How can you make a difference?

The Social Policy and Economic Analysis Section, UNICEF East Asia Pacific Regional Office (EAPRO) is seeking an individual consultant to support production of a background paper and facilitation of a session during the Regional Social Policy Forum on child-sensitive and adaptive social protection, focused on integrated registries and information management systems. The Regional Forum will take place in Bali, Indonesia on 28-29 November 2023.

Work Assignment, Expected deliverable and Delivery schedule:

The assignment is home based.

Task

Products

Days required

1. Produce a literature review and stock taking on regional (and global) situation on integrated information management systems in social protection.

Product 1: Draft paper including literature review and situation analysis along with a resource presentation (PPT) for the respective session during the Regional Policy Forum.

2. Design and preparation of the related session in the regional forum and facilitation of the session in Bali on 28-29 November.

Product 2: Conference session on integrated MIS designed and facilitated.

Product 3: Summary of the session’s main takeaways and forethought ready to add to the draft paper.

3. Combine task 1 and 2 into a final background paper to summarize discussions and cases presented in the forum.

Product 4: Final paper, incorporating product 1, product 3 and a concluding section. Final paper includes UNICEF feedback and comments.

4. Technical editing of the forthcoming report on integrated socio-economic registration system in Indonesia

Product 5: Edited report (with flow, readability, succinctness, overlaps, relevance, and use of terminologies revised).

Duration of Contract: The assignment will require the maximum period of 33 working days starting from 10 October to 31 December 2023.

Duty Travel: The consultant is required to participate in person at the Regional Social Policy Forum on Social Protection on 28-29 November in Bali, Indonesia.

To qualify as an advocate for every child you will have…

• Master’s degree in social sciences, economics, public policy or related field.

• Minimum 8 years of relevant work experience on Social Protection.

• Demonstrated knowledge and experience on developing/strengthening integrated information systems for social protection.

• Familiarity with the work of UNICEF in child-sensitive social protection is an asset. Knowledge of East Asia and Pacific context.

• Excellent written and verbal communication skills. Facilitation skills of public events is a must and ability to manage diversity of views in different cultural contexts.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
