Position Objective

WorldFish has been working with the Government of Bangladesh and development partners since 1989 and has created a more productive fisheries and aquaculture sector that contributes to diversified and resilient rural livelihoods and the promotion of food and nutrition security. The country office is currently looking to more actively engage with government institutions, partners, and donors to mobilize funding resources to facilitate the implementation of the WorldFish’s country strategy objectives, in line with the government’s national and global (e.g. SDG) priorities. The consultant will support the entire process, working closely with the WorldFish Bangladesh team in Dhaka and in coordination with the Business Development and Partnerships Unit (BDP) at the headquarters in Penang, Malaysia.

Responsibilities

The selected consultant will be responsible for following tasks:

  • Conduct donor analysis and intelligence gathering, taking into account the current donor priorities and programming in the country and the government’s priorities.
  • Facilitate donor liaison, and in coordination with the country team and the BDP, identify potential thematic areas for WorldFish to conceptualize project ideas and approach donors.
  • Support the development of a robust financial pipeline of project proposals for the country office, in line with the business growth ambitions of the country office.
  • In close collaboration with the WorldFish Bangladesh team and the BDP, develop concept notes, proposals, pitches, and associated documents to directly contribute to fundraising engagement in the country.
  • Support outreach activities, events, workshops and/or dialogues geared towards improved donor relationships and fundraising.

Deliverables

The consultant will need to deliver the following deliverables:

  • Developing around 10 project proposals (minimum of 2 proposals per month) in collaboration with WorldFish colleagues with the potential for submission for funding.
  • Report on donor analysis and intelligence based on priorities and other related works to support donor funding and strengthen government relations.

Requirements

This consultancy opportunity is open for all National Consultant with the following skills and qualifications:

  1. Minimum a master’s degree in fisheries, natural resources management, agriculture, international development, or a related field. Preferably, a PhD in a relevant field.
  2. At least eight years’ experience in fundraising, project development, strategic partnership development and donor relations.
  3. Experience managing relationships with national-level stakeholders in Bangladesh (including government institutions and civil society).
  4. Experience liaising and managing relationships with donors and partners in project identification and development processes.
  5. Demonstrated experience writing successful project concept notes and project documents.
  6. Demonstrated knowledge of fisheries and aquaculture sectors in Bangladesh.
  7. Strong conceptual and analytical skills, including the ability to synthesize large amounts of information from multiple sources into concise and compelling narratives.
  8. Strong understanding of the development discourse, including donor priorities, in Bangladesh.
  9. Strong oral and written communication skills in English.

Location and Duration

The successful consultant will be based in Dhaka, Bangladesh with some field visits on part-time basis. The selection of consultant will be based on the relevant qualification and experience and the most competitive proposal. The interviews are expected to be held in June 2024 and only shortlisted consultant will be notified and expected to attend the interview. The successful consultant should be available to commence the consultancy contract for a maximum of twenty (20) working days per month in between 01 July 2024 to 30 November 2024.
