In Liberia, the CapED programme aims at improving TVET governance for coordination, formulation, implementation and monitoring of evidence-based TVET policies and strengthening capacities of TVET institutions to provide skills development opportunities for young people including girls and women. Under the overall authority of the UNESCO Regional Office in Abuja and the direct supervision of the Senior Education Programme Specialist in close collaboration with the Unit for Strategic Planning, Monitoring, Institute and Field Coordination in UNESCO Headquarters, the Individual Specialist will support the coordination and implementation of activities of the CapED programme in Liberia. S/He shall directly collaborate in the overall planning, implementation, monitoring, reporting, evaluation and documentation of the programme. Long Description ---------------- ***Specifically, The Individual Specialist shall perform the following specific assignments:*** a. Develop/revise/monitor/report programme documents and detailed work plans in line with CapED programme guidelines and in close consultation and collaboration with CapED staff at HQ and Abuja, including national and regional partners. b. Provide technical guidance and support towards capacity building interventions within the education sector to develop comprehensive action on TVET in Liberia in line with the CapED thematic areas. c. Provide technical support to TVET governance, particularly Inter-Ministerial Task Force (IMFT), TVET Network and Parliament for review and debate on TVET legislation. d. Support the implementation of the new TVET strategy and Operational plan 2022-2027 in Liberia. e. Integrate a gender perspective in all activities and apply gender analysis and mainstreaming concepts whenever feasible. f. Support the development of both National and Regional Qualification Frameworks. g. Support the integration of digital transformation of TVET system in Liberia. h. Monitor the implementation of the work plan by ensuring (i) communication and mutual consultations in view of a perfect collaboration among all concerned stakeholders; and (ii) that activities are executed in due time and deliver outputs/products that directly contribute to the attainment of the objectives of the programme. i. Monitor budget, financial and administrative matters and prepare documents concerning the Programme, including reporting status. j. Strategically position UNESCO in the implementation of the Liberia United Nations Sustainable Development Cooperation Framework and actively participate in the development partners' TVET working groups at country level in line with the mandate and priorities of UNESCO. k. Actively participate in working groups relevant to the mandate of the organization, supporting the networking of the Head of the UNESCO antenna in Monrovia with key partners and strengthening UNESCO's presence at country level. l. Contribute to the production, use and dissemination of information on CapED and the Education sector. m. Support resource mobilization in line with the education SDG4- 2030 agenda and UNESCO's priorities for Liberia. n. Carry out any other tasks assigned by the Head of the Regional Office in support of UNESCO Abuja activities. ***The Individual Specialist shall submit the following deliverables to UNESCO for its approval:*** a. Monthly progress reports outlining activities undertaken and achievements. b. A final report summarizing the activities carried out, achievements and lessons learnt during the contract period by 15 January 2022.
