Duties and Responsibilities - Architect and implement solutions on Azure technologies (Logic Apps, Azure Functions, Azure Integration Hub) seamlessly within UNRWA environment. - Assessing the systems architecture currently in place and working with technical staff to recommend solutions to improve it. - Lead the development of business products and custom solutions that deliver business value to UNRWA - Develops architecture to include the integration between Digital Learning Platform and Microsoft 365 platform in line with the business requirements. - Serve as the go-to technical lead for UNRWA Microsoft-based business solutions - Lead technical, integration and data migration workshops with customers, documents requirements and designs appropriate solutions. - Articulate and demonstrate the possibilities of Microsoft Power Platform and Azure Cloud technologies to create new line-of-business applications - Perform other duties as may be required.

Qualifications/special skills Academic Qualifications:

A university degree or master's degree from an accredited educational institution in information technology, information management, Information systems, computer science, computer engineering, Software engineering, Business Administration, Management, or other related disciplines.

Experience :

  • A minimum of 10 years' experience for a bachelor's degree and 8 years for a master's degree in developing and implementing solutions based on Microsoft Power Platform, including custom development, deployment, operations, and maintenance support, in which 5+ years of technical experience with Microsoft technologies (for example - .Net, C#, VB.Net, Microsoft SQL Server, and Azure) and at least 2 years of experience in building Power Platform based applications (PowerApps, Logic Apps, Azure Functions).
  • Experience integrating external data and systems with Microsoft Dynamics 365 solutions.

Desirable Qualification:

  • Master degree is a desirable qualification.

Desirable Experience:

  • Experience with multiple end-to-end full life cycle implementations of Dynamics 365
  • Two or more years of experience with Agile development
  • Experience with Azure administration, Logic Apps, Power platform and cloud architecture
  • Experience developing visualizations and dashboards using Power BI
  • Professional IT consulting experience

Service conditions:

¿ The duration of the consultancy is 6 to 11 months, extendable according to performance and availability of funds. ¿ Remuneration for this consultancy will be $ 1,955.00 and depend on fund availability, qualifications, and relevant experience. ¿ The incumbent will be only in Gaza.

Additional Information The UNRWA Digital Transformation Strategy (DTS), adopted in September 2021, is an integral part of the Agency’s modernization efforts that help ensure and improve accountability, transparency, participation, equity, empowerment, inclusion and resilience, both within the Agency and amongst its beneficiaries. It also supports Palestine refugees in acquiring the skills needed to participate meaningfully in the world’s digital transformation.

As part of the DTS, UNRWA’s Department of Education developed a strategy on Information and Communication Technologies for Education (ICT4E), with a view to both strengthening the quality of education and increasing the resilience of the education system to external shocks, including in times of emergency.

UNRWA launched a Digital Learning Platform (DLP) in April 2021 to ensure education continuity even in the face of crises. The platform was designed during the COVID-19 pandemic to enable uninterrupted education to UNRWA students when in-person learning had to be suspended. To date, more than 7,000 digital self-learning cards / materials have been uploaded to the DLP, which facilitates student learning during school closures or periods of hybrid learning. Since its launch, the platform has received 6.2 million visits by 700,000 users. The platform was recognized by UNESCO’s Global Learning Coalition as a successful tool to support distance learning of students, including during emergencies.

To build on the success of the Digital Learning Platform (DLP), and take it to the next level, a DLP Phase II is envisaged. As part of this, UNRWA will undertake a pilot project, wherein teachers and students would use comprehensive and self-contained digital teaching-learning materials (TLM). This pilot will be conducted on a limited scale and evaluated with a view to potentially rolling the initiative out more broadly.
