The Office of Internal Audit and Investigations (OIAI) reports to the Executive Director and is responsible for providing internal audit and investigation services to UNICEF. OIAI provides independent, objective assurance on the effectiveness of risk management and the effectiveness and adequacy of internal controls.

One of the strategic priorities for OIAI during 2022-2025 is to strengthen existing communication channels necessary for a continuous two-way information exchange with clients and stakeholders for risk intelligence; sharpen the effectiveness of its reports for quality and content; and develop new channels for broader dissemination of meta-analysis of the thematic lessons derived from its cross-cutting work. OIAI will strengthen its communications and knowledge management efforts to educate and disseminate the findings and lessons of our audit and advisory work. Improved coordination of communications with staff and donors with respect to relevant investigative activities will also contribute to the overall efficiency and quality of the investigation function and an increase in trust in the ability of OIAI to promote integrity across UNICEF.

How can you make a difference?

OIAI is seeking a consultant with extensive experience in communications to work on a number of divisional strategic communications initiatives. The consultant would assist the Director’s Office, OIAI, working remotely from his or her home country.

The consultant will:

  • Contribute to the design and implementation a communication plan for OIAI for both internal and external audiences that advances the OIAI mandate and strategy, aligned to the UNICEF strategic plan by increasing knowledge and awareness of OIAI’s activities, outputs and role in promoting integrity, risk management and strong corporate governance across UNICEF.
  • Implement the communications plan utilizing tools like digital media (website, video, etc), newsletters, reports, visual presentations, brochures, annual reports, and more.
  • Design visually compelling executive PowerPoint presentations for engagement with the Executive Board, Donors, executive management meetings and a range of other engagements with key stakeholders.
  • Review and maintain OIAI’s communications digital platforms (public website and SharePoint intranet sites) and recommend innovations and improvements.
  • Work with office leadership to draft speeches and other written or oral presentations for a variety of audiences.
  • Monitor and evaluate impact of communications activity.
  • Write, edit and produce cross-cutting reports (based on existing audit and investigation reports), storyboards and newsletters, for broad distribution both within UNICEF and to external audiences.
  • Develop and maintain the standard informative PowerPoint presentations about OIAI’s work in audit and investigations for divisional staff to deliver to its clients.
  • Contribute to quarterly, annual reporting and other office reports and briefs as needed by the Director’s Office.
  • Anticipate, share and manage communications challenges that may arise as a thought partner and trusted internal consultant and advise on the deployment of communications messages and tools.
  • Facilitate intra-divisional knowledge sharing sessions; and participate in and support cross-divisional communication efforts, as needed, on matters of interest to OIAI.
  • Communicate regularly with the Adviser and other members of the OIAI management team, including the Director OIAI, as appropriate.

The consultant will work under the direction of the Adviser, OIAI.

All work products produced by the consultant as a result of his/her engagement with UNICEF, remains the property of UNICEF and shall be submitted to the Adviser OIAI, or the Director, OIAI.

To qualify as an advocate for every child you will have…

  • At least 8 years of progressive professional experience working in communications including on its strategy for senior management in corporations, international or national NGOs, UN or multilateral organizations.
  • Strong in English language with writing skills, designing presentations, use of new communication tools and copywriting, brochures, and technical writing in English.
  • Demonstrated strong communication, presentation and writing skills are essential – a clear, concise, compelling writing style, which is adaptable for difference audiences, including mainstream public.
  • Ability to analyse content from existing reports quickly and accurately assess and summarize common themes.
  • Proven ability to design and publish content on digital communication tools (SharePoint, websites, and social media).
  • Strategic thinking, critical analysis and creative presentations.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
