Result of Service This consultancy will utilize the existing guidance on integrating climate change adaptation and disaster risk into the UN sustainable development framework cycle, and the upcoming guidance on utilizing risk information for Common Country analysis to i. Understand current data, information and policy analysis strengths and gaps in country to conduct a comprehensive analysis on climate and disaster impact and risks to socio-economic development plans and ambitions, looking at national long and mid-term development plans, sector policies and plans, and flagship programs and investments plans (e.g. hydropower development, etc.)

ii. Utilize existing risk information, normative, methodological and operational guidance developed by UNDRR and other UN entities and development partners to assess together with UN Resident Coordinator office and UN Country team specific needs and concrete development challenges to be covered within the analytical piece.

iii. Propose detailed customized approaches to apply risk information and analysis conducted into the multi-dimensional risk and other analytical process conducted as part of the common country analysis (CCA).

Expected duration This consultancy is planned for a 4-month duration.

Duties and Responsibilities BACKGROUND UN development cooperation frameworks are based on analytical process - common country analysis (CCA) for UN Sustainable Development Cooperation Frameworks (UNSDCF – which connect assessments of vulnerabilities to risks and impacts of climate change and disasters across sectors, to provide an understanding of multidimensional and interlinked nature of risk. To ensure evidence-based risk informing programming, the CCA should include an analysis on how different trends and scenarios might affect development pathways and how risk-blind vs risk-sensitive development options might influence vulnerabilities, exposure and the creation or prevention of new risk and reduction of existing one. UNDRR supports UN country teams in their analysis process by facilitating collation and analysis of information on disaster loss, climate and disaster risk, disaster risk management capacity and vulnerability information. UNDRR support analysis and consideration of different climate and disaster risk scenarios and its potential impacts on sustainable development plans, prospects and pathways recommended for UN support. Working closely with UNDRR Risk Knowledge Branch, regional office for Asia and the Pacific and the national consultant supporting the Resident Coordinator office and UN Country team in Bhutan in the development of the Country Common Analysis (CCA), the incumbent consultant is expected to develop an analytical paper on climate and disaster risk implications for sustainable development in Bhutan and provide guidance on the consideration of climate and disaster risk potential implications and interactions within the thematic section and analytical pieces mandated as part of the Common Country Analysis ( CCA).

DUTIES AND RESPONSIBILITIES Under the overall supervision of the Risk knowledge Programme officer, UNDRR Regional Office for Asia and the Pacific and in close collaboration with the Risk Knowledge Branch in UNDRR headquarters, the Consultant will: 1. Conduct a desk review and a compilation of all relevant risk impact analysis, climate and disaster risk information sources relevant to understand the potential impact of climate and disaster risk in sustainable development plans and pathways, including in context of LDC graduation. 2. Analyze information available and gaps, interview key informants and stakeholders in country to identify priority mountain hazards and document changes and likely evolution of climate change and disaster impact in key development sectors in the country. 3. Facilitate a joint analysis with UN Country team, government and relevant technical partners such as ICIMOD of potential impact, likelihood, preventive and risk mitigation measures to be considered for the main thematic sections (economic transformation, social exclusion, governance, environment, humanitarian and development nexus) of the UN Common country analysis and programmatic documents. 4. Draft an analytical piece, based on the desk review, joint analysis workshop, interviews and expert analytical inputs, on the climate and disaster risk implications for sustainable development in Bhutan and provide inputs and guidance to CCA Task force/UNCT on how to integrate the analysis results on the different CCA sections, the multidimensional risk analysis, as well as the next steps in developing and prioritizing catalytic development solutions to be supported through the UN Sustainable Development Framework. Develop a shorter note summarizing key aspects for consideration by government in the drafting of the Five Years plans/ LDC graduation smooth transition strategy. 5. Document the information and data used for the analysis and upload them into UNDRR Risk Information Platform so CCA stakeholders can easily refer and access to the generated evidence-base after the consultancy ends.

Qualifications/special skills Academic Qualifications: Master’s degree in areas related to economics, geography, public policy, administration, law, environment, or other social sciences, disaster risk management, climate change adaptation, development studies or related relevant fields is required. A first-level university degree in combination with 2 additional qualifying experience may be accepted in lieu of the advanced university degree. Experience: - Minimum 5 years of relevant work experience, at least 3 in risk analysis or related relevant area is desirable in UN, development banks, international development organizations, think tank, policy advice, and policy analysis related functions with progressive professional responsibility in areas related to climate and disaster risk analysis and sustainable development. - Experience in policy advice, and policy analysis related functions with progressive professional responsibility in areas related to climate and disaster risk analysis and/or application of risk information for decision-making is required. - Experience in secondary data collection and analysis and foresighting methods and tools is an advantage. - Knowledge of United Nations analytical, strategic planning and programming processes, guidelines and tools are considered advantages. - Familiarity with disaster risk reduction, climate change and sustainable development issues in Bhutan is an advantage. Language: Fluency in English is required. Knowledge of dzongkhag is an advantage.
