Background

UN Women is the UN Entity for Gender Equality and the Empowerment of Women. UN Women is dedicated to gender equality and the empowerment of women. A global champion for women and girls, UN Women was established to accelerate progress on meeting their needs worldwide.

All human development and human rights issues have gender dimensions. UN Women focuses on priority areas that are fundamental to women’s equality, and that can unlock progress across the board. Five focus areas of interventions include ending violence against women; economic empowerment; leadership and participation; peace and security; and national planning and budgeting.

UN Women India Country Office based in New Delhi, India, works on several fronts towards ending violence against women and girls. This includes tackling its main root cause: gender inequality. Interventions focus both on prevention as well as response mechanisms. Efforts are multiplied through advocacy campaigns and partnerships with governments, civil society, private sector and sister UN agencies. Initiatives range from working to establish legal frameworks and specific national actions, to supporting prevention at the grassroots level, including in conflict and post-conflict situations and building capacities of relevant stakeholders. UN Women supports data collection on violence against women, facilitating new learning on the issue.

The Secretary General of the United Nations has urged the member states to put women’s safety at the centre of COVID-19 response, planning and implementation. Furthermore, in India, the National Commission for Women (NCW - the apex national level organisation of India with the mandate of protecting and promoting the interests of women) had recently called out the increase in the number of complaints of all forms of violence, especially domestic violence, during the COVID-19 lock down period. Based on a long standing partnership with Women’s Machineries, UN Women is supporting them in accelerating and expanding women’s access to services, including complaint mechanisms, as those are hugely impacted and curtailed given the lockdown situation where mobility is restricted and women effected by violence have limited access to safe spaces in homes and/ or ways to make a request for support.

Under the aforementioned collaboration, UN Women is developing AI Based Information Dissemination and Reporting Chatbot Solutions to Address Rising Gender Based Violence during COVID-19 to reach out to women survivors and their care givers with the necessary information and support.

In this context, UN Women seeks to hire the services of an Individual for to assimilate and develop Chatbot Content on addressing violence against women and girls.

Duties and Responsibilities

Under the guidance and supervision of the Programme Lead, UN WOMEN, the Consultant will undertake the following key tasks and other responsibilities as may be assigned.

Chatbot Content Assimilation-

  • Mapping and review of existing material and content on emergency and non-emergency response to violence against women and girls in India;
  • Develop a content strategy for the Chatbot to guide interactions;
  • Develop/Adapt content including interaction flows and conversation trees for integration into the Chatbot according to the platform to deliver information in the most accessible manner;
  • Develop a user guide/ FAQs for accessing Chatbot;
  • Coordinate for the activities with relevant team members and technical agency to ensure assimilation of content;
  • Preparation of monthly performance reports;
  • Any other duties assigned by Supervisor from time to time.

Deliverables:

  • Content strategy for the Chatbot to guide interactions;
  • Content including interaction flows and conversation trees for integration into the Chatbot according to the platform;
  • User guide/ FAQs for accessing Chatbot;
  • All the work related to the assignment.

Required Skills and Experience

Education:

  • Master’s degree in social sciences, women’s rights, international studies, law or any other related discipline.

Experience:

  • 2 years of professional experience of working in women related projects, preferably on issues of ending violence against women and girls;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) required and advance knowledge of spread sheet and database packages desirable.
  • Knowledge of Artificial Intelligence software functioning desirable;
  • Demonstrated verbal and written communication skills.

Language:

  • Fluency in English and Hindi.

Evaluation and Selection Criteria:

Criteria for shortlisting of CVs will be based on the following assessment:

  • Required Degree and Qualification (5 points);
  • Minimum Experience relevant to the assignment (10 points);
  • Past experience in delivering similar assignment for the development sector (5 points).

The evaluation process for selection of the candidate will be based on the following assessment:

  • Interview (80 Points)
  • Writing Samples (20 Points)

  • For an assignment requiring travel, consultants of 65 years or more require full medical examination and statement of fitness to work to engage in the consultancy.
