Program Overview

WRI Indonesia’s cities and transport portfolio focus on reducing cities’ GHG emission and leveraging cities and dynamics to do rapid transition towards net-zero through just transition pathways to achieve an inclusive, resilient, and prosperous nation. There are three pillars that we have defined to achieve this cities transition: livable neighborhood, climate resilience, and connective mobility. Under the climate resilience pillar, WRI Indonesia works collaboratively with the government to design ambitious climate action plans that align with national long-term climate goals and development plans through research, policymaking processes, and climate negotiations.

WRI Indonesia is currently working with Bali Government to provide a strong foundational program towards Bali Net Zero Emission 2045 vision. The Bali Transportation Decarbonization initiative arises as the key to achieving the NZE target by developing a comprehensive Transportation Decarbonization Road Map and the establishment of an equitable Low Emission Zone (LEZ). The road map serves as a technical reference for formulating decarbonizing strategies and policies to combat climate issues through carbon emission reductions. Meanwhile, the equitable LEZ strengthens the implementation of decarbonization strategies into action plans that are empirically tested, science-based, and embody local values. LEZ concept also aims to be an enabling ecosystem to demonstrate a low-carbon transportation system and to create socio-economic opportunities.

WRI Indonesia seeks to work with a Climate Modeler to support the Bali Transportation Decarbonization initiative by providing support in climate modeling, research, and analysis, as well as other support for the Bali Net Zero Emission 2045 initiatives.

Job Highlight

The Climate Modeler will lead the technical analysis in conceptualizing the methodology study, establishing a baseline, and developing a climate model and analysis as well as policy scenario, focusing on -but not limited to- specific sectors, including transportation, building and energy transition to support the development of the Bali Transportation Decarbonization Road Map. The Climate Modeler will report to the Urban Mobility Manager while working closely and collaboratively with other relevant team in WRI Indonesia in building a robust and comprehensive climate model. This position will be based in Bali with office-flex working arrangement and possibility of doing travel when needed.

What You Will Do

Research and Product Knowledge Development (70%)

  • Lead the climate model development for sector specific, including transport and building sector, developing baseline and climate policy scenarios of the Bali Transportation Decarbonization Road Map that aligned with the 1.5°C global target and Bali Net Zero Emission 2045 vision.
  • Lead data collection, identifying and developing causal loop diagram and stock flow diagrams for transport and building sector, as well as leading the group model building with relevant sectoral experts.
  • Contribute to climate modeling and analysis to produce climate action targets, focusing on transport and building sector, short- and long-term strategies on climate that are aligned with local and national development planning.
  • Conduct initial technical analysis of GHG emissions accounting and climate modeling, using the available science and methodology that is commonly used by international and national practices.
  • Coordinating in formulating robust, unbiased research and knowledge product that are designed to inform targeted audience on tackling issues of climate change, enhance climate ambitions, just transition and road to net zero pathways.
  • Provide review and technical advice to research/ knowledge products that are produced internally, and from external parties related to Bali Transportation Decarbonization initiative.
  • Support in preparing materials in the form of concept notes, powerpoint slides and/or talking points relevant to climate analysis.

Project Management and Administrative Works (20%)

  • Support in organizing internal and external meetings, FGDs, workshops, conferences and dissemination activities under cities and transport portfolio.
  • Participate in meetings and workshops, prepare relevant materials and taking notes/ report of the meetings.
  • Liaise administrative needs on cities and transport project implementation and organize administrative paper works related to the projects (i.e. TORs, BTOR, etc).

Engagement and Outreach (10%)

  • Communicate research approaches and findings effectively to internal and external audience with manager’s guidance.
  • Support in providing engagement and outreach materials with key partners, ministries, subnational government, and donors.

What You Will Need

Required qualifications:

  • Masters’s degree in environmental science/ engineering, climate, math, engineering, or other related field
  • Minimum of 5 (five) years of relevant work experience in systems analysis, policies scenarios and environment challenges
  • Proficient in Systems thinking and System Dynamics Modelling and have expertise on system dynamics software (preferred Stella)
  • Good understanding in analytics or Data Science, Numerical Methods, Technical Operations, and good in numbers
  • Ability to support discrete elements of research projects with manager guidance, e.g. systematically reviewing and synthesizing existing literature; collecting, cleaning, organizing, analyzing and visualizing data.
  • Familiarity with documenting the data collection, cleaning, and analysis process to make it transparent, reproducible, and accessible to team members.
  • Business proficiency in Bahasa Indonesia and English on both verbal and written communications
  • Ability to communicate research approach and findings effectively to internal audiences with manager guidance, using compelling presentation skills
  • Ability to speak in an organized, clear and articulate manner for a wide range of audiences.
  • Critical thinking and well-structured research approach and methodology.
  • Attention to detail and the ability to track, share and visualize relevant information to assist decision making
  • An organized thinker who can juggle multiple, competing priorities
  • A self-motivated learner with a willingness and ability to take on new challenges, in particular on research areas.
  • Ability and willingness to travel when needed
  • Legally able to work in Indonesia

Preferred qualifications:

  • Experience in working for transportation, construction, and supply chain projects is a plus.

Performance Standard

  • Research activities are performed in timely and satisfactory manner under manager supervision.
  • Employs collaborative and consultative approaches to problem-solving

Deliverables

  1. Bali Transportation Decarbonization Road Map Report submitted in a timely and satisfactory manner
  2. Climate Model and Analysis result that adheres to WRI research standard and reported in a timely manner
  3. Final version or published knowledge products (such as Paper, Technical Notes, Brief) as planned in the projects that adheres to WRI research standard
  4. Technical analysis results (i.e. presentations or reports) as planned in the projects.
  5. Monthly verbal or written progress report to the team.

Duration

1 August 2024 – 31 January 2025 (6 months) with possibility of extension subject to individual performance evaluation, project needs, and budget availability.

Terms of Payment

Daily-rate based consultant with maximum of 18 (eighteen) working days per month.

Contract Arrangement

Individual consultancy contract (Part-time, limited term)
