**OVERVIEW** ------------ Parent Sector : Communication and Information Sector (CI) Duty Station: Paris Classification of duty station: \[\[filter12\]\] Standard Duration of Assignement : \[\[filter13\]\] Job Family: Communication and Information Type of contract : Non Staff Duration of contract : From 7 to 11 months Recruitment open to : External candidates Application Deadline (Midnight Paris Time) : 02-FEB-2022 UNESCO Core Values: Commitment to the Organization, Integrity, Respect for Diversity, Professionalism **OVERVIEW OF THE FUNCTIONS OF THE POST** ----------------------------------------- Under the overall authority of the Assistant Director-General for Communication and Information, the guidance of the Director for Partnerships and Operational Programme Monitoring and Chief for Digital Innovation and Transformation, and under the direct supervision of the Programme Specialist, the Consultant will work towards achievement of UNESCO’s objective to promote Internet Universality ROAM-X framework and indicators along the 41 C/5 Programme and Budget, related Outputs and Performance Indicators. The consultant will support the work of Sector SO4/Outcome 9: Develop ethical standards, norms and frameworks for action to meet the challenges of innovative technologies and digital transformation and the Output “Policy frameworks promoted among Member States for an inclusive digital transformation and AI development, fostering multi-stakeholder governance and addressing the digital divide, including between genders”, and support the delivery of PI: Number of Member States and stakeholders whose Internet policies and digital ecosystems have been assessed and enhanced by applying the Internet Universality Indicators framework via conducting the following tasks: - Provide overall support to the promotion and implementation process of the Internet Universality ROAM principles and Indicator at national level following the UNESCO IPDC council Resolution as adopted at its 31st session in November 2018. - Support UNESCO partners and national stakeholders to conduct the national assessments of Internet Universality indicators in five continents and the follow up the publishing and communication strategy including the management of IGF dynamic coalition of IUIs. - Support the organizational matters related to the global, regional and national advocacy events including IGF, WSIS, etc and training workshops for implementing the Internet Universality indicators. - Conduct the global quality control mechanism and review process to ensure the quality delivery of national assessment reports. - Contribute to the preparations and editing of the related correspondences, briefings, bidding documents, reports, background papers, speeches, policy guidelines related to the project. - Conduct and edit the research draft, reviewing the translations, publishing and production process of the UNESCO Series of IUIs national assessments, updating and maintaining the IUIs news letter, web news, website maintenance and public communication campaigns including the building of online platform of indicators. - Implement the communication strategy of the project and work on developing necessary online platform and training materials/MOOC as required by the advocacy and capacity building need of the project. Discretion and maturity of judgement are required; - Ability to work under pressure; - Solid computer skills including advanced knowledge of office software such as Word and Excel. ***Languages*** - Excellent knowledge (written and oral) of English and French. **DESIRABLE QUALIFICATIONS** ---------------------------- ***Work Experience*** - Experience with UNESCO and/or the United Nations system and understanding of their functioning and procedures would be an asset. - Knowledge and expertise in the thematic areas of digital transformation, Internet governance and Internet Universality. - International work experience in international organization and managing international and national projects ***Languages*** - Working knowledge of other official languages of UNESCO (Arabic, Chinese, Russian, Spanish). **APPLICATION PROCESS** ----------------------- Interested candidates should complete the on-line application, download and complete the Employment History form (Word file).
