Overview

You have:

  • First-level university degree in communications, journalism, development, social sciences, public health, or another relevant field.

Purpose of consultancy

To provide technical expertise to the WHO Innovation Hub on innovation engagement and related community engagement activities for the LEAD Internal Innovation Challenge, through the Eureka Innovation Centre.

Background

Innovation is a central component of WHO’s five-year strategy – the 13th General Programme of Work 2019-2023 (GPW13) and its Triple Billion Goals – and will allow WHO to accelerate its impact at the country level and their progress towards the SDGs.

In 2018, WHO launched its ‘Innovation Hub’, as part of a new department for Digital Health & Innovation, sitting within the new Science Division, led by the Chief Scientist. Since that time, the WHO Innovation Hub has worked to accelerate health impact sustainably through innovation and strengthening WHO’s internal innovation culture. It does this by implementing its strategic goals to: a) matchmake the health demands at country level with ready-to-scale and sustain innovations, for health impact; and b) harness a culture of innovation in WHO and countries.

Since 2020, the LEAD ('Leap, Engage, Accelerate & Disrupt') Innovation Challenge has provided a safe space for WHO staff worldwide to explore and experiment in a supported environment to harness the power of innovation for a more agile and better WHO. LEAD offers staff opportunities for innovation learning, coaching, mentorship and potential seed-funding, towards accelerating the impact of our work. The programme aims to brings together all WHO staff – our diverse backgrounds, experiences, insights, and expertise, across our regional and country office network. Several ideas from these LEAD challenges have either been scaled within WHO, or are currently seeking funding for scale.

The Eureka Innovation Centre is a physical and digitally-enabled innovation ‘lab’ space and service offer that encompasses showcasing innovation, learning and facilitation to allow WHO staff and member states to discover, catalyse and launch impactful, demand-driven innovation in health. The physical Eureka Innovation Centre space is in the final stages of implementation – including hybrid facilitation ready conference and AV equipment –before launch, along with its initial virtual presence (website, staff network and internal social media).

Deliverables

Deliverable 1: Design and deliver a plan to build-up and manage the LEAD and WHO innovation communities through the Eureka Innovation Centre, including the launch of the 2023 LEAD Innovation Challenge

  • Output 1.1: Design and develop a plan for running the Eureka Innovation Centre, as synchronised with the LEAD Innovation Challenge, to maximise community participation and use. This including activities such as developing strategies for ongoing management, content and service delivery, as well as plan and implement approaches to receiving community members, guests and dignitaries in person, and source and review innovation content for digital channels and innovation demo pods, as needed.
  • Output 1.2: Develop and implement a plan and manage a series of key innovation community events, such as the soft and official launch of the Eureka Innovation Centre (November/December 2022 and May 2023 respectively - final date TBC) and the launch of the 2023 LEAD Innovation Challenge (May 2023 - final date TBC).

Deliverable 2: Design and deliver a programme of exciting innovation activities through the Eureka Innovation Centre for the LEAD and WHO innovation community, as well as all WHO staff

  • Output 2.1: Develop and implement a plan for piloting a several creative, inclusive in-person, virtual and hybrid innovation activities, such as a variety of interactive workshops and capacity building opportunities, to increase community awareness, knowledge, capacity and confidence with innovation across the three-levels of the organization (countries, regions and HQ), and facilitated using a variety of creative and/or innovation methods and practices such as human-centred design, to empower community members, as well as WHO staff and member states.
  • Output 2.2: Design and implement a light-touch measurement, evaluation, and learning approach for the community and this programme of innovation activities, and iterate the approach where necessary.

Deliverable 3: Develop and implement engagement approaches for LEAD and innovation, for participants and staff from across the 3-levels of WHO

  • Output 3.1: Develop and implement a plan for increasing engagement with LEAD and innovation across WHO, by sharing repurposed and original stories of innovation for a variety of stakeholders, through various channels including the Eureka Innovation Centre. Stories should provide an engaging and compelling innovation vision and showcases innovation impact from across LEAD and WHO. Themes and approaches to be coordinated with WHO Innovation Hub team, and other LEAD service providers, and approved by the Hub team, and can be suited to various mediums and target audiences.
  • Output 3.2: Develop and implement a plan to convene, facilitate and share multimodal experiences and stories of the LEAD Innovation Challenge and innovation at WHO, which will be showcased across WHO’s innovation community and member states, through the Eureka Innovation Centre.
  • Output 3.3: Collate and develop a method for sorting, organising and easily accessing innovation stories across LEAD and WHO Innovation Hub initiatives.

Qualifications, experience, skills and languages

Educational Qualifications:

Essential:

First-level university degree in communications, journalism, development, social sciences, public health, or another relevant field.

Desirable:

Advanced university degree in communications, journalism, development, social sciences, public health, or another relevant field.

Experience

Essential:

  • At least 5 years relevant experience related to coordination and development of communications and multimedia strategies and products.
  • At least 2 years of experience with social media, and/or innovation facilitation.
  • Experience in event planning, capacity building and project management, especially in innovation in health and development, change management, strategy and programme development and execution, and multistakeholder engagement, process facilitation.

Desirable:

  • Experience in communication strategy development for multilateral partnerships, change management through communications and innovation engagement, running Innovation Challenges, agile project management and setting up Innovation Hubs / Centers, delivering project outcomes through the use of innovative techniques and approaches.
  • Experience managing health innovation, in particular digital and social innovations, and working at the national level.
  • Experience working for the UN system

Skills/Knowledge:

  • Knowledge of social media and digital content creation.
  • Graphics design (Canva/Adobe suite) and video-editing skills.
  • Understanding of social media channels and internal and external communications tactics.
  • Knowledge of Inclusive and engaging workshop facilitation (in-person, digital and hybrid).
  • Knowledge of digital facilitation tools such as Miro, Mural, Sli.do, Mentimeter.
  • Expertise in communications and planning.
  • Excellent writing skills.
  • Proven ability to work and produce results in a fast-paced, complex and politically sensitive environment.
  • Good knowledge of international global health and development issues.
  • Computer literacy in MS Office standard, and tele-working applications, and conferencing and digital workshop equipment.
  • Ability to work in close collaboration with team members and external partners.
  • Knowledge of project and people planning, coordination and communicating with influence across a variety of stakeholders, including senior management.

Languages required:
