Within this overall framework, UNESCO is currently engaged in a number of cultural initiatives that aim at supporting the Afghan Government and its relevant national and local authorities to protect and promote the diverse cultural heritage and in doing so, to contribute to the social and economic development of the country. Two of such initiatives involve specific activities aimed at the sustainable and long-term protection and management of the two properties listed as World Heritage in Afghanistan, the Minaret and archaeological remains of Jam and The cultural landscape and archaeological remains of the Bamiyan Valley. The Jam property, located in a remote mountainous area with limited accessibility was inscribed on the World Heritage List in 2002 and simultaneously placed on the List of World Heritage in Danger. Since 2002, UNESCO has commissioned a number of reports on the Minaret of Jam, many of which containing relevant recommendations to its safeguard from both natural and human-induced hazards. A new project “Safeguarding the Minaret and Archaeological Remains of Jam, Afghanistan – Phase I” is currently being implemented, focusing on the overall protection, structural stability and monitoring of this unique property. The Bamiyan property was inscribed on the World Heritage List in 2003 and also placed on the List of World Heritage in Danger. Following several joint-initiatives between UNESCO and the Afghan authorities, a new project entitled “Sustainable Management of the Bamiyan World Heritage property - Preparing the removal of Bamiyan from the List of World Heritage in Danger” is now being implemented, aiming at ensuring sustainable development in Bamiyan through the establishment of a proper foundation for the protection and use of the World Heritage property, and for the removal of Bamiyan from the List of World Heritage in Danger. Long Description ---------------- Main Duties and responsabilities Under the overall authority of the Director of the Kabul Office, the overall supervision of the Head of Culture Unit, and in close coordination with Program Officers, the consultant will provide specific technical assistance to the following projects (1) “Safeguarding the Minaret and Archaeological Remains of Jam”, (2) “Sustainable Management of the Bamiyan World Heritage property: \- Preparing the removal of Bamiyan from the List of World Heritage in Danger” and (3) “Silk Roads Heritage Corridors in Afghanistan, Central Asia and Iran – International Dimension of the European Year of Cultural Heritage” and : \- Liaise closely with the Culture Programme Specialist to implement the specifically assigned projects and indicated deliverables underneath. \- Provide the specific technical support needed to protect and manage cultural heritage in Afghanistan, with focus on the deliverables as reflected underneath. \- Assist the Director, the Head of the Culture Unit or the Program Officers in meetings with the Ministry of Information and Culture, or with any other relevant stakeholders and UNESCO’s partners in Afghanistan. \- Assist the Culture Programme Specialist in sharing of information between UNESCO and relevant Government Departments, especially in relation to the specifically assigned projects and indicated deliverables which are related to the protection, conservation and preservation of heritage sites in Afghanistan. Long Description ---------------- Deliverables: 1\. Provide technical assistance to the implementation of the project: “Safeguarding the Minaret and Archaeological Remains of Jam”, with the Ministry of Information and Culture, especially related to the plannification of the restoration process. 2\. Provide technical assistance to the implementation of the project: “Sustainable Management of the Bamiyan World Heritage property - Preparing the removal of Bamiyan from the List of World Heritage in Danger”, with the Ministry of Information and Culture and its relevant Departments especially related to the conservation of the mural paintings and archaeology activities. 3\. Provide technical advice for the implementation of the “Silk Roads Heritage Corridors in Afghanistan, Central Asia and Iran – International Dimension of the European Year of Cultural Heritage”, especially related to the training and capacity building with relation to the UNESCO 2003 Convention. Timeframe The consultancy is expected to start in March 2021 and completed by August 2021: **By 31 March 2021**: Report of a field mission to Jam to accompany the international team that is conducting the conservation assessment of Jam. **April 2021**: Assist in the technical analyses of the bids for the conservation of the Western Buddha and further assist in analysing bids for the archaeological part of the project. Provide technical inputs on the phase I of the Jam project. **May 2021**: Preparing an action plan to implement the EU-funded project during its third fiscal year. Continue to provide technical inputs on phase I of the Jam project. **June-15 August 2021**: TOR development for physical conservation of the Minaret of Jam as part of phase II of the project with advertisement. Provide technical advise for the implementation of the archaeological part of the Jam and Bamiyan projects. The incumbent shall submit to UNESCO Kabul office a monthly report (at the end of each month) and a final report (at the end of the contract) containing all activities carried out during the duration period of the contract. Skills \- Sensitivity and adaptability (cultural, gender, religion, race and nationality); \- Excellent research skills; \- Excellent analytical and writing skills; \- Competent computer skills for word processing, presentation and data analysis; and \- Excellent independent working skills. Language \- Fluency in English (both written and spoken). **DESIRABLE QUALIFICATIONS** ---------------------------- Education \- Advanced degree (doctoral degree) Culture, Art History, Archaeology, Conservation or a related field. Work experience \- At least 10 years of relevant work experience in Culture \- Previous work experience dealing with Government counterparts, particularly the Ministries of Culture.
