Overview

Finalize DRR status reports for nine countries focusing on gender and disaster resilience.

You have:

  • Master's Degree in a related field, including disaster risk reduction, climate change, environmental studies, development studies, or gender-related studies is required.
  • A first level university degree in a related field may be accepted with an additional two years of experience in lieu of the master's degree.
  • Minimum 5 years of research and communications experience in disaster and climate resilience or related area is required.
  • Experience and understanding of the Pacific region is required.
  • Demonstrated understanding of multi-hazard and inclusive risk approaches including health hazards, gender and inclusion, climate change is desirable.
  • Fluency in English is required.

Result of Service Finalized DRR status reports for in a maximum of nine countries. At least reports for five countries from the list mentioned in the previous page should be published before the Global Platform for Disaster Risk Reduction which starts on 23 May 2022. Other reports should be published before Asia-Pacific Ministerial Conference on Disaster Risk Reduction which starts on 19 September 2022.

Work Location This consultancy position will work remotely

Expected duration 45 days between 1 March- 31 August 2022.

Duties and Responsibilities Background:

The Sendai Framework for Disaster Risk Reduction 2015-2030 is the world’s plan to strengthen disaster resilience at all levels and across all sectors. The Sendai Framework calls for strong political leadership combined with the involvement of all stakeholders to prevent and reduce disaster risk.

Understanding how people’s lives are impacted by gender norms, roles and relations within a given culture and society is critical to understanding and reducing disaster risk. Women, girls, boys, men, and people of diverse gender identities have distinct vulnerabilities in each context that shape the way they experience and recover from disaster impacts.

The Sendai Framework recognizes the importance of integrating a gender perspective into all DRR policies and practices, and the need to empower women to publicly lead and promote gender equitable and universally accessible prevention, response, recovery, rehabilitation, and reconstruction.

The country disaster risk reduction (DRR) status report provides a snapshot of the state of DRR in Pacific countries under the four priorities of the Sendai Framework for Disaster Risk Reduction 2015-2030. It also highlights progress and challenges associated with ensuring coherence among the key global frameworks at the national level; and makes recommendations for strengthening overall disaster risk management (DRM) governance by government institutions and stakeholders at national and local levels.

Duties and Responsibilities:

The consultant will:

1.Review draft DRR status reports for maximum nine countries;

2.Collect and analyze any additional information needed based on desktop research;

3.Fact check / consult with any key stakeholders, such as national disaster management offices, as required

4.Pay particular attention to and add information regarding COVID-19 and health hazards, recent disasters, gender and inclusion issues, climate change; and modify/ supplement as necessary; and

5.Proofread and finalize the reports.

This consultancy position will work remotely. S/he will report to Disaster Risk Reduction Officer of UNDRR Pacific Sub-Regional Office. S/he will work for 45 days between 1 March- 31 August 2022.

Qualifications/special skills Skills: Attention to detail and being able to clearly communicate complex ideas is essential. Ability to convey ideas clearly and succinctly in writing. Academic Qualifications: Master’s Degree in a related field, including disaster risk reduction, climate change, environmental studies, development studies, gender-related studies is required. A first level university degree in a related field, including disaster risk reduction, climate change, environmental studies, development studies, gender-related studies may be accepted with additional two years in lieu of masters degree. Experience: Minimum 5 years of research and communications experience particularly in the area of disaster and climate resilience or related area is required. Experience and understanding of the Pacific region is required. Demonstrated understanding of multi-hazard and inclusive risk approaches including health hazards, gender and inclusion, climate change is desirable. Language: Fluency in English is required.
