Consultant, Back-End Developer and Cloud Hosting specialist (Brazzaville - AFRO)
Background
To support regional efforts to scale up preparedness and operational readiness level through the building and developing the capacity of nationals rosters within the AFRO SURGE initiative and the strengthening of Public Health Emergency Operation Centres (PHEOC) in Member States of the African and Eastern Mediterranean.
- SURGE Flagship Initiative: The WHO AFRO Emergency Preparedness and Response (EPR) cluster has commenced the roll-out of the flagship initiatives to support Member States in the region prepare for, detect, and respond to public health emergencies. This initiative will strengthen health structures at the country level, particularly Public Health Operational Centres (PHEOCs), serving as the nodal centre for managing emergencies to ultimately halt emergencies rapidly and minimize the disruption on health services and economic activities.
- PHEOC: The area of PHEOC needs the combined support of public health and information technology. The Public Health Emergency Operation Centre (PHEOC) serves as a hub for coordinating the preparation for and response to public health emergencies and fulfil country’s International Health Regulations (IHR) obligations. It enhances communication, collaboration, and availability of real-time and quality information for evidence-based decision making.
As a result, the information body required to operate PHEOCs is massive and need meticulous information management solutions. WHO has developed the electronic Public Health Emergency Management (ePHEM), an open-source web-based solution that enables PHEOCs to manage and coordinate a multi sectorial response. This includes managing signals, event information, finance, logistics, administrators, communication, notifications and more.
Deliverables
To support in the development and maintenance of the Surge Deployment Platform:
- Support in the design and development Platform
- Support in testing, bug tracking and debugging of the Platform
- Develop a system documentation for the platform.
- Provide IT support to system users within WHO and national experts within the SURGE initiative.
- Support in the development of various modules within the electronic Public Health Emergency Management(ePHEM) suite, such as the Signals, Incident, Accounting and Inventory modules amongst others.
- Support in testing, bug tracking and debugging.
- Develop API support to various modules.
Any other duties assigned by the supervisor.
- Qualifications, experience, skills and languages
Educational Qualifications
- *F**irst level university degree in computer science or information technology is required*.
- Desired: Certificate and/or experience in back-end development
Experience
- At least on year of demonstrated experience in programming with the Odoo framework (which is used by ePHEM)
- Demonstrated experience in web-apps development, especially back-end development
- Experience in working with API(any type)
- Experience in testing
