undertake a review of the current data questionnaires of the system and propose ideas to improve the data questionnaires; - Propose key Human Trafficking indicators and data classifications for inclusion in the revised data questionnaires; - Suggest feasible methodologies for the collection of human trafficking data within the ambit of the SADC Regional Data Collection system; - Convene Multi-disciplinary trainings for front line officers on human trafficking data collection to entrench a conceptual understanding of the elements constituting the crime of trafficking in person in addition to training on use of the Regional Data collection system; - Identify and highlight synergies between the SADC Regional Data collection System and the data collected by UNODC HQ for the Global Trafficking in Persons Report - Contribute to Trafficking in Persons and Smuggling of Migrants data, information management and registration strategies with statistical and data analysis elements with a vision on the use of statistics and analytical data products, particularly in planning, programming and advocacy, at the country, regional and HQ levels as appropriate. - Develop or revise statistical concepts, definition, standards and classifications used in UNODC and Southern Africa on Trafficking in Persons and Smuggling of Migrants for research and decision-making. - Develop new or improve estimation methods and statistical models for analyses and projections on TIP and SOM in the Southern Africa Region; - Support SADC and SADC member states in the collection, recording and analysis of TIP and SOM data and in all data collection on or statistical analysis activities. This includes lead in developing plans and monitor implementation to ensure statistics and analysis are of highest standards; - Compile, consolidate, validate and disseminate official statistics TIP and SOM at country, region or global level, including annual statistics. - Lead in the development or revision of the SADC TIPNET and Member states methodological approaches and standards collection of data. This includes working with SADC and Member States to develop plans and implement the same for improvement of the SADC TIP NET system; - Lead in the design and implementation of relevant statistical analytical products and oversee their production, including quality assurance. - In coordination with sectoral and other programme and data staff, apply statistical scenarios and models based on historical, recent and seasonal information to support comparative country, regional and global analysis, including political and sociodemographic trends. - Draft statistical reports for UNODC and/or with partners. - Contribute to research on alternative data sources on global forced displacement and statelessness situations. - Conduct trainings and capacity development activities to improve technical and research skills of Member States in the area of TIP and SOM or statistical analysis.

a) Reporting

Under direct supervision of the Trafficking in Persons Programme Officer, the consultant will work closely with the UNODC TiP /SoM team.

The consultant shall submit a comprehensive report of activities supported, separate from a final Output oriented report.

Qualifications/special skills- An advanced university degree (Masters’ Degree or equivalent) in Law, Criminology, Public Administration, Political Science, International Relations or Criminal Justice, crime prevention and/or law enforcement is required. A first level university degree in similar fields, in combination with two additional years of qualifying experience, may be accepted in lieu of the advanced university degree.

Experience: - A minimum of ten (10) years of professional experience in data collection, research, analysis of data or policy development in the area of serious and organized crime, human rights law or criminal law, including through direct work with multi-stakeholders bodies at national level is required;

Language: - English and French are the working languages of the United Nations. For this post, fluency in oral and written English is required. Knowledge of another official United Nations Secretariat language is an advantage.

Competency: - Excellent research, analysis, strategic planning, and presentation skills is desirable; - Very strong knowledge of local, regional and global human trafficking developments is desirable.
