Background

The United Nations Volunteers (UNV) programme contributes to peace and development through volunteerism worldwide. We work with partners to integrate qualified, highly motivated and well supported UN Volunteers into development programming and promote the value and global recognition of volunteerism. UNV is active in around 130 countries every year. With field presences in over 80 countries, UNV is represented worldwide. UNV is administred by the United Nations Development Programme (UNCP). UNV is headquarted in Bonn, Germany, with a field presence through 6 regional offices and 50+ field units.

The Human Resources Section (HRS) leads the delivery of learning and development activities for two target groups:

  • UNV staff, holding UNDP Letter of Appointment
  • UN Volunteers

As UNV activity supports learning and capacity development, one of the priorities for both target group is their career development.

Duties and Responsibilities

MAIN OBJECTIVES, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK.

The consultant will support the work of the HRS team by organizing and delivering a series of individual career counselling sessions online with UNV staff members and UN Volunteers. The consultant wil develiver individual sessions of 60 minutes with UNV staff members and UN Volunteers (max 3 sessions per person – if more are required, the HRS approval is needed) in order to support them with the following:

  • Career coaching (help identify work/life priorities and trade-offs, refine job search strategies/skills, dual career issues, continuing education/credentials/certification)
  • Documents review (e.g. cover letter, CV/work history)
  • Interviewing skills/mock interviews
  • Building professional networks
  • Other career-related issues identified during the individual consultation

The consultant will need to provide the monthly list of staff and volunteers who sought sessions. However, the information passed through consultations will not be shared. The consultant will submit a report on a quarterly basis with the information on number of staff/volunteers, summary of any trends, recommendation or any feedback that might serve for UNV’s capacity development.

Note:

UNV plans to enter into the Long-Term Agreement (LTA) with the successful Individual Contractor. Please note that the LTA does not form a financial obligation or commitment from UNV at the time the LTA contract is signed, and that such an agreement is non-exclusive. Financial commitments will only be established each time a Purchase Order for the specific services/TOR for Individual Contractor is committed and based on the agreed LTA Consultancy Fee per session.

This LTA has a cumulative ceiling amount that may accrue to the individual contractor during the life of the LTA, but said amount shall remain as an upper limit, and must not and cannot be interpreted nor understood as neither a financial commitment nor guarantee of business volume.

Competencies

The consultant should be knowledgeable about the UN job market and know how the recruitment systems work in the UN, in order to give advice to UNV staff and volunteers.

In-depth knowledge of UN HR Policies and Procedures in an asset.

Excellent internpersonal skills

Excellent oral and written skills

Strong analytical skills.

Required Skills and Experience

Education: Advanced University Degree in Management, Human Resources or related field, with a proven background in Human Resources Management and/or Organizational training and/or development.

Experience: Prior experience in providing similar career development/ coaching services in an international organization

Expereince in working for or with the UN

Language requirement: Fluency in both written and spoken French and English is a must. Knowledge of another UN language is an asset

Criteria for Selection of the Best offer:

The selection of the best offer will be based on the combined scoring method, where the qualifications and methodology will be weighted 70 percent, and then combined with the price offer, which will be weighted 30 percent.

Key selection criteria are:

  • Working experience in the UN entity or non-profit sector in the field of Human Resources (20%)
  • Proven experience in Career Counselling, Recruitment and Competency Based Interviews (30%)
  • Proven experience in Coaching (20%)

Candidates obtaining a minimum of 70% (49 points) of the maximum obtainable points for the technical criteria (70 points) shall be considered for the financial evaluation.

The technical proposal shall consist of:

  • Motivation Letter describing their interest in the assignment and why they are the most suitable for the work;
  • Latest personal CV or P11, including experience in similar projects and at least three references
  • A technical proposal: shall describe the methodology and the approach on how to fulfil the required deliverables as well as outline the major components of its implementation (if applicable);
  • Samples of previous work (if applicable);

The financial proposal shall consist of

The financial proposal shall consist of the total contract price for the whole duration of the contract period, which shall include the consultancy fee/session (60 minutes session) multiplied with an estimate no of 460 sessions over the two year period. The lump-sum/contract price is fixed regardless of subsequent changes in the cost components.

If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNV under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point and ensure that all such costs are duly incorporated in the financial proposal submitted to UNV
