The overarching strategic goal of UNICEF's ICT Division (ICTD) is to transform and build partnerships with our stakeholders to successfully implement UNICEF programmes globally using innovative technology-enabled solutions.

The Platform and Service Delivery (PSD) section of ICTD is responsible for defining, designing, and operating the IT infrastructure, identity management, and the underlying platforms that are hosting UNICEF applications and solutions, both for in-house and in the cloud.

In early 2021, the Global Payment Card Industry (PCI) Program conducted country assessment activities across Private Sector Fundraising (PSFR) country offices globally. As a result, several PSFR country offices were found to be managing (locally) multiple databases and applications holding confidential donor information.

These Systems are used for different purposes, including data cleaning, verification of details by agency or internal staff, helpdesk enablement, donor care enablement, translation engine to generate files for banks and agencies, full data storage, accumulation of information from agencies, standardization and storage of incoming data from third parties.

As an interim measure, this activity will move these applications and databases as-is to a more secure and controlled UNICEF Azure environment with the aim of mitigating the risk of a data breach. However, applications will not be refactored to meet PCI Compliance at this point.

How can you make a difference?

UNICEF is seeking to engage a Azure Cloud Specialist Consultant: Country Office applications migration (Part-Time, Remote) as an interim measure to mitigate the risk of a data breach by moving applications and databases as-is to a more secure and controlled UNICEF Azure environment.

Scope of Work:

1. UNICEF PSFR and Emerging / Frontier Market Country Offices -Cloud Applications Discovery and mapping

2. Review of technical aspects of the Cloud Applications and support the Country Offices with the refinement of the existing documentation

3. Technical coordination between Country Offices, ICTD Platforms and PFP ICT

4. Validation and qualification exercise to define the scope of the migration

5. Lift and Shift migration support, including support of technical aspects

6. Development of technical artifacts

Tasks/Milestones and Deliverables/Outputs:

#1.

Tasks/Milestone: Discovery and validation

Deliverables/Outputs: Scope: Inventory of qualified databases and systems

#2.

Tasks/Milestone: Cloud architecture design and documentation.

Deliverables/Outputs: Technical artefacts documenting the design of the Azure Country Office Workloads Azure Hosting Environment UNICEF_PFP (Visio diagrams, word documents, PowerPoint, and Markdown wiki pages)

#3.

Tasks/Milestone: Country Offices PFP workloads catalog.

Deliverables/Outputs: Technical artefacts documenting the existing Country Office Workloads (Visio diagrams, word documents, PowerPoint, and Markdown wiki pages)

#4.

Tasks/Milestone: Deployment of the Cloud Hosting environment for the PFP Country Offices Workloads on UNICEF Azure Environment

Deliverables/Outputs: Azure Resource Manager Templates and report with the testing and confirmation of the deployment.

#5.

Tasks/Milestone: In coordination with the PCI global project manager, development of detailed project schedule for Country Offices Workload Migrations

Deliverables/Outputs: Microsoft Project file with detailed tasks, dates, milestones, and resources.

#6.

Tasks/Milestone: Coordination and support each of the PFP country offices workloads Azure lift and shift.

Deliverables/Outputs: Report with the testing and confirmation of the deployment.

Duration:

The duration of this consultancy assignment will be 11 months.

To qualify as a champion for every child you will have…

Academic:

  • Bachelor’s degree in computer engineering, information systems, or related field.

Professional Experience, Knowledge/Expertise/Skills required:

  • Previous experience in Azure Cloud Infrastructure, including IaaS and PaaS
  • Previous experience in Lift and Shift / Cloud Migrations
  • Previous experience working in environments with PCI like requirements
  • Previous experience working with fundraising systems

Language Requirements:

  • Good written and oral communication skills, with fluency in English is required.
  • Knowledge of another official UN language especially French and Spanish is an added advantage.
